This medal was presented to 'C.T.S. Teams Race 1939 A.Winn' by Collingwood Harriers. Arthur Winn was a student at Collingwood Technical School in 1939. He may have entered singularly or there may have been a Collingwood Technical School team or teams participating.When he won the medal, it was displayed at the school for a short time as an acknowledgement of his participation. When he took the medal home, his mother pinned it into the little Dunklings box, and it was kept in the box.This medal has social and historical significance. It is significant because it documents the participation of a Collingwood Technical School student in a Collingwood Harriers Teams Race in 1939. He may have entered singularly or there may have been a Collingwood Technical School team or teams participating. Alan Marshall was an author of more than fifteen books, and lived much of his life in Eltham. He became a central figure in the area's arts community of writers, artists, sculptors, film makers, actors and musicians. He is shown stroking a book to his heart, perched on a crutch, which references his disability (contracted polio when he was young), and his status as one of Australia's most successful and loved authors. His most famous book, 'I Can Jump Puddles' is based on his life story and the obstacles he faced as a child in trying to overcome his disability. Marcus Skipper submitted the idea for the work to the first 'Art in Public Places' Awards in 1990. The selectors at the time recommended that the work would be more suitably placed near the Eltham Library. It was commissioned and installed for the new Eltham Library, which was designed by Greg Burgess in 1994. It was partially funded by the then Shire of Eltham's Art Development Fund (Eltham Arts Council) and the rest donated by the artist Marcus Skipper. This work has significance for its reference to two well known names associated with Eltham and its history. The sculpture is a realistic statue of the famous Australian author Alan Marshall who wrote "I Can Jump Puddles". He lived and worked in the Shire. The artist Marcus Skipper represents a highly recognised family of artists associated with Monsalvat. The sculpture 'Alan marshall' has been classified as of regional significance by the National Trust of Australia. A realistic depiction (almost life size) of Alan Marshall cast in bronze with green patination. Before metrication was introduced into Australia in the 1970s land was measured in chains and links. Many old parish plans show length measurements in chains and links. Area was shown in acres, roods and perches. Gunter's chain was used for measuring distance in surveying. It was designed and introduced in 1620 by English clergyman and mathematician Edmund Gunter (1581–1626). Gunter developed the measuring chain of 100 links. The chain and the link, became statutory measures in England and subsequently the British Empire. After metrication units of length were measured in meters and area in hectares. The chain was later superseded by steel ribbon tape.The 66-foot long (1 chain) Gunter's Chain was a fundamental instrument for land surveying. It is divided into 100 links (each 7.92 inches long) which are marked off into groups of 10 by brass tags with 'fingers' to indicate 10, 20, 30, 40 and 50 links from the hand grips, thus simplifying intermediate measurements. Each end of the chain is fitted with a brass hand grip. It was heavy and sturdy enough to be dragged through the bush and over rough terrain on surveying transects.
