This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. In 1936, the old Port Melbourne building dating from 1888 was too small and not longer suitable for the purpose of the mission. So architects were asked to design a new building. Harry Morris 's project was chosen.Louis Reginald Williams (1890–1980) was s sought after ecclesiastical architect in Australia. He designed churches throughout the country, particularly in Victoria. The Anglican Church was his major client but he also Methodists, Presbyterians, Lutherans and Christian Scientists churches. The construction of the Bairnsdale to Orbost railway line 1912-1916 was a major event for East Gippsland and the Orbost district in particular. Hundreds of men worked on the project and at least 7 deaths are recorded. Men lived in railway camps along the construction route. The caption on this photo indicates that these men were part of the workforce for the large timber railway bridges at Newmerella, adjacent to Orbost. This photo is significant because it records 6 workers involved in a major project for the Orbost district in the early 20th century. It records the way of life of these men. This is a ticket for one adult to cruise on the P.S.Curlip 11 which operated from the Brodribb Jetty in Marlo.from 2007 - 2015. "Paddle Steamer Curlip, a 62 feet long, traditional, plank on frame carved timber vessel, that was built by the people of East Gippsland at Orbost, in far Eastern Victoria. The undertaking to design and build this vessel, as a community project commenced in 2002. The community, based around Orbost was largely dependant on the Timber industry in the surrounding Victorian High Country. With the closure of Alpine logging and the creation of vast National Parks, the people of the region needed to create a major undertaking to bond the community and engender… a sense of belonging, this was critical for many of the men, who were dispossessed with the loss of their historical timber and forestry industry." (Information from website: https://www.curlip.com.au/) The Paddle Steamer Curlip 11 is a reproduction of the historic Curlip a small paddle steamer built by Samuel Richardson and his sons at his Tabbara sawmill near Orbost. It helped open up the region in the 1880’s before road or rail, serviced East Gippsland. Much work is being done to restore the Curlip 11 so that it can begin again as a tourist cruise boat.The P.S.Curlip 11 is Victoria's only Paddle Steamer. By 1910 it had become apparent that there was a need for a central roads authority to take over responsibility from the Board of Lands and Works for the care and management of the main roads of the state of Victoria. Because there was no consistent and systematic policy for road maintenance Victorian roads were in a deplorable condition. At this time the use of the motor car accentuated the demands for better roads. As a result of these needs the Country Roads Act 1912 was proclaimed in 1913 providing for the establishment of the Country Roads Board as a central road authority with responsibility for those roads within the State considered to be main roads. the C.R.B. was responsible for the construction of roads and bridges including the Snowy River road bridges in Orbost. This was a major project involving not only a new bridge over the Snowy River (including Lochiel Lagoon), but other bridges over Ashby’s Gulch and Watt’s Gulch. These new bridges were opened in November 1976 with the unveiling of a plaque on the eastern end of the $2.4M Snowy River Bridge. (ref. Breakwater navigation lights are placed at the end of the breakwaters to warn incoming vessels of the end of the structure, as a marine safety measure. The subject item was such a light believed to have been placed at the end of Warrnambool's breakwater around 1915 when it was extended. The light had remained in place for many years until it was probably removed when the structure was undergoing rock armouring repairs to the end of the breakwater in 1975. The light had been placed in a council storage shed probably from the time when the structure was undergoing these repairs in 1975. In 2014 the light was removed from the storage shed and donated to Flagstaff Hill museum. History: Warrnambool breakwater plans were drawn up by 1874 and approval was given for preliminary construction work to start but when the money ran out, the works stopped. With a number of quick changes of government the “Warrnambool” breakwater project was kicked from one Victorian state government to another. Then finally in 1879, the eminent British harbour engineer Sir John Coode was asked to design a breakwater. His first design was for a 1800 feet long structure but that was scaled back to 900 feet and construction finally began in 1884. This structure