He and his wife established Griffiths House, on a site in the town centre, and for many years it became home for students from all over the Outback, including many young Aboriginal people. In the late 1950's the Rev Fred McKay, successor to the Rev John Flynn as Superintendent of the Australian Inland Mission, lobbied the United Church in the Northern Territory to build and expand on this important start. Together the Presbyterian, Methodist and Congregational churches embarked on a missionary venture to develop St Philip's College - a new, larger residential hostel which would one day become a full boarding school. An ideal site - 22 acres of bush at the junction of the Charles and Todd Rivers and backing on to the Telegraph Station National Park - was secured and after six years of planning, construction began in 1964. Fred McKay led the legendary work parties comprised of volunteers from all over Australia who travelled to Alice Springs, paying their own way and volunteering their expertise, time and labour, to turn a dream into a reality. This fantastic tradition continues today, with work parties arriving each mid-year holiday. On 13 February 1965 the first boarders moved in to St Philip's College. For the first 24 years, therefore, St Philip's College operated as a residential hostel only. The College’s ninth Headmaster, Mr Christopher Tudor, arrived in 1986. He and the Council Chairman, Mrs Jan Heaslip, judged that the time was right to complete the original plan to turn St Philip’s College into a fully fledged independent boarding/day school, serving not only “bush” families, but also the growing population of Alice Springs. The then College Council embraced the idea and three years of frantic, determined preparation and planning commenced, culminating in an extensive $2 million building program in 1988. This tin contained bulk tea which came from the Melbourne Mutual Store. Established in 1872 as a profit-sharing co-operative of shareholders and staff, Mutual Store Ltd was situated at the corner of Flinders and Degraves Street, Melbourne. Fire destroyed the building in 1891 and the new building erected is an important heritage building today. In 1961 Peter Kaye Consolidated Ltd bought the business and it then traded as Mutual Store Holdings Ltd. In 1964 Cleckheaton (from England) took over the business and closed the store in 1965. Tea tins such as this one would have been distributed by the Mutual Store to smaller businesses such as cafes or repackaged for sale at grocery shops etc. Bulk tea can still be bought but the main tea sales are now in the form of tea-bags. This tin is retained as a memento of the days in the 19th and early to mid 20th centuries when tea was sold only in bulk and provided in tins such as this by the importers to small grocery shops and the like. This is a tea tin, cylindrical in shape. It has a tight-fitting lid with a metal clip. There is blue and cream painting around the sides of the tin with images of Greek figures and a wreath with a ribbon. The tin is much scratched and rusted. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. June Meeting (Newsletter No. 240, Jun. 2018) Prior to Shillinglaw Cottage (c1878-80) being relocated to where it is now operated as a popular cafe near the Eltham Library, it was within Josiah Holloway’s 1850s subdivision known as Little Eltham, which later became the centre of the first Eltham township. Originally a farmer’s cottage it is historically significant because it is one of the Shire’s oldest dwellings and a fine example of the work of the well-known pioneer builder George Stebbing. In 1964 the then Shire of Eltham purchased the Shillinglaw property with the intention of demolishing the cottage and constructing new Shire offices on the site. However extensive community action resulted in funds being raised to have the building saved and relocated further south to the Eltham Common, where it was joined by the Eltham Library 1994. New Shire offices opened in 1965, but following municipal restructure in 1994 these were demolished and the land sold to a developer, which precipitated a dramatic trail of community angst, threats of legal action, the sacking of a newly elected council and several unsuccessful development proposals, by subsequent councils. After all these years the vacant site there is still guarded by the three trees that were outside the front of the Shillinglaw Cottage. In 2003, VCAT approved an application to build a 5 storey building comprising apartments, shops, medical centre and cafe on a site on the corner of Lambourn and Devonshire Roads Watsonia, despite strong local opposition. On Dec.25, 1940 Sylvia Vyanna Morgan passed away. Dorothy had married Roy Warren from Myrtlebank Guest House and Thomas had married Edna Kennedy. In 1942 Nina married Arthur Mangle and in 1946 built Mountain Grand Guest House opposite Grampian House. By 1950 Morgan decided to sell Grampian House and moved to Stawell. The new owners of Grampian House were Fredrick Charles Kingston, a successful bus company operator from Stawell and his daughter Ethel May Mathews who together with her husband Des built the adjoining famous Kookaburra Cafe in 1946. Fredrick had also built a bowling green next to the cafe. In the late 1950's Grampian House Guest House was leased to several people including Mr & Mrs. Hudousek, Paul Loren and people with surname Virtue. It was during this time that the front veranda and pergola were demolished and the house modernised. Nina Mangle and her two sons Arthur & Charles purchased the property and operated it as an overflow for Mountain Grand Guest House. Well known artist Neil Douglas operated a studio on the premises and Horsham identities Evan and Barbara Mackley housed a museum of furniture and artefacts on the site. The George Hotel in St Kilda was one of the largest and most well known hotels in Victoria and the largest in Melbourne outside the city. By the late 1970s and early 1980s, renamed the Seaview in 1976, it no longer operated as a hotel and fostered Melbourne's alternative and punk music scenes. It was de-licenced and closed in 1987 and redeveloped in the mid 1990s as apartments, with bars, cafes and shops at ground level and an art gallery and cinema. On 6 January 1996, Harry Hogg, a local photographer and a member of the Save St Kilda movement, sent the photographs of the demitasse coffee cup to the new owner of The George, Donlevy Fitzpatrick. His covering letter said: 'The reason for this note is to send you copies of photographs of a fragment of a demitasse coffee cup I unearthed recently from along the light rail in Albert Park. This memorial commemorates the ideas of mateship through using the legend of the Pikeman’s Dog. According to the legend, the Pikeman's Dog 'Wee Jock' stayed by his masters side during the Eureka rebellion and stood guard over his body and grave. The dog was awarded a Purple Cross by the RSPCA for service to humans in 1997 and a bronze life-size sculpture commemorating him was unveiled on December 3rd 1999 at the Anniversary of the Eureka Stockade Rebellion, in Ballarat, Victoria. The bronze Irish Terrier has an expression of his sadness with his his head turned towards the place where once his master stood. This statue was relocated from inside the Eureka Centre to a more prominent position within the Eureka Stockade Memorial Park when the Museum of Democracy at Eureka (M.A.D.E) was constructed. The new memorial was unveiled at a ceremony on December 3, 2014 - the 160th anniversary of the Eureka Stockade. The new memorial consists of 22 large golden stockade posts – representing the number of diggers killed in battle – erected in a triangle behind the statue of Wee Jock, the work could be viewed from the cafe area of the Museum of Australian Democracy at Eureka. The triangular shape of the monument is metaphorically symbolic. The V shape can be interpreted as symbolising victory, and the 22 golden posts represent the 22 diggers who were killed. At the time of awarding the building the new memorial in July, the sculpture artists Charles Smith and Joan Walsh-Smith were quoted: “This ‘new incarnation’ will be a much more significant memorial than the original, and much more accessible to the public,” they said. “We have set the golden stockade post/poles in a graphically precise angle to each other, which both leads the eye to the dog and the pike, while, at the same time, creating a sense of controlled visual ‘unease’.
