Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. Dorothy is wearing an RDNS light blue, with dark blue edging, apron over her RDNS Home Health Aide uniform of a royal blue dress with white piping on the collar and pockets. In 1980, a Home Health Aide ‘Pilot study’, funded by the Federal Government, the Brotherhood of St. Laurence and RDNS, with the program written and taught by RDNS Principal Nurse Educator. Pat (Paddy) Rowley was evaluated as successful. Following this Pilot study, Home Health Aides were employed by RDNS, and after instruction in the RDNS Education department, joined RDNS Centres and worked under the supervision of the RDNS Sisters. The Sister assessed each client, then introduced and supervised the Health Aide in the client procedure required. The Sister wrote out clear, concise procedural instructions on a work card which the Health Aid followed each visit. If the Health Aide noticed any change in the patient’s condition, this was reported immediately and the Sister visited. The Sister made routine visits to the patient for review at least monthly. In the centre is Sister-in-charge – Mrs Hawkes (in white); to her left ...This photograph depicts the Sister-in-charge with a group of Melbourne District Nursing Society (MDNS,) Trained nurses, 'Nurses", with their bicycles, which were the first mode of transport purchased by MDNS in 1903. The bicycles enabled their Nurses to visit more patients over a wider area. They are identified as: L-R back row: Trained Nurses Taylor, Steele, Francis, Young. L-R front row: Isobel Curnow, Annie Roberts, Isabel Hawkes (Sister in Charge), Becker. Their uniforms were a grey cotton dress with white collar, cuffs and belt and their was a red Maltese cross on their pith helmets. They gave nursing care to the poor in the inner Melbourne and close surrounding areas (districts). On the 17th of February 1885, just 50 years after Melbourne was founded, a preliminary meeting of ladies and gentlemen who were anxious to form a society to provide "skilled nursing" for the sick poor in their own homes was held in Mrs William McCulloch’s home at Spring Street, Melbourne. At this meeting it was decided “that the association would be called the Melbourne District Nursing Society”, the first Society of its kind in Australia, and “that the special object of the Society shall be to secure skilled nursing for the sick poor in their own homes”. On the 16th of March a Committee was formed to “arrange for engaging one "duly qualified nurse”. On the 1st of May 1885 a Nurse, Mrs. Ferguson, was employed at £100 per annum, and a second Nurse, Mrs. Joanne Cannon, commenced six months later. In that era the term ‘Nurse’ was used even though they were ‘qualified’ i.e. ‘trained’ nurses. They worked in the now CBD, ie from Spencer Street to Spring Street and from Victoria Parade to Flinders Street. From its inception the Society was at the forefront of health care. They provided high quality Trained nursing care; educated their patients in the curing and prevention of disease; teaching the importance of cleanliness, fresh air and good nutrition, both by verbal instruction and demonstration, even supplying soup and milk when needed, as well as providing wood and coal in the winter. At that time they walked the streets and lane ways amid the slums of inner Melbourne carrying their nursing bag containing lotion, ointments, powders, liniment, bandages, dressings, a case of spirits, and the Nurse's own clean apron, soap and small towel. They supplied equipment on loan, such as earthenware hot water bottles, splints, urinals, bed pans, bed cradles, feeding mugs, and air-cushions as well as providing blankets and clean bed linen, and nightdresses as necessary. Trained midwives began home births in late 1893 taking midwifery bundles and providing clothes for the babe and mother as needed. As the work increased a third Trained nurse was employed but this was arduous work, particularly in the heat of summer and many Nurses only remained with the Society for several months. Permission to use bicycles was given to the Nurses in 1898 and the Society decided to purchase their own in 1903. A business man offered ‘new free wheel’ bicycles at £13 each which included maintenance for one year. Bells and wooden frames were added, at a cost of £5 per frame, so the Nurses could carry extra equipment. Nurses’ bags were strapped to the handlebars. Soup was made for those in need 2-3 times a week and if patients could not arrange to have it collected the soup was delivered by the Nurses on their bicycles. The use of bicycles caused a change in uniform, with white pith helmets, and veils covering them and tied under their chin, now being used. They provided high quality nursing care to a range of people, often in destitute situations, some lying on rags on the floor as they had no bed, others with just a bed and maybe a thin blanket, a chair and nothing else. Their ages ranged from babes, children, adults to the elderly. The Nurses gave medications as ordered by a Doctor, dressed wounds e.g. to the injured, and surgical cases, and to those with