The current Shire hall was built 1908 to replace the original shire hall which was demolished due to crumbling plaster in the brickwork. The chairs together with a large table originally were used by the Phillip Island Council for monthly shire meetings in the old shire hall in Thompson Avenue. When the new offices opened on the corner of Church Street & Thompson Avenue in 1978 modern furniture was installed. They were then donated to the Historical Society. This is a picture of the original Town Hall building built in High Street in the 1890's. It was designed by renowned Bendigo Architect W.C .Vahland. This picture was taken in 1979 when the Echuca Library was housed there. The Echuca Library operated out of this building from 1965 up to 2013 when the new library was built. In this photograph there are two people standing in the doorway and two cars parked in the street.This photograph is significant because it shows the first Town Hall building built in High Street in the late 1890's. The building was designed by W.C Vahland and was also used as the Law Courts before the Law Court building was built in Law Court Place. This building has also been used as the High School, while the Echuca High School was being built in the 1920's it was also used as a Kindergarten and the town Library operated there from 1965 to 2012 when the new Library was built. ELTHAM’S GROWTH HAS BEEN RAPID IN RECENT YEARS Unknown local paper c.1960s Recent years have seen a rapid change in the appearance of Eltham’s business centre - so rapid, in fact, that the growth of premises has been almost 300%. For more than thirty-five years Eltham had little more than a dozen traders - the town's business area spreading from Pryor Street in the north, to Pitt Street in the south. The greatest density of businesses - no more than a handful of shops - were situated in the present shopping centre but other essential services such as the Post Office, were located half a mile away. As the town's population grew and the need for more shops became apparent, the growth was centralised around the railway station and Shire hall. Few of the old premises are used for their original form of business today, though many are still in existence. One of the oldest (seen clearly in the illustration) still in use is now Ferrari's Greengrocery. This shop was Eltham's butchery in early days, conducted by Jim Ryan. Up to twenty years ago, Mr. Ryan ran his business from the shop. whilst his son toured Eltham in his horse and cart, cutting his customers' orders as he went from door to door. Another business - one of the few still trading in the same goods-was Burgoyne's Hardware. This is now owned by Mr. R. Clinton, a new shop has recently been added and shortly the old premises will disappear completely. The Burgoyne family were well known to Eltham's population. The Post Office and Store (then in Main Road, near Bridge Street) was run by Mr. and Mrs. Burgoyne. The Post Office was later moved, and attached to the hardware store. OLD HOTEL In this same area was the old Eltham Hotel, almost opposite the present hotel. The building still stands, but has been converted into a house. The hitching rail can still be seen by the roadside. Back in the township was Barber's Blue Gum store, later conducted by Mrs. Burges (mother of Garnet Burges) and claimed to be Eltham's oldest shop. Further down the road, just past the hardware store, was the barber shop and billiard saloon. Next door was E. J. Andrew's news agency, library and State Savings Bank. Eltham's original chemist's shop, or dispensary as it was called, is now an electrical repair shop. On this side of the street too, was Mrs. Monteith - Draper. Mr Monteith was the owner of Eltham' s bus service. This bus service had no regular route, but deposited passengers at the point nearest their homes - a. door to door taxi service. Next to Mrs. Monteith stood another grocery - and general store, and next again, the local blacksmith. Another of Butcher Ryan's sons was Eltham's blacksmith and obviously an enterprising man he conducted a timber business next door to his smithy's shop. These two premises are still run by one man - Garnet Burges. BOOM STARTS Twenty years ago, when Thompson's took over Eltham's pharmacy they occupied the old shop adjoining the Shire hall. The building of Thompson's new premises, from which· they operate today, was the beginning of Eltham's recent growth and development. With another grocery store and a bakery at the corner of York Street, a butcher near Franklin Street, a cobbler's shop opposite the State School (did you ever wonder what that-little building attached to one of Eltham's oldest houses had been?), and an estate agency conducted by Mr. Clark, now Eltham Real Estate - only one trader remained - and today, still carries on, the only original owner of one of Eltham's .oldest established businesses - Mr. Dave Lyon, of Lyon Bros. Garage, which