The Court House opened as a court of petty sessions in 1890 and closed as a court in the early 1980s. It is now a 'Place of Deposit' for paper based products, maps, documents and photographs, and the home of the Wycheproof and District Historical Society Inc. The local Craft Group met at the Court House between 1982 and 2010. The Buloke Shire Council oversees the maintenance of the building.The Court House is No H 1656 on the Victorian Heritage Register. It is the one of only two buildings with this listing in Wycheproof, and characteristic of the type of building constructed in the early days of settlement in Wycheproof. The architecture is of aesthetic value and although some restoration work has taken place to maintain the structure, it remains in good condition and with some of the original furnishings intact.Sepia print of the Wycheproof-Court-House. Arthur Street, Eltham next to ANZ Bank The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. The tenant lived at the mercy of the resident landlord. Home was a one-roomed house, a chimney of wicker work plastered over with mud or just a hole in the roof. The walls might consist of mud too, or sods of grass. Any windows, were rarely glazed and would be open to the elements all year round. The Pig, if any, was kept in the house, the most valuable possession. Sold for cash at local market. The main items in the house were a potato pot and water bucket. As well as mother, father and children, there could well be grandparents all living in the same cramped conditions. The family would sleep on rushes or straw lain on the floor. Most tenants were tenants 'at will ', which meant they could be evicted at the 'will' of the landlord. Some had a lease for the life of the father and the eldest son, and this meant they were relatively safe from eviction as long as they could pay their rent. There was a tradition of passing on a portion of your land from father to each of the sons, who would build a small dwelling, and in turn pass a portion onto their own sons. This cycle of subdivision meant that many families were surviving on a tiny plot of land from which to derive a crop of potatoes for the year. Women worked hard in this environment, rearing children, cooking, cleaning, tending to any animals such a pigs or chicken and when needed, helping in the potato field. Life was dictated by the annual rent due to the landlord. Other typical expenses could be the Hearth Tax (actually charged by the number of fire places in a house) Turf, Hay (for any farm animals) and tithes. A tax known as the tithes were calculated at one tenth the value of everything saleable. Tithes were a bitter issue. They were for the support of the Church of Ireland, Protestant Bishops and Ministers, and a cess tax for the construction and maintenance of Protestant Church buildings. The problem being that the vast majority of those paying the Tax were Catholic and paying to support something that was contrary to their beliefs. Potatoes were the staple diet from September through to the end of Spring of the following year. But the summer months were months of hunger and hardship as they waited for the following harvest to come in Autumn. During these months people had to resort to eating anything they could find; turnips, cabbage, even wild grass, nettles, wild berries and dandelions. Those who lived close to the sea would collect seaweed and use it spread on their land as a form of manure. The dependency of so much of the population on the Potato as their sole source of food was to prove disastrous during the Famine years. The Shire of Warrnambool operated toll gates from 1866 to 1869 as a means of revenue rai sing for road construction. There were three toll gate locations – on the main Belfast (Port Fairy) Road at Dennington Bridge, on the Woodford Road at Russells Creek and on the Geelong Road at the Allansford Bridge. The toll gates were unpopular and unprofitable for the lessees as travellers were able to avoid the tax by skirting around the gates. They had toll houses besides the gates. The printers of these tickets, Fairfax and Laurie were the lessees at the time of the Warrnambool Examiner newspaper. This paper, founded by Richard Osburne and John Wilkinson, and published with some gaps from 1851 to 1880, is a key source today of Warrnambool’s history at that time. These toll gates tickets are significant because:- 1. They date back to the 1860s and were only issued from 1866 to 1869. 2. They are the only artefacts we hold of the time when toll gates were operating in our local district 3. They are the best example of how the Shire of Warrnambool in its early history raised revenue for road building and maintenance This is a book of toll gate tickets for sale at the Main Belfast (Port Fairy) Road Toll Gate. The tickets (about 50) are yellow and in duplicate with provision to detach the outer ticket for the purchaser to keep. The tickets (two shillings and sixpence) are bound with an adhesive tape and the cover is mottled in pattern (brown and blue). There are also four loose tickets in blue (3 shillings). The Belfast Road tickets are yellow, green, blue and cream and the Woodford Road one is white. All have black printing. There is also an undated newspaper cutting with information on the toll gate tickets. History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.A Conquest Account Book manufactured by Norman Bros.