leg ulcers; attended to patients with ‘surgical ailments’ such as ‘hip disease’; gave care to those with acute illnesses such as bronchitis, pleurisy, pneumonia, measles, and scarlet fever, as well as those with chronic illnesses such as consumption (tuberculosis), heart disease, arthritis, cancer, debility, neuritis and paralysis. In 1913 a Nurse had her Board and residence, uniforms, bicycles and laundry expensive provided and was paid £50 a year for her first six months. At the end of a year her salary is increased by £5, and later she earns £60 a year. Over the years the nurses complained that their veils became wet in the rain and asked for a change of uniform but this did not occur until 1921. The bicycles have two large wire spoked wheels at either end of the black V shape bicycle frame; a rubber tyre runs around the outside of each wheel. The metal handlebars are a horizontal configuration and are attached with a central column into a black vertical column at the front of the V shape bicycle frame which has ‘fork shaped’ thin metal pierces running down either side of the wheel attaching the frame to the central hub of the wheel. The rear wheel is attached the same way to a central column at the rear of the frame which runs up to V shape solid seat. At the bottom of the V of the frame a pedal is attached with a rotating arm on either side of the bicycle and on the right side the rotating arm is attached to a sprocket which has a chain running around it back to a smaller sprocket on the hub of the back wheel. The chain has a thin metal guard over it. Following the Sister's instructions, the Home Health Aide in this photograph, Robin Brown, is assisting Mrs. Crook from her lounge chair onto her walking frame. Mrs. Crook's son, Robert is also assisting his mother. Home Health Aides were employed and trained by Royal District Nursing Service (RDNS) from 1980. They wore a RDNS royal blue uniform, which has a white trim and RDNS badge applied to the left hand side, and a dark blue cardigan. ‘Strike anywhere’ or ‘Waterproof’ matches are still used today all around the world, including many developing countries and are widely used for camping, outdoor activities, emergency/survival /military situations, and stocking homemade survival kits. Anton Schrötter von Kristelli discovered in 1850 that heating white phosphorus at 250 °C in an inert atmosphere produced a red allotropic form, which did not fume in contact with air. It was suggested that this would make a suitable substitute in match manufacture although it was slightly more expensive. Two French chemists, Henri Savene and Emile David Cahen, proved in 1898 that the addition of phosphorus sesquisulfide meant that the substance was not poisonous, that it could be used in a "strike-anywhere" match, and that the match heads were not explosive. British company Albright and Wilson, was the first company to produce phosphorus sesquisulfide matches commercially. The company developed a safe means of making commercial quantities of phosphorus sesquisulfide in 1899 and started selling it to match manufacturers. Bryant and May was a United Kingdom (UK) company created in the mid-nineteenth century specifically to make matches. Their original Bryant and May Factory was located in Bow, London. They later opened other match factories in the United Kingdom and Australia. On 15th December 1909, Bryant & May, Australia’s first match factory at Church Street, Richmond, Victoria. was opened by The Honorable Alfred Deakin, Prime Minister of Australia, and Mrs. Deakin The Bryant & May Ltd factory in Church St Richmond is a listed building and has been converted to apartments following the closure of the Company 1980. Bryant & May's Ltd were influential in fighting against the dreadful disease known as Phossy jaw which was caused by white phosphorus used in the manufacture of the early matches. They were also the object of the 'Match Girls Strike' in London 1888, which won important improvements in working conditions and pay for the mostly female workforce working with the dangerous white phosphorus. Groceries, Ice, Milk, Bread, Eggs, Poultry were delivered to housewives by the traders in horse drawn carts, Also Hawkers and Pedlars plied their wares by visiting the cottages. John Logan Smith 1860-1932 , the son of Irish immigrants James and Marianne Smith was born at their home near the 'Toll Gates' on Point Nepean Road and Dendy Street. East Brighton. At that time the area had many orchards that were later replaced by market gardens. J.L.Smith at first rented a cottage 'Law Muir Den' & Shed from Mr Box and commenced business as a wood merchant - sawing logs into shorter pieces using one horse to power the saw. He purchased the property, added to the buildings , began trading in fuel and fodder as well and installed a chaff cutting mill powered by 10hp steam engine. The business prospered 1909 following the death of Tommy Bent, J/L Smith was nominated for Councillor of the Shire of Moorabbin. WW1 1914 - 18 both John and Mary Ann supported local War Relief Auxiliaries and their son Vic served as a Signaler in AIF. As