Sad-irons or "solid" irons were made by blacksmiths and used to smooth out material by pressing the hot iron over it. A piece of sheet -iron was placed over the kitchen fire and the irons placed on it could be heated whilst remaining clean of ash.. The women used 2 irons - one heating while the other was used. Thick cloth or gloves protected their hands from the hot irons. The handle was removed from the cool iron and re- attached to remove the hot iron from the fire. The cool iron was replaced on the fire or stove to heat again. These irons were cleaned with steel wool to prevent them marking the material. If the iron was too hot the material would scorch. Most homes set aside one day for ironing and some large households had an ironing room with a special stove designed to heat irons. However, most women had to work with a heavy, hot iron close to the fireplace even in summer. Late in the 19thC designers experimented with heat retaining fillings for these irons. William Coleman began selling Kerosene lanterns in 1900 in Kingfisher, Oklahoma, USA. He moved to Wichita, Kansas in 1902 and the company became world wide. The company also produced a range of cooking stoves and domestic irons. This artefact originates from a petroleum company which operated in Victoria from 1933 until 1945. The Alba Petroleum Company of Australia Pty. Ltd. was established by P. J. Adams and A.G. Wales. They had distribution facilities in the industrial estate of Newport in Victoria and also marketed to South Australia and Tasmania. Their advertising during World War 11 emphasised the need to keep petrol profits in Australia. They claimed to have the largest independent bulk storage unit in Australia. They pioneered the use of tar alcohol which was blended with "standard motor spirit to produce a super fuel. They were marketers of ALBA Super, the Aviation Quality Spirit containing Australian produced alcohol, ALBA motor spirit, ALBA power kerosene and ALBALITE lighting kerosene. In 1945 after the war ended, ALBA was incorporated with the Australian Motorists Petrol Company, which in turn, became AMPOL Petroleum Ltd in 1949.This artefact is representative of an Australian innovative company and a product which was widely used on a local, state and national level for industrial and domestic applications.A cylindrical steel/metal can for petrol storage and transfer. Movie Two (1950s): 13:25 – 19:00 This black and white film was taken by a TV film crew in the 1950s depicts a typical call out for the Diamond Creek Fire Brigade. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Eric Holt takes the call. In the meantime, Captain Clarrie Stone and Fireman Shaw undertake some limited action to address the fire. Firemen Bill May, Jim Bates and Hugh Bar (?) man the tanker. A photo portrait of Queen Elizabeth is visible hanging on the wall. They are later joined by Firemen Jim Cox, Eric DeBuse (?) and Jack Marks. The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. The hose is unreeled, and water turned on the flames. Jack Sinclair joins the action. Jim Cox directs water to the high stuff. The fire put out, Jack Marks and Eric DeBuse wind in the hoses and the team head back to town. It’s peaceful again at the memorial tower. Movie Three (1969-1987): 19:14 – 34:34 Colour film “Fired with Dedication”, Country Fire Authority Victoria, produced by I.L. Wadeson, Commentary by A.M. Hem. Credits with CFA Victoria emblem and then placed over a view of an old-style ladder engine. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Still photo scenes of ex Captain Clarrie Stone, Brigade Captain for 21 years; ex Captain Jack Marks, 10 years; ex Captain Ian Douglas, 10 years. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Views of Plenty Fire Brigade Road Rescue unit which is equipped with the “Jaws of Life” Scenes of athletic competitions – many neighbouring brigades indulge in friendly but keen competition at the Diamond Creek Town Fair. The young are also encouraged to participate in all aspects of Junior Fire Brigade activities and become tomorrow’s generation of volunteer fire fighters. Scene of the 1986 Diamond Creek Town Fair which was the last time veteran Captain Clarrie Stone BEM marched with the brigade. Clarrie was awarded the British Empire Medal for his service to the Country Fire Authority. Also, scenes of vehicles in the parade. The Lyon Bros Eltham Motor Garage opened in 1923 at 283-287 Main Road Eltham, opposite Arthur Street. Messrs Lyon Bros., Eltham, advertise that they have opened a motor garage near the post office, where a car or petrol may be procured day or night, and repairs effected. (The Advertiser, 2 March 1923) The garage was an official RACV Road Service Station and offered vehicles for hire in addition to conducting repairs. Community memories after posting this photo on Facebook include: "I can remember my dad putting 2 shilling pieces into a bowser to get petrol after hours." Lyon later built new premises which were subsequently demolished.