was attributed in causing major siltation of Lady bay, as a consequence the breakwater was again extended in 1915. In 1975, the rock armouring at the end of the breakwater was added but by 1979 another impact study was calling for the breakwater to be removed altogether. The Heritage Council Victoria, regard the Warrnambool breakwater is of historical significance to the state as one of the most important maritime engineering projects that was undertaken in Victoria during the late nineteenth century. The light is also as part of this structure regarded as a significant item of historical interest.Marker light or navigation light. This organ was gifted by the Bethel Community in 1890 to the then Victorian Seamen's Mission, originally founded by the Bethel Union in 1857. The gift was intended to assist with worship. Despite all appearance, this organ is not a pipe organ but a reed organ that works in a similar manner to an accordion. In May 1890, the sum of seventy pounds was put towards the purchase of the organ. The sum being raised via subscriptions. The organ was inaugurated in September 1890. Jabez Carnegie (1832-1892), importer of piano and organs in Melbourne, had made a trip to Europe and Canada in 1887 and had secured the agency of Bell organs. W. Bell & Co were a Canadian organ and piano manufacturer, considered the premier organ manufacturer of the time. W Bell & Co changed its name to Bell Organ and Piano Co in 1888 meaning this organ had to be manufactured prior to the name change. The organ was first used in the mission main room from 1890 to 1915 when the St Nicholas chapel was built at the back (see item 0548. It was transfered to the new Port Melbourne mission in 1937 (link on postcard from State Library Victoria). In 1972, it was transferred to the Holy Trinity Church in Bay Street after the closure of the Mission In the late 1980s during a National Trust campaign to save the building, the organ was sold by the Anglican Men's Society to the Trust's organ committee, who carried out some restoration work and returned it to the former Missions to Seamen chapel. In 1991 the Office of Major Projects had control of the whole 'Bayside' development site. With the Mission to Seamen Building emptied and proposed for demolition, the Office of Major Projects removed the organ and placed it in storage in various locations - finally, in the Museum of Victoria store in Abbotsford. In 1995-6, enquiries by Jim Hillis resulted in the return of the organ to the control of the Port Melbourne HIstorical & Preservation Society. As the Society had no suitable location for the organ, several churches and schools in Port Melbourne were approached to take the organ with no results. The nearby suburbs were suggested next. Finally the Melbourne Maritime Museum (Polly Woodside) was approached and agreed to place it in their Museum on a long term loan. In 1997 it was on display in no 5 shed South Wharf (23/3/1997). In 2006, the Polly Woodside South Wharf site was to be re-developed, and they could no longer retain the organ. Accordingly, on 4 May 2006, the organ was transferred to the Mission To Seafarers building in Flinders Street Extension as an indefinite loan (refer OL 022) The PMHPS deaccessioned it to finally transfered it in 2018 to MTSV.(See also acquisition details re 21st C finalisation of acquisition) This organ is a tangible reminder of the longevity of the Mission to Seafarers, a link with the original Bethel Union which was instrumental in 1856 calling a public meeting and inviting subscriptions by various non-conformist churches to found a mission to Seamen. Rev Kerr-Johnson delivered the first service in 1857 aboard the Emily. The Mission to Seafarers has been in operation ever since and continues to operate to the same purpose today.Large reed organ that looks like a pipe organ with fifteen elaborately painted pipes bearing a floral motif. The body of the organ is elaborately decorated in carved wood. It has 17 knobs above the keyboard both which can be concealed when the keyboard cover is lowered. These photocopies tell the story of the initial tasking for the Australian Survey Corps to assist with the surveying for the Snowy River Diversion Surveys that was to become one of the largest National Developments within Australia "The Snowy River Hydro Electric Scheme". The role that the Australian Survey Corps would perform for National Development Projects was just being developed with the post WWII capability and manpower. The initial Surveys conducted by the Australian Survey Corps were significant in preliminary planning that allowed the project to proceed. These directives were written by Colonel L. Fitzgerald, OBE in July 1946 who was Director of the Australian Survey Corps from June 1942 – January 1960 