was formerly located in what was later used as Chenowyth's Foundry in Main Road. From the early twenties until little more than six or seven years ago that was the picture of Eltham. Some businesses had changed hands - many years before Mr. C. Rains had acquired Andrew's news agency, Mrs. Monteith's drapery had become Mrs. R. Smith's home-made cake shop, to change again and again to many other types of business. But generally, Eltham was unchanged, for nearly thirty years. Then suddenly new shops mushroomed. The new news agency and drapery, the chemist and adjoining shops, a new butcher, a green grocer and several more. POPULATION DOUBLED In the space of a few years, fifteen new shops, two banks, a restaurant and a post office were built at Eltham. New types of businesses found a ready market in an area which was quickly almost doubling its population. A little over twelve months ago, another wave of progress hit Eltham. Since then eight more shops have been built - a cake shop and fish shop in Dalton [sic – Dudley] Street - for building areas are unprocurable in the Main Street shopping centre now – have been built by Mr. D. Kimball; a new ladies’ and children’s wear shop has been opened by Rains; Eltham Dry Cleaners have another of these new shops, and Mr. R. Clinton has built elaborate new premises. Further down the road, Mr. C. Campbell has built a new butcher's shop, and next door, at present under construction, are a self service store and a shop which Mr. J. Hodges will open on completion. In addition to these new shops, Mr. J. Millett has extended his grocery to almost twice its original size. FLOURISHING Outside the central area, other businesses are flourishing. Latimer's felt factory is being developed in a picturesque rustic setting; P. J. Timber and Trading Company have recently completed a large showroom and timber yard, and in the town itself Nicholson and Merritt are now completing the extension of their foot wear factory to double its former area. This is Eltham today. Progress is moving rapidly in this rural area on the fringe of the metropolis. Less than a decade has seen vast development. The years to complete that span of time will see even greater changes and greater prosperity in this heart: of the Diamond Valley. OLD LANDMARK GOES Perhaps the most famous landmark in Eltham's' business section disappeared last Wednesday when the towering blue gum in Pryor Street at the rear of Main Road shops was felled. The tree, stated to be more than 80 feet high, was the one for which the adjoining café was named, when that business was Eltham’s only provision store, long before the turn of the century. Mr. J. Millett, who now owns the property on which the tree stood, deeply regretted its removal, but was mindful of the need for expansion in the business area. The "Old Blue Gum" was removed by Mr. A. Wilson, expert tree feller, from Heidelberg. Original document produced by Ian McDonald (Eltham Shire Council) 1970. During the period 1969-1971 photos were being collected for a proposed publication on the history of the Shire of Eltham as part of its centenary celebrations in 1971 (managed by the Shire of Eltham Historical Society and Alan Marshall). The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald. The panorama (SEPP_0744) was captioned in typewritten text "Old Shire Office and Hall, etc - Frontage of 285 feet along Main Road" and in pencil the date "4-1-68" The single image of the shire offices (SEPP_0737) was captioned in typewritten text "Main Road and Arthur Street Corner" In addition, the following handwritten notes in pencil: " I took these photos from the new fire station - the building in the middle is the old fire station - Moved to Research for the Scouts 1970" and signed "IMcD"This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). This view shows the area that would develop into the Research Industrial Estate. In centre distance though largely hidden by trees is the site of the Research Hall, which was later demolished and a new Eltham Little Theatre constructed in 1988 as a bicentennial project. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Godfrey to her letter of 24 May explaining circumstances and denying responsibility to forward a replacement cheque as it was cashed at the Golf Club Hotel; 6 June 1958 History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.Nine copies of letters/notices inserted loose in Minute Book, 33 x 21 x 1 cm, green faux crocodile skin hard board end-covers with black spine binding; 82 pages (last 38 blank)b.t. The School officially began in 1874 under head teacher Robert Harris, in rooms of the then Christmas Hills Post Office Store. By 1879, authorities agreed a new school was required. As with the citing of the Hall, there was considerable local controversy over whether the school should be built on the high point of School Lane, or the current location (then known as Scrubby Point).
