A bound fifteen page submission, dated 08/07/1985, by four councils urging the creation of the Outer Circle Linear Park. Includes map and photographs. OUTER CIRCLE RAILWAY: A PLAN FOR A LINEAR PARK, report of the Outer Circle Study Group. Bound booklet of one hundred and thirty five typewritten and photocopied pages about the creation of this park. The Introduction was signed by Tom Roper, Minister for Planning and Environment, and by Joan Kirner, Minister for Conservation, Forests and Lands. Undated but the Introduction states that public submissions must be received by 31/05/1988. Includes maps, sketches of proposed facilities, a history of the former Outer Circle Railway Line, and a description of notable plants and trees. "Following the 1919 amalgamation of suburban tramway trusts, an electrified tram service extended along Doncaster Road. Housing estates such as the 1919 Balwyn Park Estate, 1922 Hillcrest Estate and the Camberwell City Heights Estate, also 1922, quickly followed. These estates were built over by expansive suburban villas, set in fine gardens and along tree-lined streets. North Balwyn, largely constructed since 1933, was typified by even grander houses, many of them in the 'ocean liner' style and seen at their most distinctive in the Riverview Estate." Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.In 1925, the City of Kew called for tenders for the construction of Wimba Avenue, Cadow Street and Lalla Street. Subsequent advertisements for the sale of land in Wimba Avenue continued from 1926 to 1929. The 18 lots (and a further five allotments on the eastern side of the street) offered for sale were unofficially described in the subdivision plan as the ‘Wimba Estate’. These lots began in Park Hill Road and extended almost to Cotham Road. The subdivision took its name from the house ‘Wimba’ in Cotham Road, which may have formed the southern boundary of the subdivision. (Wimba, at 235 Cotham Road was constructed between 1862-70). The Plan highlights the proximity and advantage of ‘electric’ trams in Cotham and Glenferrie Roads, and the Kew and Glenferrie Railway Stations. The subdivision of the Tregarron Estate in Kew was for 11 lots bordering Tregarron Avenue and its entrance from Burke Road. The plan includes annotations that indicate the measurement of each block and the placement of the drainage and sewerage easements. This plan is interesting for a number of factors. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. This plan shows a subdivision with two sections: the ‘Boulevard Section’ and the ‘Riverside Section’. The first of these sections bordered Burke Road between Kilby Road and the farm beside the Yarra. Kilby Road, Munro Road, Burke Road and Old Burke Road bordered the 102 lots in the Boulevard Section of the plan. The streets within the Section included Walbundry Avenue, Inverness Way, Riverside Avenue, Cascade Street and Kyora Parade. These street names, at least in this subdivision plan linked the two Sections of the subdivision. At a later date, the City of Kew decided to alter the street names. Walbundry, Inverness, Riverside, Cascade and Kyora were all renamed as ‘Drives’ (e.g. Kyora Drive). The subdivision plan is of interest in that it names High Street in Kew as Doncaster Road. It also shows the location of the wooden church that was later removed to Yarraville on the corner of Kilby Road and High Street. The plan predates later developments such as the S. E. Gwen Barton McWilliam (nee: Nelson), OAM, BA (1933- ). Gwen McWilliam is well known as an authority on the history of Boroondara and the author of a large number of books and pamphlets about the City. Despite the plans claims that it is a subdivision near the Richmond Bridge, Section 115 was located at what is now Camberwell Junction. While the plan only lists government roads rather than named streets, the section was located on the east side of Burke Road, stretching up the hill from the current Junction. Research on Trove, conducted by Kerry Fairbank, discovered an advertisement for unsold lots in Section 115 which clarifies the extent and location of subsequent land sales in the original section. The original article can be viewed through the link in the catalogue record. The interesting link to Kew is the reference to James Beavan as the purchaser of lots 14 and 15. The historian Gwen McWilliam has notes that a Mr Beavan changed his name from Bevan. The Bevans were descendants of the Derricks family of Kew. This subdivision plan is the earliest original map or plan in the collection which shows parts of what is now the City of Boroondara, dating from circa 1853. It provides important information for researchers on subsequent subdivisions following the original land sales in [Camberwell] Boroondara. The site, on the east side of Burke Road is a highly-significant and historic site. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a sewage contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). This plan of Kew encompasses the area bounded by Barkers Road, High Street and Stevenson Street. Because of the angle created by High Street, a number of houses on the northern side of High Street are shown. The area is dominated by one of the great original landholdings in Kew, described here as the ‘Findon Paddock’. ‘Findon’, the house from which the name of the paddock was taken fronts Stevenson Street and was clearly a rambling structure. The best-known occupant of Findon was Henry ‘Money Miller’ who bought the house in 1871. Miller was a member of Victoria’s first parliament and assisted in the framing of its constitution. Findon was to be subdivided as early as 1912, when the Findon Subdivision was advertised to be sold by auction. In the plan of the subdivision, the original house is not shown, so, presumably it had previously been demolished. The Kew Historical Society has an extensive collection of maps and plans; most relating to the former City of Kew (1860-1994). In 1871, Victoria Park, beside the Boroondara General Cemetery was set aside as a public reserve. As the Park developed, exotic plants were added to existing specimens. In 1910, a photograph of ‘The Oldest Inhabitant: A Giant Red-gum Tree’ in the Park was included in the Jubilee History of Kew. Fifty-one years later the tree was re-photographed by Colin Campbell. A 2007 Master Plan developed for the City of Boroondara advises the retention of this now dead River Red Gum, including a ‘managed risk zone’ and planting under the heavily lopped tree.‘The Old Gum Tree’ in Victoria Park. The plan identified a number of problems, such as the congestion at St Kilda Junction, that were not addressed until decades later.