where he directed The LHQ Cartographic Coy (Bendigo) to Photogrammetrically plot detail of the Kosciusko 1 Mile sheet area and for 5 Fd Survey Coy (Chatswood, Sydney) to establish horizontal and vertical control. It also required the Deputy Assistant Director of Military Survey, Eastern Command, at Victoria Barracks in Sydney to liaise with the NSW Lands Dept for existing control. Both the DAD of Military Survey Lt. Col. HPG Clews and the OC Major H.F. Eggeling were to go onto serve with the Snowy Mountains Authority (SMA) both significantly contributing to the success of the project. This extract is from the book “The Major” Lt. Col. Hugh Powell Gough Clews by Noel R Gough which can be found on the Survey Corps web site "rasvy.org.au/History" "When the war ended 2nd Field Survey Coy was broken up. Clews had already been promoted to the position of Deputy Assistant Director of Military Survey, Eastern Command, at Victoria Barracks in Sydney. Late in 1945, I (John Cavill) was posted to 5 Fd Svy Coy at Chatswood in Sydney, under the command of Major H.F. Eggeling: the same Major "Bert" Eggeling who was to become, in 1949, the Chief Surveyor and creator of the Survey Branch of the Snowy Mountains Authority. Clews joined the SMA in January 1950; I (John Cavill) followed in April the same year. It is unfortunate that, because of some confusion over the title "Major", a myth has grown up (outside Snowy circles) that Clews was in charge of all the surveys on the Snowy. The existence of that myth does great injustice to the other "Major"; the one that designed, set up and ran the branch through the most difficult first four years of its existence: Major Bert Eggeling." This is a book giving information on the streets of Colac and the origins of the names. Colac is a city 150 kilometres south west of Melbourne and is a commercial centre for a major agricultural area. It is situated near the 3rd largest volcanic plain in the world and European settlement began in 1837. The book was commenced by Ian McIntosh in the 1970s and in 2005 the Colac and District Historical Society took on the project again with the major editors being Ida and Andrew McIntosh. This book is of interest, particularly those in the Western District of Victoria, as it contains information on Colac streets, many of which were named after pioneers of the district. The book will be useful for research. This is a soft cover book of 60 pages. The cover has a blue background and features a colour photograph (mainly in green, blue and white tonings) of a panorama of the Colac district. The photograph extends over the front and back covers. The book contains the names and name origins of Colac streets in alphabetical order and many black and white photographs. The pages have a glued binding. Clifton Pugh (1924-1990) was born at Richmond Victoria, and educated at various schools including Briar Hill Primary, Eltham Higher Elementary School and Ivanhoe Grammar. He studied art at the National Gallery School of Victoria 1948-52. Pugh is recognised as a one of Australia’s foremost painters. He is represented in major galleries throughout the country and overseas. He founded the “Dunmoochin” artists colony at Cottles Bridge.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. Historically, the Elsternwick Theatre is important as the longest continuously operating cinema in Victoria. However, the building itself was not purpose built as a cinema, and little remains of the early cinema interior. It is also notable as one of a handful of early cinemas in Victoria to still operate. The Elsternwick Theatre is socially significant for its association with cinema, the major form of popular entertainment in the early twentieth century. Prior to the conversion of the premises into a picture theatre in 1911, the building was an important community gathering place; as a public hall and lodge rooms. This tea towel was manufactured in 1978 in Ireland and shipped to Australia. This was in a period when the C.W.A. was the major women's organisation which had the greatest influence amongst rural women (especially in isolated areas). This was a period when broad based communications were mainly by radio,women orientated magazines and the telephone. The relay of television to "remote" rural areas was not yet established. The CWA was therefore a very important organisation that catered exclusively to women's needs. The C.W.A. motto "Honour our God, Loyalty to the throne, Service to the country, Through country women, For country women, By country women." The atmosphere was one of "sisterhood" and covered nearly all the needs of rural based women. This one organisation incorporated knowledge and learning targeting women who physically may be isolated but not mentally. On the tea