In 1943 a camp for workmen was erected and a commencement made with the erection of plant storage and workshop buildings in the new township of Mt. Beauty. The photograph was probably taken after the completion of these buildings. There is no sign of construction of the town itself. In the latter part of 1945 work was commenced on the Mt. Beauty township area with a medical centre, general trading store and some houses under construction. The No. 5 Road, from where the photograph was taken, is the road to West Kiewa Power Station and Big Hill Scenic Lookout.Is an excellent view of the Kiewa Valley before there was little work undertaken to establish the town of Mt. Beauty. Farming was well established with the evidence of huge areas of cleared land. The junction of the East and West Kiewa Rivers can be clearly seen. This book was compiled by Esther Temple and David Lloyd with illustrations by Betty Barberis and additional material provided by Clare Roper, Joan Macdonald, Wilma Davies and Nell Bateman. The book was first penned in 1971. It briefly covers the period from the indigenous tribes(broken down into family groupings) known as the "first Australians" who lived in the valley well before English settlers arrived. first white settlement (graziers, miners, stockmen) to smaller settlements.The development or transformation from a pristine(hunter/gatherer) valley environment to one that has been gradually changing to a more commercial rural/industrial landscaped valley. This transformation was made within a time span of two hundred years. The book details the first pioneers and their descendants, along with the changes to their environments both domestic and commercial. The book highlights dates and events that shaped the "feel" of the valley. The extreme hardships faced by pioneer families during the extremely isolated times away from "civilisation".This publication provides an insight to the struggles and victories against the harsh Australian bushland by people who had not been raised in such a sometimes inhospitable environment. It was this transformation which instilled into the Australian psyche of self sufficiency and the ability to grasp onto ideas or "bush" remedies to overcome enormous difficulties. The Upper Kiewa Valley Lions Club has served the Kiewa Valley for 50 years - raising money for the community. Its biggest success was the 'Snack Bar', a food outlet at Falls Creek, selling hot pies and coffee. From 1964 in a caravan, to 1965 - 1971 in a bus the snack bar operated, until it was sold in 1989. This photograph shows how (early to mid1900s), before the establishment of the Mount Beauty "gated" village, the Kiewa Valley was farmed and the scarce population was spread out over acres of productive land. This photograph catches a time before (what appeared to the local farmers as the invasion by a mass of construction workers) when this remote valley was part of a "lay back" rural landscape,occasionally visited by friends and some wayward tourists. The mountain ranges provided an adequate barrier against the way-would traveller. The immigration numbers coming into Australia was still quite small ( due to the "white" Australia policy) which was in force before World War II. After World War II a mass of displaced European refugees and migrants boosted the Australian population and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture is over and the impact of cheaper rural produce from Asian markets will see a shift of land useage and population activities. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land. This historical family photograph spans three generations of the Cooper Family, a pioneer family, still residing in the Kiewa Valley. The large axe held by Pat was a handy tool for pioneer families to chop down trees for land clearing, building sheds and fences, outhouses and fire wood. This photograph was taken during a time where both male and females did some heavy lifting and processing. The rural sector at this point in time was physically a hard location for both sexes. The segregation of the sexes into specific job categories was some times non existent although household "chores" was in the main a woman's domain. The rural sector was in this point of time one which women were highly respected and the unwritten law of providing "assistance" and "reverence" by men in such actions as, socially opening doors, tipping the cap, offering a sturdy arm for support and refraining from doing or saying anything "uncouth" in a woman's presence. It was in a time when women's liberation was just starting to grow strength. Rural areas, on the hole, took longer to interfuse "city" hatched norms of behaviour. This photograph of a pioneer family still residing in the Kiewa Valley demonstrates not only the close protective environment that the valley has on all its inhabitants but also the close bonding that neighbors have towards each other. The term "God's gifted country" fits warmly with all the settlements in the valley. The relatively isolated (physically, visually and communications wise) has since post World War II been whittled away by faster and vastly improved communications with "the outside" world. The strength of commitment to the rural life can be seen in the faces of the family members in this photograph. The proud heritage is displayed without any external pressure. The West Kiewa Tunnel (tailrace tunnel) was commenced from both ends in 1947. Very difficult conditions were encountered in the driving of this tunnel and this meant the immediate provision of support and later the lining of the tunnel with concrete. Work proceeded steadily and the breakthrough of the two headings occurred on 22nd July, 1950.This historical photograph shows in detail the amount of work necessary to stabilise and support the tunnel walls before lining with concrete. No solid rock was found and the tunneling proceeded through decomposed boulders, gravel and clay, hence the necessity for support and concreting. The establishment of Kiewa Valley House, was a significant victory for residents and senior citizens in the Kiewa Valley district. Plans were laid in the mid 1970’s and a proposal was formulated for a 12 bed unit nursing home to be attached to the Tawonga District General Hospital. The need for an aged care facility in Mount Beauty was prompted by recognition of the high ratio of senior citizens residing in the area. At the time residents had to travel to Beechworth, Wangaratta or Wodonga for care. On June 6th, 1980, an appeal to finance a 12 bed nursing wing was launched at a public meeting in Mount Beauty The Hospital and Charities Commission’s development board finally approved the application for government funds to build the 12 bed nursing home in early 1981. The official opening of the nursing home was on March 6th, 1985. Opening of the lounge extensions occurred in May, 1993 Many local residents have taken advantage of facilities at Kiewa Valley House when they became unable to manage independently in their own homes. This has meant they did not have to face the stress of leaving the area and being separated from their local family and friends. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the Commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trail builders (angle dozers)). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer (Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939,the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km.) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. MEYER COLLECTION - FALLS CREEK PHOTOS In 1947 a determined group of like-minded State Electricity Commission (SEC) staff including Ray Meyer, the chief surveyor of the Kiewa Hydro-Electric Scheme, had a common interest that revolved around the skiing potential of the snow-covered high plains which included what is now the resort of Falls Creek. The six SEC employees, Toni St Elmo, Ray Meyer, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson (together with their families) banded together to secretly build a 'hut' that was the first ski lodge at Falls Creek. Using a road built in 1930s to gain access to Falls Creek, their hut project was carried out in secret as efforts by other skiers were blocked by H.H.C. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. However, the legacy of Ray Meyer, Toni St Elmo, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson and Skyline lives on in the vibrant atmosphere of Falls Creek Resort. This photograph was taken in august, 1938 some eight years prior to the establishment of Mt. Beauty as a township. The area was still being used for grazing cattle and the land was eventually acquired from the local land owners by the State Electricity Commission. The construction of the road, from Tawonga to the High Plains, was commenced in April of 1938. This allowed men and heavy equipment to be transported to the work sites for the construction of the Kiewa Hydro Electric Scheme. Prior to this access was by bridle trail, either on horse back or by foot. By 1946 housing construction had commenced for the new town of Mt. Beauty and by 1948 street construction in the southern part of the town was completed as far as Hill Street.This is an important photograph as it shows the upper Kiewa Valley and the site for Mt. Beauty as it was before the establishment of the town. 1. Kiewa Valley Consolidated School was established in 1953 combining Dederang North, Kergunyah, Gundowring, Kiewa, Gundowring Upper, Red Bluff, Charleroi and Gundowing North schools on a 10 acre site with 11 rooms at Kiewa. The bark was cut from the canoe tree, by aboriginal craftsmen, to produce a canoe for fishing in the rivers running through the Kiewa Valley either before or just after the 1800's. The tree trunk, located at Kiewa, would have been used at the beginning of European settlement in the Kiewa Valley or just before contact was made. 2. Pictorial record of the graves of early pioneers C Ibbotson, Mrs Elizabeth Eyre and John Eyre who died between 1858 – 1904, all located at Tawonga Homestead 1. The above schools are in the Kiewa Valley. The date and number of combined schools give insight into the change in population and families in the Kiewa Valley before and after 1953. The tree was found along the Kiewa River and indicates that Aborigines lived by the river and used tree bark to craft canoes to cross rivers and to fish in the deeper sections of the river. 2. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. Clover Dam and Power Station were built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme from the late 1930's to the early 1940's. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an ever-increasing demand for electricity by growing population and heavy industrial areas within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. The construction and development of the Kiewa Hydro scheme showing its construction and the people in work and play during its duration. The State Electricity Commission of Victoria built the Kiewa Hydro Electric Scheme and was keen to promote tourism in the area. The booklet includes Facilities, Falls Creek Ski Resort, the Kiewa Works Area, the Three Floras of Bogong, the Geology of the Kiewa area, the Bird and Animal life of Bogong and the Kiewa Hydro Electric Scheme. The colored photos and the map on the back appeal to the reader/tourist.The SECV promoted tourism in the Kiewa Valley especially the area of the Kiewa Hydro Electric Scheme. This booklet is attractive and informative with a lot of detail. The Kiewa Butter Factory began in 1893, named after the Kiewa River on which it is located. By 1905, butter shipped from Kiewa was receiving a top price of 114 s per cwt at the London market. It continued to prosper until 1959 when it merged with Tallangatta Butter Factory and Creamery Co. Ltd to become the North Eastern Dairy Company. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria of "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria.This VHS tape is stored within its own plastic cover which has a front side Titled "KIEWA in the MAKING". Kiewa Valley Consolidated School was established in 1953 combining Dederang North, Kergunyah, Gundowring, Kiewa, Gundowring Upper, Red Bluff, Charleroi and Gundowing North schools on a 10 acre site with 11 rooms at Kiewa.The above schools are in the Kiewa Valley. At the Pretty Valley Dam site erection of staff quarters was completed in April, 1947 and accommodation for workmen commenced in 1948 but suspended on 11th May for winter and resumed on 9th November. Construction of this camp was completed in 1949. A large dam was proposed at this site but was never constructed. This photograph was taken during construction of the Rocky Valley Dam and wall. Work was commenced in early 1947 but had to be suspended during winter and then resumed in October. Work continued in 1948 with the establishment of work facilities and, at the dam site, the river was diverted through a temporary pipeline. Rocky Valley and associated spillway and outlet works were completed in 1959.A pictorial record of the construction of the rock and earth filled dam wall at Rocky Valley. Work commenced at Rocky Valley Dam site in early 1947 and proceeded until May. Resumed work in October after the winter and a camp for the accommodation of workmen was commenced at this time. Work continued in 1948 with the establishment of work facilities, including the erection of two large excavators. At the dam site the river was diverted through a temporary pipeline. Work proceeded in the summer months with the placing of concrete in the foundations and earth and rock fill for the construction of the wall. Rocky Valley and associated spillway and outlet works were completed in March, 1959. This VHS was produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity.
