The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. John Box 1841 - 1913 the 4th son of George and Mary Box, was born in Withyham, Sussex England and came to Australia in 1856 with his parents. He lived and worked on his fathers market garden in East Brighton ( now Bentleigh) for several years and then rented a property in Tucker Road in 1862. John married Martha Sheldrake and they had 10children who were all born in East Brighton ( now Ormond ). After Martha died 1895 John Box married Eleanor Rushall c1900 Eleanor (Nellie) Rushall b 1866 in Fitzroy daughter of George Rushall b 1823 in London and Mary Ann Jones b 1823 in Battersea, who arrived in Portland 1849 and later settled in Fitzroy. George was an Auctioneer and was elected to Council 1874 becoming Mayor of Fitzroy 1875 and the family enjoyed the benefits of their prosperity. She had singing lessons with Dame Nellie Melba. His business foundered during the 1892/93 Bank Crash. However Nellie is recorded as the owner of the 10 roomed Terminus Hotel in Williamstown a favoured watering hole for the sailors from the many ships that came to the port. Nellie had a daughter Lavilla who sadly died aged 1 year in 1898. Nellie is then recorded as a housekeeper to a medical doctor in Cockatoo and later working for John Box, in Brighton. She married John Box in 1900 and they had 3 children Nellie, Jack and Alexander. After John Box died 1913, Nellie rented a house on the family estate in Oakleigh. She raised 2 other children Ray and Thelma and received some income by caring for several welfare children. In her later years Nellie lived with each of her children who had inherited from the John Box Estate when they turned 21 years. John Box is the brother of William Box who, with his wife Elizabeth Box, lived in Box Cottage . John Box was a pioneer market gardener in East Brighton now Bentleigh. He married Martha Sheldrake and they had 10 children. The eldest daughter Rebecca was a Methodist Missionary in China and Alonzo, their 9th child, served in the Army WW1 at Gallipoli, France and Flanders. Rebecca sent the hand embroidered Chinese silk material for the Wedding Dress worn by Mary Closter at her marriage to Alonzo Box 1918. After Martha died he married Eleanor Rushall and they had 3 children. John was well respected by the community and also a Methodist lay preacher. The bluestone 1857-58 former Wesleyan Church, on the corner of Fitzroy Street and Princes Street St Kilda, was one of the first Wesleyan churches in Victoria designed in the gothic style. It had a square central entrance tower and early English stepped buttresses and pinnacles above. It was later the St Kilda Uniting Church and was closed on 25 June 1978. It has now been covered to flats.According to Heritage Victoria: The old St Kilda Methodist Church is a finely designed 1850's church building and centrepiece of a group of individually significant buildings in an urban conservation area. Towered churches from the 1850s are rare in Melbourne and this building is thus of special significance in this regard as well as for its design and detailing. This building is an important work of architects Crouch & Wilson. Thomas Crouch was prominent in St Kilda Methodist church affairs and lived locally. He served a term as mayor of St Kilda and also designed the chapel at Pentridge and Methodist churches at Fitzroy, Collingwood, Flemington, Daylesford and Maldon. St Kilda was the home of many of the better off Melbournians in the 1850s, '60s and '70s. At this parade, the recently linked linked regiment, 4/19 Prince of Wales's Light Horse, exercised its Freedom of the City of Fitzroy. The regiment was the first occasion that the new regiment paraded after the linking of two 1948 regiments 4/19 PWLH and 8/13 VMR. Elizabeth Wilson met James Henry Courtney at the annual Lord Mayor's Ball on 28 August 1890. In 1892, Capt James Courtney moved to 'Courtland' an architect-designed house at 31 Jenkin Street, Northcote. James married Elizabeth at Nth Fitzroy. Several years later they moved to 108 McKean Street, Nth Fitzrory. Capt and Mrs Courtney were guests at the official opening of the Australian Parliament on 9 May 1901, the reception at the Exhibition Building that evening, and the Royal Review at Flemington the following day. Finally they moved to 'Lumeah', a brick villa at 11 Belmont Avenue, Kew.Black silk floor length skirt with black lining and internal tapes. The skirt is distinguished by a gathered hem giving the impression of ruffles. With the donation, there is also an accompanying group of copied photographs of the Courtney family, including one which shows Elizabeth Courtney, the owner of the skirt. An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall.