towel are portrayed all the activities that would be beneficial to rural women.This tea towel with its respective motifs is very significant to the Kiewa Valley as it related especially to women who felt the limitations of social interactions within a rural area. This tea towel represents a era where communications was relatively based on radio, magazines, books and limited telephone access. Within these restrictive interactive communication levels, the isolation of a "back o' Bourke" location applied tremendous mental fatigue on women more than on men.This CWA Victoria Golden Jubilee (1928-1978) tea towel is made from Irish flax at the Blackstaff Flax Spinning and Weaving factory. It is therefore of high quality and very durable. The major colours projecting from a light blue background are red, yellow, green, orange and black. The motives portrayed the activities of the CWA in 1978. These activities are embroidery, crocheting, dress making, knitting, cooking, art, macrame, drama, music, patchwork, toy making and community relief, pennies for friendship, emergency relief and welfare, residential club flats, the thanks giving and Papua New Guinea.The main or central theme of this tea towel is presented in the central area within three rings. "1928" on the left and "1978" on the right. This book of planning and construction details covers the first detailed records the Kiewa Hydro Electricity Scheme of 1919 (ORIGINAL), 1958 (2nd Modified Plan) to the last general plan of 1961. It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. It was directly and indirectly the cause of better transportation avenues, tourism and the lifting of the regions natural facilities to sustain an ever increasing long term and short term population.This large hard (thick cover) book has both front and back sides fastened to the spine by two brass screw on pins. The book title, author/compiler and the commissioning organisation (STATE ELECTRICITY COMMISSION OF VICTORIA) together with the SEC Vic emblem are all embossed in gold script.The spine is also embossed with the title. The book contains 396 pages consisting of the 390 pages which are the duplicate(carbon copy) of the original type written pages and 6 pages of site plans. Sprinkled throughout the book are 36 original photographs of various stages of construction. The discovery of gold in Victoria in 1851 initially overwhelmed the Colonial administration. Towns appeared almost overnight and it was challenging to keep law and order. To keep some control over the gold seekers and help pay for the administration of the goldfields, Lieutenant-Governor La Trobe introduced gold licences in September 1851. Miners paid 30 shillings per month (later reduced to £1 per month or £8 per year) for the right to dig a small ‘claim’, usually about eight feet square (2.4m²). Not surprisingly the licence system was unpopular. The licence was expensive – 30 shillings was a substantial sum for most diggers, who might spend months digging for gold without success. Resistance to the licence fee spread throughout the fields. A Miner’s Association was formed at Mount Alexander (Castlemaine) in December 1851 and at Bendigo in 1853 the Red Ribbon Rebellion was led by the Anti-Gold Licence Association. Diggers wore red ribbons in their hats as a sign of protest, refused to pay their licences and collected a ‘monster’ petition which was presented to Lieutenant-Governor La Trobe. The petition demanded immediate reform of government administration, a reduction in the licence fee, the right to vote and land reform (with poor returns from diggings, miners wanted affordable land on or near the goldfields). This proposal to commemorate a significant event in the history of Bendigo, is for the creation of a permanent installation in Bendigo that will commemorate the valour and integrity of the Bendigo diggers, who stood fast against the Government in the early days of protest on the Victorian diggings. Nine page photocopy of document titled: ' The Red Ribbon Rebellion & the Bendigo Petition. A proposal to commemorate a significant event in the history of Bendigo'. Contents includes a brief history of the Red Ribbon movement; description of the Digger's Banner; information on Governor LaTrobe; William Dixon Campbell Denovan and an outline of the proposed project to commemorate the event. The imposition of a license fee imposed upon the miners, by the Government of Victoria, cause a major agitation on the Bendigo diggings and the Anti-License League was born in Bendigo. Signatures were gathered for a petition: 'It is widely believed that more than 23,000 signatures had been gathered from diggers across all the nearby goldfields; most of those were said to have been lost in the McIvor Escort Robbery of 20 July 1853'.