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The Uebergang family came from Silesia to Australia in 1848 and were early settlers in the Allansford area. The sons and other descendants also purchased farms in the area. The Percy Uebergang family lived at Tooram Park, Allansford from 1912 until 1992. Percy and Myrtle Uebergang's children were twins, Ray and Joyce born in 1926 who lived at Tooram Park until their deaths, Ray in 1986 and Joyce in 1992 after which the property was sold. Neither Ray nor Joyce married and following the death of her brother Joyce set up the Ray and Joyce Uebergang Foundation which supports the local community. The collection of items from their property was put into store for a number of years before being given into the care of the Cheese World Museum. The family often re-used, recycled and repaired items and examples can be seen in the museum. This petrol pump is part of the collection of items given into the care of the Cheese World Museum. As with many rural families the Uebergangs had bulk fuel supplies on-farm. The bowser was used to refuel farm machinery. Mobil's Super Plume petrol was one of the many brands of petrol available from the late 1920s. No electricity was required to work this bowser as it was gravity fed. The amount of petrol was selected by the position of the front lever. Petrol was then pumped into the bowl by the handle on the side of the bowser and gravity=fed to the vehicle. In 1950 the vehicle was removed from the rolling stock register and given to "Way and Works" as a track motor. Motor Car The Motor Car was put into service in mid 1925, after being fitted with rail wheels in lieu of tyres. In 1927 the car was named "Mr Molomby's Inspection Car", and allocated to Seymour. It was scrapped in 1952. Dodge Cars There were seven Dodge cars in rail service. The cars were numbered 1 to 6, with car 7 listed "No 7 Repair". The cars were built by the Dodge Company of Melbourne and assembled at Newport. Extract from The Spectator of June 12, 1946: "From the Queensland 'Methodist Times'. Dreams do come true. At any rate, that is what the Rev. Cliff Lanham believes, who after the lapse of several years finds that his early dream of a Flying Patrol for the Inland is now an actuality. The Methodist Inland Mission Board has purchased from the Disposals Commission of the R.A.A.F. a De Haviland Fox Moth Biplane. Indeed, two machines have been bought, but one will be broken up for spare parts. This 'new angel of the air' is fitted with a 130 h.p. engine and possesses a cruising speed of 100 miles per hour. The petrol consumption is only that of a big six-cylinder car—18 miles per gallon. In addition to the pilot there is room for three passengers, and a stretcher is installed whereby urgent cases of sickness or accident can be flown to the nearest hospital. In this machine, Mr Lanham proposes to cover the whole of S. W. Queensland and a portion of the Northern Territory from his headquarters at Mt Isa. It takes little imagination to realise what a boon the 'flying parson' will be to those of the great outback." …. "Before [Mr Lanham] inaugurated the scheme [the idea of a flying parson] he spent his first furlough from inland mission work (and incidentally £60) learning to fly. 'In a month,' he says whimsically, 'I was a pilot of sorts.' Mr Lanham is a son of the Church. His parents were staunch Methodists, and their home offered generous hospitality to mininsters and preachers. His brother, the Rev. Percy Lanham, M.A., died in Libya when on active service as a chaplain. His widowed mother must be proud of her tall, stalwart son, whom the Church now sends forth on his flying mission for the Lord. May he ever be wafted through inland skies on two wings and a prayer." Grinders like this example have been made the same since the early 1900s, with this grinder thought to have been produced in the 1960s. It is belt driven, with the other end of the belt being attached to an engine; the same engine that would have powered the overhead shearing equipment in shearing sheds. It was common for shearing teams to bring their own equipment, especially pre-1960 as most shearing sheds were not connected to power, and shearers preferred to work with their own equipment. The engines that powered the shears and grinder were typically fuelled with kerosene or petrol. The large circular disks are attached to the bolt that protrudes from the grinder and fastened tightly with a nut. Inventor Frederick Wolseley made the world's first commercially successful power-shearing system in Australia in 1888. US company Cooper, which had been founded in 1843 as a maker of sheep dip, began selling Wolseley equipment in the USA in 1895. The Chicago Flexible Shaft Company successfully entered the power-shearing market a few years later and entered a joint venture with Cooper. It set up a branch in Sydney and sold shearing sets, and engines to power them, into the Australian market. In 1921 the US parent company, realising it needed to make products whose sales were not as seasonal as those of shearing equipment, made its first household appliances and branded them Sunbeam. In 1933, changes in exchange rates and taxes led the company to manufacture engines and shearing equipment in Australia via subsidiary Cooper Engineering, which changed its name to Sunbeam in 1946. Although most Australians know of this company as a major manufacturer of household appliances, its rural division flourished and retained the Sunbeam name for shearing equipment even after it was taken over by New Zealand company Tru-Test in 2001. The grinder is formed from a central arch shaped block of green painted metal. Much of this paint has been lost to age, leaving the grinder in a ‘farm used’ condition with much surface oxidation present. On the front of the arch is a specification plate, reading “Cooper S.E. ball bearing grinder. Made and guaranteed by Sunbeam”. At the foot of the arch, three bolt holes are found for securing the grinder to the base of a solid wooden surface. Two of the bolt holes are found on the