This flare pictured is one of three lighting or signal flares. These are pyrotechnic devices used at sea, mainly as a distress signal. However, they have other meanings when used for naval purposes, such as the executive order to start a particular manoeuvre. These are usually packaged as part of a distress pack containing all necessary rockets or flares for immediate use, in any emergency, by ships and off-shore yachts. The inscribed numbers could possibly be the date packaged or the date of useful life i.e. 27-11-1955.This set of three flares is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. This flare pictured is one of three lighting or signal flares. These are pyrotechnic devices used at sea, mainly as a distress signal. However, they have other meanings when used for naval purposes, such as the executive order to start a particular manoeuvre. These are usually packaged as part of a distress pack containing all necessary rockets or flares for immediate use, in any emergency, by ships and off-shore yachts.This set of three flares is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Flare; mushroom coloured cylinder, metal base with wooden top joined to it. This jacket appears to be part of the uniform, connected to Warrnambool through its sleeve labels, and to the sea, through its anchor and chain buttons. It may have been worn in the merchant navy by a senior seaman, due to the good quality of fabric and the double-breasted design, or to life saving at sea, such as a member of the Life Saving Rescue Crew, or even a Harbour Master. This jacket has been used for display on the ketch 'Reginald M', built in 1922 in South Australia and spending the final years of its life at Flagstaff Hill Maritime Village from 1975-2016. The vessel spent much of its working life as a coastal trader along the south-eastern coast of Australia.This maritime jacket is significant for its connection with Warrnambool and to maritime service. Its high quality wool suggests that it was made for a senior ranking person. This jacket could have been used by a seaman in the merchant navy, which provided the essential service of transportation of goods and passengers between the ports of south-eastern Australia, including the Port of Warrnambool.Uniform jacket or coat, maritime. Maritime trades included making and mending nets. Netcraft skills have been taught and applied for centuries and are ongoing. Shuttles, or net needles, are used in the netting process, along with twine or cord, and a sharp knife or scissors. The twine is wound onto the shuttle and dispensed as the shuttle knots and weaves the cord to make the net. These shuttles are lightweight, compact and portable too. Nets were used on sailing ships for the crew's safety, often saving the sailor's lives in stormy seas Examples are the ship mast nets or shrouds that are wide at the base on the deck and taper to a point at the top of the mast, and railing nets that encircle the rails around the deck and prevent people and objects from rolling or falling into the sea. The shuttles were donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, until 1969. Nets were an essential part of the life-saving safety equipment on sailing vessels. The set of netting shuttles is an example of net-making tools used in the 18th to 20th centuries and continues into modern times to create and repair safety equipment. The shuttles are part of the W.R. Angus Collection, which is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. This rocket launcher has fittings to mount it onto a lifeboat or similar vessel. Once mounted, a it would be fitted with a line-throwing rocket that would be launched from the vessel and aimed over the shipwreck. The line would be fixed to the ship in distress. A heavier line would then be sent out to the wrecked vessel and survivors would be hauled to safety. Its design suggests that it dates to the First World War ear of the 1910s. The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. This item is significant for its connection with maritime history and marine technology. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. In 1995 a memorial plaque was erected in Warrnambool near the RSL. NOTE: The RAN built a second HMAS Warrnambool FCPB204, launched in 1981 and decommissioned in 2005. This photograph was taken at the scene of the wreck of the HMAS Warrnambool J202 on September 13th 1947. The photographer has captured the crew being rescued. The HMAS Warrnambool J202 was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney, 1941. The ship began service in Bass Strait in 1941. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. In 1995 a memorial plaque was erected in Warrnambool near the RSL. NOTE: The RAN built a second HMAS Warrnambool FCPB204, launched in 1981 and decommissioned in 2005. There was also a steam ship SS Warrnambool built in London 1892 and broken up in 1926. [A more detailed history can be found in our Collection Record 3477.] This photograph is significant for its association with the lifesaving rescue of the crew and the sinking Royal Australian Navy vessel, HMAS Warrnambool (J202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. Lifebuoys are flotation devices used to rescue and save people whose lives are at risk in the water. They are part of a ship's safety equipment. The cork material is very buoyant. The first use of life saving devices in recent centuries was by the Nordic people, who used light weight wood or cork blocks to keep afloat. From the early 20th century Kapok fibre was used as a filling for buoys. Light weight balsa wood was used as a filler after WW1. In 1928 Peter Markus invented and patented the first inflatable life-preserver. By WW2 