A letter that was sent from Legatee PW Powell to Legatee 'Doney' on 21st September 1928. He mentions his purpose is to record some of the early history of Legacy in a minute book of the Club, which unfortunately was missing at the time of writing. As well as saying it was formed after Stan Savige saw General Gellibrand's Remembrance Club in Hobart. Luncheon meetings were held and the first one L/ Powell attended in September 1923 had about 8 attendees - Stan Savige, Fred Forrest, Frank Selleck, Charlie Watson, Peter Eller, and Ted Pittard. L/ Powell was appointed Hon. secretary and there was discussion about the name of the club. Suggestions included 'Continuance', 'Chevron', 'Espirit de Corps', and 'Apres Le Guerre'. He says 'at that stage Legacy was not mentioned, the inspiration came later in my own offie when seeking a name that would appeal to he imagination. My recommendation to the members was covered in he first luncheon address given to the Club under the title of "Business Leadership" .' Selection of the first president included inviting General Monash and General Tivey, who both declined. Colonel Harold Cohen accepted. 'The first literature issued by the Club included: List of office bearers (deleting decorations and rank) / Constitution and By laws / Classification / Brief History (which was torn up before issue as it was felt that Legacou should be impersonal and that the principal should stand before the individual).' The notation H3 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. These medals were struck to commemorate the feat of Colonel Baden Powell who, with his troops, defended the town of Mafeking in South Africa during the Boer War for 217 days. Robert Baden Powell (1857-1941) was a British Army officer who served in India and Africa from 1876 to 1910. In 1907 he founded the Boy Scout movement, now an international organization for boys and with his sister Agnes, founded the Girl Guide movement, also now internationally established.These medals are of local interest as they commemorate Colonel Baden Powell’s heroics in defending in 1899-1900 the town of Mafeking in South Africa during the Boer War. The Relief of Mafeking was celebrated in Warrnambool in May 1900. .1 A bronze-coloured medal with an image of Colonel Baden Powell on one side and some descriptive text on the other. This bottle came from the general store of Russell and Powell of Fairy Street Warrnambool. This store sold an extensive range of imported wines and spirits as well as tea, clothing materials and hardware. Samuel Giffen Russell, born in Belfast, Ireland, established his store in Warrnambool in 1878 and took Joseph Powell as a partner in 1881. The business premises in Fairy Street were built in 1882. Giffen Russell was Mayor of Warrnambool from 1898 to 1900. By the early 1900s the firm had a store in Bank Street, Port Fairy and was known as Giffen Russell and Company and the business continued under that name until the late 1940s, the proprietor at that time being Harry Lynch. The Lynch family carried on this business until the second decade of the 21st century. This stoneware bottle is of some importance as it is one of the few items we have that came from the long-established Warrnambool general store of S.Giffen Russell.This is a stone bottle in cream and brown tonings. It has a circular base and body with a short neck and a moulded top opening. There is a screw top. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Francis Powell (1861-) and Francis Hanmer (1858-1925) founded Powell and Hanmer Ltd in the Summer of 1885 for the manufacturer of bike and carriage lamps. Their first advertisements began to appear in November of 1885. In 1890 they lodged a Patent for “velocipede” lamps to be used by lightweight wheeled vehicles propelled by a rider, such as a bike, tricycle and railroad handcar. In April of 1913, they were selling headlamps for cars and in 1914 built their second factory manufacturing dynamo lighting sets in Rocky Lane Birmingham, also for the production of dynamos for motor cars. Then in 1929 Powell and Hanmer Ltd, was acquired by the Lucas company which was at that time the main competitor for the manufacture of non-electrical equipment for cycles and motorcycles. When a director of Powell and Hanmer joined the board of Austin motor cars, Lucas feared that Austins might encourage Powell and Hanmer to start to produce electrical equipment for supply to the company and as a result this association might affect Lucas's business with other large vehicle manufacturers. As a result, Lucas made an offer to Powell & Hanmer and purchased the business for £500,000. Carbide lighting was used in rural and urban areas of Australia which were not served by electrification. Its use began shortly after 1900 in many countries and continued past the 1950s. Calcium carbide pellets were placed in a container outside the home, with water piped to the container and allowed to drip on the pellets releasing acetylene. This gas was piped to lighting fixtures inside the house, where it was burned, creating a very bright flame. Carbide lighting was inexpensive but was prone to gas leaks and explosions. Early models of the automobile, motorbike and bicycles used carbide lamps as headlamps. Acetylene gas, derived from carbide, enabled early automobiles to drive safely at night. Thick concave mirrors combined with magnifying lenses projected the acetylene flame light. These type of lights were used until reliable batteries and dynamos became available, and manufacturers switched to electric lights. Acetylene lamps were also used on riverboats for night navigation. The National Museum of Australia has a lamp made in about 1910 that was used onboard the PS Enterprise, an 1878 Australian paddle steamer, currently owned by the National Museum of Australia in Canberra. This is a removable bicycle lantern probably dating from the first half of the 20th Century. It is a carbide lamp which was a popular form of lighting, particularly in rural areas. This item has no known local provenance but is retained as it is a good example of an early bicycle lamp.This is a brass and steel bicycle lamp. It has a circular glass front, a mechanism for attaching the lamp to the bicycle, a lighting adjustable wick and two glass panels on the side, one green and one red. Robert Baden-Powell was born in 1857. After school he joined the British Army as an officer and was posted to India. In the early 1880s he served in the Natal province of South Africa amidst the Zulu He learnt advanced scouting skills during his time in South Africa where knowledge of countryside was vital for gaining information. In 1896 he returned to Africa and served in the Second Matabele War in the expedition to relieve British South Africa Company personnel under siege in Bulawayo. From 1899 to 1900, Baden-Powell commanded the garrison at Mafeking during the Second Boer War. The siege of Mafeking lasted 217 days and the successful defence of the town raised his national profile. In 1900 Baden-Powell was promoted to Major General. In 1901 he was invested as Companion of the Order of Bath by King Edward VII. After some controversies he retired from the Army in 1910. At the beginning of the First World War he put himself at the disposal of the War Office but no command was given to him. Awards obtained include Ashanti Star (1895), British South Africa Company Medal (1896), Queen's South Africa Medal (1899), King's South Africa Medal (1902), Knight Grand Cross of the Order of St Michael and St George, Knight Grand Cross of the Royal Victorian Order, Knight Commander of the Order of the Bath, plus numerous Scouting Medals. Baden-Powell married in 1912 at the age of 55. He and Olave had three children. Baden-Powell died in 1941 and buried in St Peter's Cemetery, Nyeri, Kenya. This blazer was worn by Helen Veitch in 1948, while a student at the Ballarat Teachers' College in Dana Street. She lived in Ascot Street South and attended the Urquhart Street Primary School. The first class she taught was grades 1&2 at Wedderburn Primary School with 46 students. She also taught at Wendouree West, Wendouree, Urquhart Street and Pleasant Street Primary Schools. She married in 1955 and died in 1979.This royal blue woollen, unlined blazer is bound on all the edges with braid including the tops of the three pockets and 8.5cm from the sleeve edge. The embroidered patch breast pocket has the emblem of the Ballarat Teachers College. It has three buttons at the front. Most of the seams are bound, though some are turned back and stitched down. Caskets were presented to Robert Baden-Powell from groups around the world in recognition of his services to the Empire following his successful holding of the besieged town of Mafeking during the South African Boer War. This blazer was worn by John Freckleton at the Ballarat Teachers College in 1949. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. It has a patch pocket on either side near the bottom hem line and a breast patch pocket with an embroidered emblem of the Ballarat Teachers College. Under this emblem is embroidered in stem stitch 'B B' in brown and yellow. The pockets are all bound at the top and the sleeves have a trim binding about 8.5 cm from the cuff.