Motor transport was increasing 1926 J L Smith built a small Garage on the opposite corner (Woolworths Supermarket 2005) , employed a good mechanic ( Reg Hunt ) and developed another successful business. The Grain Store was managed by family until 1930. In 1932 JL Smith assisted a man whose car had broken down, pushing it to the garage and sadly suffered a heart attack and died. He is buried in Cheltenham Cemetery. J.L.Smith was an early settler in East Brighton now Bentleigh and established successful Wood cutting, Grain & Chaff cutting and Motor garage businesses in Centre Road . After the arrival of the Cheltenham Railyway Station Charman Road became the main shopping centre. From 1 small shop - Mrs Meeres who sold sweets, school requisites and drapery - it proceeded to develop throughout the 1890's with various traders until the 1910 Postcards show many shops on both sides of the road, Stephen Charman, aged 21years, arrived in Melbourne in 1842 as one of Henry Dendy's Emigrants. 1852 he purchased 160 acres for £328 bounded by Charman Rd and Balcome Rd. 'The Spring' was an important water source for the local Aboriginal people and then for the early settlers. Charman's first wife Harriet and their infant child died and in 1850 he married a widow with 5 children, Mary Gettens. Their first home was made of wattle and daub and they had 7 more children. Later a weatherboard cottage was built c 1855 Together they developed a market garden and specialized in marigolds which were sold for medicinal purposes to the Melbourne Chemists - Martin & Pleasance . The first Methodist Church Services were held at Spring Grove and the Charmans donated land in 1857 for the first Chapel, Cemetery and Primary School . Mary died 1870 and Stephen married again and moved to Gippsland where he died aged 85 in 1906 Stephen and Mary Charman were pioneer market gardeners in Moorabbin Shire 1842 and were involved in the development of Church, school and community in the area now called Cheltenham. The Cheltenham parish was created in 1865 by excising a portion of the parish of St Andrews Brighton. A small brick church was completed in 1867 to serve a rural community stretching from Brighton South (Moorabbin) to Mordialloc. 1867 St Matthew's Church of England was erected in Cheltenham beside the Nepean Highway near Charman Road. 1855 Stephen Charman donated land to the Methodist Church so that a School could be established to educate the children of the early settler market gardeners and farmers in the Cheltenham area . Education was valued by the general community and as well as schools they established mechanics Institutes and Libraries in Moorabbin Shire. Cheltenham State School No. 84 was among the first schools in Melbourne. Stephen Charman, 1821-1906 a market gardener, donated land for the first Methodist Chapel, Cemetery and School in Charman Rd Cheltenham 1855. The enrolment was 36 pupils with Mr Frederick Meeres as Teacher. 1863 the school is called Beaumaris Common School No 84 with 70 pupils and Walter Meeres as Teacher. 1869 another 2 acres in Charman Road were granted by the Education Board and brick building built . 1872 State School 84 Beaumaris was increasing enrollments and 1878 a new brick school was built to accommodate 174 pupils and the name changed to Cheltenham State School No.84 1894 Mentone State School No.2950 amalgamated with Cheltenham SS No.84. 1910 the buildings were in disrepair, overcrowding was increasing and renovations were made 1912 with further additions in 1925 and 1937. Post WW11 extra prefabricated Classrooms were added as enrollment increased to 1038 in 1955.. Cheltenham East State School 4754 was opened as housing development spread over the City of Moorabbin . (J.Larson Sandringham HS) Probably due to the Scottish heritage of many early settlers the Fife & Drum Band was established at the West Beaumaris (Cheltenham) State School . The Fife is similar to the piccolo, and usually made of wood, consisting of a tube with 6 finger holes and an embouchure hole that produces sound when blown across.The fife was used in folk music traditions to accompany dancing by all social classes. Also in the Military where drums accompanied the fife and originally these 'boy soldier ' bands were used to signal manouevres in the field for the infantry. 'Oak Bank ' , in Ann Street McKinnon, was originally owned by Mr Robert Smith. The house was later renamed 'The Whitehouse' and was still in use as a General Hospital in the 1950's, known as the Ann Street Hospital.. This small hospital handled some Surgery, Midwifery and general Medical cases from the fast growing Bentleigh / McKinnon area. As time progressed the Hospital became too small, and was unable to meet new medical standards When Moorabbin Community Hospital opened c1974 in Centre Road East Bentleigh, the Ann St Hospital closed. The Moorabbin Hospital is now a campus of Monash Medical Centre Clayton. A reunion gathering for past students of Cheltenham State School held in November 1936A black and white photograph of a large group of men and women in a semicircle on a school play yard beside