Solid wooden box with rope handles was used to move library books from the Library at Ballarat School of Mines to the E J Barker Library at Mount Helen Campus. The Mount Helen Campus Library was opened in 1973. At that time it was Ballarat Institiute of Adult Education. This was the fore runner of what is now Federation University. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In August 1874 the College Trustees agreed to a loan by Mr Leckie of £1500 at 8% over three years, and the foundation stone of a new building, on the corner of Lyons and Sturt Streets in the grounds of St Andrews Kirk, was laid on 12 September by Rev Henderson, founder of the College. Designed by leading Ballarat architect Henry Caselli and built by contractors Taylor and Ellis, the building was opened for January 1875 classes. In February 1875 the original church hall was sold cheaply and moved from the site. The girls' section of the college was moved to the schoolrooms connected with the Baptist Church in Errard Street Sth. The girls school operated 1877 - 1892. Ballarat College moved to current senior campus premises at 1412 Sturt Street in 1912. A plaque commemorating the Caselli building remains on the original site. The Ballarat SChool of MInes Time Capsule should have been opened in 2020 for the 150th anniversary since the establishment of the Ballarat School of Mines, but due to the Covid 19 pandemic and the associated lockdowns it was not opened untll 2022. The brochure gives information on the Eureka Stockade which took place on 03 December 1854. The Eureka trail aimed at enhancing the Eureka experience and was developed in 1996. It was managed by the City of Ballarat with funding assistance form the State and Federal governments. The RAAF retained the Ballarat airfield as its Radio School until 1961. The then-Shire of Ballarat negotiated with the Department of Interior to become the civil operator of the airfield and sought the maintenance on site of the hangars and other structures, however a majority of the P Huts were sold by the Commonwealth. Ascot Denominational School in Ascot opened in 1859 for the Presbyterian Free Church with 26 students, which quickly grew to 96. In 1866 the local Board of Managers offered the school to the Board of Education if it would pay the 200 pound building debt, but the offer was rejected. In 1873 Ascot Primary School (No. 16) opened. A new site was purchased in 1981 forcing the closure of School 16. Federation University Mount Helen Campus was open to students in 1970. In that year Mr Dowling as photographed beside a big Tasmanian bluegum which was used a the centre Mount Helen Campus concept plan, and later became known as the Tree of Knowledge. Mr Dowling watered the tree after it was planted by his mother, Elizabeth Downing, on Arbour Day 1896. Mrs Downing raised her large family on the site of the Mount Helen Campus, which included an orchard and milking cows. The Tree of Knowledge is actually two trees, the trunks have fused together over time, and there is further evidence of fusion. The Downing farmhouse was situated in the vicinity of the present Administration and Caro Conference Centre buildings and the tree was planted beside the "dunny". It was carefully watered by the nine Downing children from a brick-lined well situated under what is now the Albert Coates Building. As the tree grew to maturity, it was used to hang a meat safe after slaughtering a sheep for the family table. Some years ago, when the foundations were being dug for the E-Building, an old rusted percussion pistol was found. One of Mrs Downing's sons, at that time well into his nineties, remembered getting into trouble for playing with it without permission, and losing it. The land was purchased in 1966 as part of a 241-acre site for Ballarat's new tertiary institution. When the architects and planners inspected the site, they decided "The Big Tree" must remain as a central landmark in preparing the layout of the campus amenities. In 1982, the spread of the tree was 36 metres, girth 7 metres, and height 36 metres. By 2003 the spread was 39.5 metres (N-S) and 35.5 metres (E-W), girth 7.75 metres, and height 42.5 metres. When Ballarat Junior Technical School's new building was opened in 1921, the surrounding area was rubble-strewn with raw clay slopes. The Head, A W Steane designed the landscaping of the slopes from the Gaol wall down to the Battery Paddock. The boys did much of the work. Apart from beautifying the grounds, this project occupied their leisure time, particularly as they had nowhere to play. The school acquired the gaol site in April 1969. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs.