foam was combined with Kapok. Laws were passed over time that has required aeroplanes and water going-vessels to carry life-preservers on board. The lifebuoy is an example of equipment carried on vessels in the late 19th and early 20th century to help preserve life. This is a SPRA, or Schermuly’s Pistol Rocket Apparatus. The large firearm type pistol would have been used to throw a line between ships, usually in the event of saving lives. The line throwing pistol consists of a long barrel with handle attached, a pistol grip and trigger, which fires a short blank cartridge. Accessories for the pistol included: flares, 12 gauge adaptor (to shoot 12 gauge flares), a wood plunger, and boxes of faked line. The stamp on the handle, Crown over "NP" is a Birmingham Proof House mark that dates the pistol between 1904 and 1954. However Schermuly's line throwing pistol was invented in the 192s and used on British Naval Ships from 1929. The serial number '22507' is only 806 numbers later than one on sale as a British Military WWII issue SRPA '21701'. This pistol appears to be made 125-1945. The apparatus was used as a life saving device for crew and passengers on vessels in distress that were only a few hundred metres from shore, often eliminating the need to launch a boat and risk lives to go out to the vessel in dangerous conditions. It could also be used from ship to ship rescue. The pistol would launch a line from shore to the vessel. The line would be attached to the vessel, then shore crew would send out equipment, including a breeches buoy, in which the stranded people could be pulled to shore. It has saved many lives at sea. The cartridge is loaded into the breech of the pistol and the rocket is inserted into the muzzle. On pulling the trigger, the gases generated by the fired cartridge eject the rocket on its correct line of flight, and at the same time, burst through the waterproof disc and ignite the propellant mixture, which carries the rocket and line on the remainder of the flight. The rocket consists of a weldless steel case filled with propellant mixture sealed in by a waterproof disc. Fixed to the rocket case is a direction bridle, to the end of which a short length of flexible steel wire is attached, this in turn being connected to the end of the line to be thrown. A complete rocket set, or line throwing kit. would include a wood carrying case, two coils of faked line in separate compartments, three rockets and a can of six cartridges. William Schermuly (1857 – 1929) - Founder of the Schermuly business. In 1897 he invented a trough-fired, line throwing apparatus. In 1920 he and his third son, Alfred James Schermuly, invented the pistol rocket apparatus and promoted this overseas during the 1920s. The system was approved by the British Navy in 1929 through an Act of Parliament, which made it compulsory for ships over 500 tons to carry this equipment. The company, Schermuly Pistol Rocket Apparatus Ltd., grew quickly during and after World War II but business eased off during the 1970s before it eventually closed in the 1990s. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. This line-throwing pistol is part of he Rocket Launching Equipment used to perform life-saving rescue at sea from the 1920s. It is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. The name on the letterhead, “Canning Pierhead North” is the name of the Liverpool Pilot Authority, which was situated in 1883 at Cannon Pier on the River Mersey where ships entered to travel to Liverpool. The logo on the letterhead belongs to the Liverpool Shipwreck and Humane Society. The letter is addressed to “Mr Peter Carmody, Port Campbell, south coast of Australia”, and reads as follows: “January 21st 1893, Dear Sir, I have the pleasure to forward to you by post herewith a Silver Medal and a Certificate of Thanks, voted to you by the Committee of the Liverpool Shipwreck and Humane Society for your courage and humanity in going out into the surf to rescue the survivors of the crew of the barque “Newfield” which vessel was wrecked near Port Campbell on the 29th of August last. Be kind enough to send a few lines acknowledging receipt of the testimonials. I am Dear Sir, Yours Faithfully, Robert P. J. Simpson, Secretary.” The medal accompanying the letter is the Liverpool Shipwreck and Humane Society’s “Bramley-Moore medal for saving life at sea 1872”. The Society was formed in 1839. In 1872 Mr John Bramley-Moore donated £500 on condition that the medal have the specific inscription above on its reverse. The Bramley Morre medal was first awarded in 1874 and records show that since that time only one gold medal has been awarded, twenty-two silver medals and seventeen bronze medals, the last being in 1945. This Bromley-Moore medal was awarded to Peter Carmody for his bravery in saving lives on the Newfield shipwreck. The Newfield was a three-masted iron and steel barque, built in Dundee, Scotland, in 1889 by Alexander Stephen and Sons. It was owned by the Newfield Ship Company in 1890 and later that year It was registered in Liverpool to owners Brownells and Co. The Newfield left Sharpness, Scotland, on 28th May 1892 with a crew of 25 under the command of Captain George Scott and on 1st June left Liverpool. She was bound for Brisbane, Australia, with a cargo of 1850 tons of fine rock salt, the main export product of Sharpness. At about 9pm on 28th August 1892, in heavy weather, Captain Scott sighted, between heavy squalls, the Cape Otway light on the mainland of Victoria but, due to a navigational error (the ship’s chronometers were wrong), he assumed it to be the Cape Wickham light on King Island, some 40 miles south. He altered his course to the north, expecting to enter Bass Strait. The