front of the grinder, with another found on the rear. From the central arch, a bolt protrudes to the right of the grinder. This large bolt is for securing a grinding plate to the grinder. Above the central arch is a pendulum which holds the comb / cutter that is being sharpened. From the pendulum, a large arm extends down (not pictured) to meet and strike the plate spinning at a rapid speed. On the left-hand side of the central arch of the grinder, a wheel is found which a belt is attached to for power. This belt is then attached to a separate engine, spinning the wheel and hence powering the grinder. The wheel is partially covered with a section of protective bent tube, designed to provide protection from the rapidly spinning wheel. Below this wheel is the belt shifter. It is designed to move the protective bent tube from one side of the grinder to the other, to accommodate the grinder in the setup of different shearing sheds. The two separate grinding plates are identical. They have a slight slope for sharpening the comb and cutters in the correct method, with a slight bias towards the base, or “tooth”, of the equipment. The disks have a large central bolt for attaching to the grinder. They have tags on the horizontal axis of the grinding plates, for securing the plates in transportation, and to help with initial alignment when setting up the grinder. The reverse of these grinding plates has the same green painted metal finish found on the grinder. This paint is also in a ‘farm used’ condition, with surface oxidation present. The grinder would be provided from the factory with a comb holder, shifter for securing the grinding plates, emery cloth and emery glue. The emery cloth is what does the actual grinding and is applied to the grinding disks, replacing once well worn. The vessels boiling electrical was used by soldiers of 8/13 Victorian Mounted Rifles when it was equipped with Centurion tanks 1966-71. A boiling vessel fitted to British armoured fighting vehicles that permit the crew to heat water and cook food by drawing power from the vehicle electrical supply. It is often referred to by crewmembers (not entirely in jest) as the most important piece of equipment in a British armoured vehicle. The "Vessel Boiling Electric" or "BV" was an innovation at the very end of World War II, when the Centurion tank was introduced with the device fitted inside the turret. Previously, British tank crews had disembarked when they wanted to "brew-up" (make tea), using a petrol cooker improvised from empty fuel cans[4] called a "Tommy cooker". Use of the BV enabled the crew to stay safely inside the tank and reduced the time taken for breaks. The first version, known as VBE No 1, began to be replaced in the early 1950s by the stainless steel No 2 version. A VBE No 3 had improved electrical sockets and was less prone to leakage. The principal use of the BV is to heat ration pouches or tins; the hot water is then used for making drinks or washing. The BV is cuboid and accommodates four tins; typically matching the crew numbers of an armoured fighting vehicle. Ration tins are supplied without adhesive labels so the surrounding water is not contaminated. A vehicle with a defective BV is declared unfit for purpose. It is common practice for a junior member of a vehicle crew to be unofficially appointed "BV Commander", responsible for making hot drinks for the other soldiers. The FJ Holden is iconic in Australian motoring history. It was made in Australia by Holden from 1953 to 1956. During the 1950s, Holden dominated the Australian car market and by 1958 sales accounted for over 40 per cent of total car sales in Australia. The Redex Reliability Trial 1953 -The first Redex round-Australia reliability trial covered of 6,500 miles (10,500 km), and had a first prize of £1,000. It attracted both amateur and professional drivers in a variety of cars. The route passed through Brisbane, Rockhampton, Townsville, Darwin, Alice Springs, Adelaide and Melbourne before returning to Sydney and attracted much public interest. At the time the idea of driving huge distances around the country in ordinary cars was novel and the logistics were challenging. In many parts of the country there simply wasn’t adequate accommodation or suitably located refuelling stops. The Shell Company facilitated the race by placing petrol dumps along the 5000 km route between Townsville and Adelaide. The race began at the Sydney Showground on 30 August when 192 cars left at three-minute intervals. Of the twenty top finalists, two thirds were sponsored. This utility truck was one of two used by the Albury Gas Co, from the Gas Works in Kiewa Street, Albury to service the coal gas supply system in Albury during the war years from 1939-1945. The gas bags were installed as petrol was in short supply. One of the trucks was driven by John (Jack) Stanley Cruickshank, also known as Wodonga's Gas Man. Jack became foreman for the Wodonga Branch of the Albury Gas Co. An 80 millimetre galvanised steel pipeline was installed from the Albury Gas Co. in Kiewa Street, Albury, to 26 Church Street, Wodonga. A 40 horsepower pump pushed the gas to holding tanks. Sections of the gas pipeline to Wodonga can still be observed under some of the bridges from Albury to Wodonga. Jack also supervised the laying of the gas pipes in the streets of Wodonga, being hand dug by a gang of 15- 20 men. He was Wodonga's first Gas Fitter, both fitting gas appliances and overseeing their maintenance. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community.