a weatherboard building .They all appear to be smartly dressed, many women wearing hats and the men in suits. Cheltenham School Reunion. The third annual "Back to Cheltenham State school" reunion attracted an attendance of 600 former scholars to the school on Saturday afternoon. The proceedings were opened by tho mayor of Moorabbin (Cr. J. W. Allnut). The oldest teacher present was Mrs. Grant, of Sorrento, who, as Miss Fraser, had charge of the school from 1880 to 1883. Another old identity was Mr. T. Evans, of Kew, who is 82 years of age — he was the head teacher from 1802 to 1800. Photographs were taken of Mrs. Grant with fifteen of her former pupils, and of Mr. Evans, who mustered 72 of his old scholars. The roll call showed that there were 50 pupils present who attended tho school more than half a century ago. Mrs. Buckley, of Mentone, who is 84, and Mr. W. P. Fairlam, of Cheltenham, 80 years, were the oldest former scholars in attendance. Mr. Fairlam, notwithstanding his age, still carries on the business of an auctioneer. Bouquets were presented to Mrs. Grant and Mrs Buckley by the president of the mothers' club (Mrs. Marshall). An enjoyable day was wound up by a dance at night in the mechanical institute, when 200 attended. Pupil, Elizabeth Ann Jones, (Mrs Kennedy) B.1884- D 1979 is marked with a cross. The Jones and Kennedy families were early settlers in the Moorabbin Shire. The very poor condition of these "restored" photographs indicates their great age, and deterioration that occurred prior to the Moorabbin Historical Society receiving them. A Letter of condolence sent to Lily (Elizabeth Ann Jones) for the death of her Mother, Mary Ann Jones, who died on 18 January 1903, from her school friend Jane Clark. Following Queen Victoria’s example, it became customary for families to go through elaborate rituals to commemorate their dead. This included wearing mourning clothes, having a lavish (and expensive) funeral, curtailing social behaviour for a set period of time, and erecting an ornate monument on the grave. . Relatives and friends were expected to give handwritten Condolence Cards and Letters, preferably by hand when visiting the bereaved. The different periods of mourning dictated by society were expected to reflect the natural period of grief. In recent years some traditions have given way to less strict practices, though many customs and traditions continue to be followed. Condolence Cards and Letters are still expected for relatives and close friends. These can be individually composed and handwritten or purchased from a Greeting Card Manufacturer. The letter shows Tucker Road as being in East Brighton. Due to the confusion caused by so many 'Brightons' in the area of Henry Dendy's Special Survey of 1841 this area was renamed Bentleigh after Sir Thomas Bent. Taken in 1920, depicted are four people in a rowing boat on Lake Sambell, Beechworth. From left to right, it is believed that the names of the people are Eric Beard, Mrs Doris Beard, and S/L to Bert Beard. The last two figures are unknown. Lake Sambell is a beautiful Victorian recreation lake and urban park with a unique history. It was created in the mid-1800s by the Rocky Mountain Mining company during the gold rush era and used as a mining site until the early 1900s, which brought Europeans into the area. Lord Kitchener visited Seymour as part of his review of Australia's military capabilities. Lord Kitchener was Commander-in-Chief of the British Army at the time of his visit. At the invitation of Prime Minister Alfred Deakin, Kitchener visited Australia in 1909 to inspect the existing state of defence preparedness of the Commonwealth, and advise on the best means of providing Australia with a land defence. Kitchener’s report, submitted in February 1910, recommended the introduction of compulsory military training which was immediately adopted, as was the establishment of the Military College, Duntroon: It has been definitely decided that Seymour will be the site of the Kitchener camp. The troops which will make the strongest muster at the camp will be the Light Horse. This being so, the suitability of the chosen area for cavalry operations has necessarily had to be considered in selecting the site, and an additional factor is that Seymour is practically in the centre of the Light Horse districts. The country round Seymour is also suitable for artillery manoeurves, and there is no available area in the vicinity of Melbourne where these could be so well carried out. As it is considered that Field-Marshal Lord Kitchener will desire to see the troops on the move, the reason for choosing such a district as Seymour is apparent. The eight days to be devoted to the camp will be mainly occupied in moving the troops over a considerable area, and in carrying out certain tactical operations. Many of the sites recommended have been inspected by officers of the head quarter staff, and all that now remains is that the exact situation for the main camp should be selected, Major Luscombe will visit Seymour on Saturday to inspect the surround country, and select the most suitable places.