ship was now heading straight for the south west Victorian coast. At about 1:30am the Newfield ran aground on a reef about 100 yards from shore and one mile east of Curdie’s Inlet, Peterborough. The ship struck heavily three times before grounding on an inner shoal with 6 feet of water in the holds. Rough sea made the job of launching lifeboats very difficult. The first two lifeboats launched by the crew were smashed against the side of the ship and some men were crushed or swept away. The third lifeboat brought eight men to shore. It capsized when the crew tried to return it to the ship for further rescue The rescue was a difficult operation. The Port Campbell Rocket Crew arrived and fired four rocket lines, none of which connected with the ship. Peter Carmody, a local man, volunteered to swim about one mile off shore to the ship with a line to guide the fourth and final lifeboat safely to shore. He was assisted by James McKenzie and Gerard Irvine. Seventeen men survived the shipwreck but the captain and eight of his crew perished. The Newfield remained upright on the reef with sails set for a considerable time as the wind slowly ripped the canvas to shreds and the sea battered the hull to pieces. The Marine Board inquiry found the wreck was caused by a "one man style of navigation" and that the Captain had not heeded the advice of his crew. According to Jack Loney ‘… when the drama was over . . the Newfield was deserted except for the Captain’s dog and two pigs.’ Peter Carmody was awarded the Bramley-Moore medal by the Liverpool Shipwreck and Humane Society for Saving Life at Ssea, which he received by mail on January 21st 1893. The medal and letter of congratulations were donated to Flagstaff Hill Maritime Museum by Peter Carmody’s grand-daughter Norma Bracken and her son Stuart Bracken on 25th May 2006. The letter is divided into 2 columns and is written in longhand using black ink on both columns. There is a letterhead in the centre of the left hand page and a round logo printed or stamped on the top of left of the left hand page. The centre of the logo shows a design of a man kneeling on a floating part of a wreck. He is rescuing a child from the sea. On the top of the circle of the logo a design shows a long-legged hen cormorant with extended wings holding an olive branch in its beak. There is also the name of a city printed onto the page under the letterhead. The letter has been folded into half along its long side, then in half again along its long side then into thirds. The letter is dated January 21st 1893. “CANNING, PIERHEAD, NORTH” and “LIVERPOOL” are printed on the top left hand page. This Bosun's char was part of the equipment on the vessel 'Reginald M. It is typical of items included on board a vessel in the late 19th and early 20th century. The nautical word 'bosun' is an abbreviation of the word 'boatswain' who is the person responsible for the repair and maintenance of the vessel. It could be used when rigging the sails and for rescue at sea, along with a thick rope anchored on shore or a rope between ships. It could also be used to move passengers to and from a ship as well as cargo on, to and from the vessel. A bosun's chair is a simple piece of equipment made from a short plank of wood and a sturdy piece of rope. It looks a little like a child's swing but usually has a pulley system that allows the user to adjust the length of the hanging piece of rope, and in so-doing adjusts the height above the floor or ground or sea. In modern times a harness would also be worn by the bosun’s chair user for safety reasons. Bosun's chairs are also used by window cleaners, construction workers and painters. The bosun’s chair is sometimes just a short plank, or even a canvas sling. The REGINALD M - The vessel “Reginald M” was a two-masted coastal ketch, owned and built by Mr. Jack (John) Murch of Birkenhead, Port of Adelaide, South Australia. Its construction took approximately 6 months and it was launched at Largs Bay in 1922. The vessel had many owners and adventures over the years until it was purchased by Flagstaff Hill Maritime Museum & Village in 1975 from the Melbourne Ferry Company at auction. It was then used as an active display until 2016. Visitors could go aboard, turn the ship's wheel, go below deck and get the feel of the captain's quarters, sailors' quarters and the storage space available. The Reginald M was a popular exhibit for young and old, until 2016.This bosun's chair is significant for its connection to the maritime history. It has been used for rigging, painting, maintenance and importantly for life saving and safety. The bonus's chair is also significant because of its connection to the history of the vessel REGINALD M, the coastal trading ketch from South Australia built in 1922 and in existence until 2016. Its flat bottom, single chine shape illustrates a very simple but robust method of construction, compared to other round bilged examples of trading vessels. The Reginald M is listed on the Australian Register of Historic Vessels (ARHV Number: HV000562.)Bosun's chair; seat is a rectangular plank of wood with a hole drilled in each corner and three reinforcing wood lengths attached below the plank. The ends of two looped thick ropes have been threaded through the holes in the plank, crossed over then spliced together. The loops of rope above the plank have been tied with light rope. A roughly made wire hook is attached at the base of one length of rope. Top surface reveals indents where the bottom wooden pieces are joined to the top and some of the metal fixtures can be seen along the edge. This hand barrow, sometimes called a Welsh hand barrow, was used to transport a load of marine rescue equipment from the beach cart to the rescue site, particularly over hilly, uneven or rough terrain. Hand barrows were in common use in the 19th century. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest them. The bosun’s chair is a typical piece of equipment included on board a vessel in the late 19th and early 20th century. The nautical word 'bosun' is an abbreviation of the word 'boatswain' who is the person responsible for the repair and maintenance of the vessel. It could be used when rigging the sails and for rescue at sea, along with a thick rope anchored on shore or a rope between ships. It could also be used to move passengers to and from a ship as well as cargo on, to and from the vessel. A bosun's chair is a simple piece of equipment made from a short plank of wood and a sturdy piece of rope. It looks a little like a child's swing but usually has a pulley system that allows the user to adjust the length of the hanging piece of rope, and in so-doing adjusts the height above the floor or ground or sea. The plans were used for the construction of the lifeboat ‘Warrnambool’, which began 15th September 1909 and was completed almost 12 months later 1st September 1910. It was built at the Government Dockyard in Williamstown, Victoria, along the lines designed by Great Britain’s Royal Lifeboat Institution, and included whaleback decks fore and aft, mast and centreboard, and rudder and tiller hung from the sternpost. It could be propelled by both sail and oar. At that time Captain Ferguson was Chief Harbour Master and Mr Beagley was the foreman boat builder. Mr Beagley built the lifeboat with his fellow workmen. The boat was described as “… a fine piece of workmanship and does credit to her builders and designers…” It had all the latest improvements in shape, disposition of weight and watertight compartments, and it had space for a large number of people in addition to the crew. It appears that 'H Meiers' whose signature was on the plaque that was found concealed in the hull, was involved with the building of the lifeboat. His signature and the dates of the start and finish of the boat’s construction are pencilled on the raw timber 'plaque' found in the hull in the early 1990s when the lifeboat was being restored. It is interesting that the ‘Melbourne Directory’ of 1911, published by Sands and MacDougal, lists McAuley and Meiers, boat builders, Nelson Place foreshore, between Pasco and Parker Streets, Williamstown, (Victorian Heritage Database, ‘Contextual History, Maritime Facilities’), It is quite possibly the business of the person whose name is inscribed on the lifeboat plaque. Flagstaff Hill’s documentation also mentions that the keel was laid at ‘Harry Myers, boat builders, Williamstown, Melbourne’ – the name ‘Myers’ can also be spelled ‘Meiers’, which could be the same person as the Meiers in “McAuley and Meiers” (as mentioned in genealogy lines of Myers). The new lifeboat, to be named ‘Warrnambool’ was brought to town by train and launched at the breakwater on 1st March 1911 using the Titan crane (the old lifeboat built in 1858, was then returned to Melbourne in 1911). This new lifeboat was stationed at Warrnambool in a shed located at the base of the Breakwater, adjacent to the slipway. A winch was used to bring it in and out of the water. The lifeboat ‘Warrnambool’ was similar in size to the old lifeboat but far superior in design, build and sea-going qualities such as greater manoeuvrability. The ‘self-righting, self-draining design was “practically non-capsizeable” and even if the boat overturned it would right itself to an even keel and the water would drain away. The hull was built of New Zealand Kauri, using double diagonal planking, laid in two layers at right angles, with a layer of canvas and red lead paint between the timbers to help seal the planking. It has “… plenty of freeboard area, high watertight spaces between the deck and bottom… through which pipes lead…” The backbone timbers were made of Jarrah. The lifeboat Warrnambool was one of several rescue boats used at Port Fairy and Warrnambool in the early 1900s. In late 1914 the Warrnambool lifeboat and crew were used to help find what was left of the tragic wreckage of the Antares and were able to discover the body of one of the crewmen, which they brought back to Warrnambool. Between 1951 and 1954 the lifeboat was manned under the guidance of Captain Carrington. He held lifeboat practice each month on a Sunday morning, to comply with the Ports and Harbour’s request that lifeboats be manned by a strong and competent crew, ready for action in case of emergency. In the early 1960’s it ended its service as a lifeboat and was used in Port Fairy as a barge to help dredge the Moyne River, bolted to the Port Fairy lifeboat. Flagstaff Hill obtained the Warrnambool in 1975. In 1984 it was on display at Flagstaff Hill Maritime Village, Warrnambool. On 23rd May 1990, she was lifted from the water and placed in a cradle for restoration. The name ‘WARRNAMBOOL could be seen faintly on the lifeboat before it was restored. It was during the restoration that Flagstaff Hill's boat builder discovered the 'plaque' inside the hull. A copy of the blueprint plans has the name “V.E.E. Gotch” printed on it. His advertisement in Footscray’s ‘Independent’ newspaper of Saturday 11th May 1901 states he is “Principal and Skilled member (Naval Architect) to the Court of Marine Inquiry of Victoria and holds classes for naval architectural drawing and arithmetic.” The line drawing is significant for its connection with the lifeboat WARRNAMBOOL. Decades later, in 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest them. This set of scarlet arm bands is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905.
