The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. The bomber being restored is the oldest surviving complete Canberra. This plane flew continually from 1951—1973 and was used in both Malaya and Vietnam. It is one of three bombers bought from England before production began at the Government Aircraft Factory at Fisherman's Bend. It is believed that the other support carriages have been de-attached and the train has pulled up at the front of the platform allowing room for other trains to pull in. Immediately behind on the same track at the platform is a Diesel Electric Rail Motor (DERM) and C-class bogey (luggage) then a small (articulated) rail car (articulated) then a cattle van. Founding father Thomas Walker (1805–1871), an engineer in Birmingham, patented a mechanical log in 1878 which was a recording instrument that attached to a rail at the stern of a vessel connected by a long cord with a rotor which was towed behind the ship. The instrument dial recorded the distance travelled. Thomas Walker first went into business to manufacture stoves at 58 Oxford Street Birmingham. Walker’s self-feeding stove was widely lauded at the Paris Exhibition of 1855, winning a prize medal and kick starting the first of many notable innovations for the Walker family's manufacturing business. However, it wasn’t until working on an earlier ships log model invented by his Uncle that Thomas Walker became interested in the further development of this device, used to ascertain a ship’s speed. Walker continued to improve on the common log for the company of Massey & Sons and these improvements were deemed revolutionary. This log became a firm favourite of the West India Association (British-based organisation promoting ties and trade with the British Caribbean) and the most common log in use for two generations. It took till 1861 for Thomas Walker and his son, Thomas Ferdinand Walker (1831-1921) to patent the first Walker log of many. Together, with the introduction of the A1 Harpoon Log two years later, they established the Walker Log Business as a force to be reckoned with. The floating log was drawn behind the ship over a fixed time period in order to measure the distance traveled. The counter could measure enough miles to cover the maximum distance traveled by a ship in one day. The log has two distinct parts; a brass register, made by Walker, showing the distance recorded and the rotator made by Reynolds, that spins in the water driving the counter. both parts are connected by a linked chain. The register has a cylindrical brass body approx 4.5 cm diameter containing registering mechanism with hardened steel bearings. Distance is indicated by the three pointers on enamel plate as follows: graduated every 10 miles from 0-100; every mile from 1-10; every 1/4 mile from 1/4 -1. A brass sling and eye secured to the body enables it to be attached to the taffrail. The original rotator would have had a cylindrical tapered wooden body, approx 4.5 cm in diameter with three metal alloy fins or could be all made from brass. The Excelsior IV Log is a nautical instrument for measuring a vessel’s speed and distance travelled. When navigating a ship it is essential to be able to estimate the boat’s speed and distance travelled to determine its position at sea. In times past the only way to measure a ship’s speed was to throw a wood log into the water and observe how fast it moved away from the ship. In the 16th century, the log was fastened to a rope knotted at set intervals. The log was thrown over the stern (back) of the vessel and a crew member counted the number of knots that were paid out in a set time. From this, they could estimate the speed of the vessel through the water. This was known as streaming the log and is also the derivation of the knot as a measurement of nautical speed. The Walker’s Excelsior Mark IV instrument was designed for smaller vessels, such as yachts, launches and fishing vessels. The State Electricity Commission was established in 1920 with the development of the Yallourn Power Station and brown coal was used for 90% of Victoria’s electricity supplies. In the 1990s the Commission was abolished and electricity companies were privatized. In Warrnambool electricity was officially connected to the city in 1924. This plate is one taken from a Warrnambool power station. One power station in Warrnambool today being located in Botanic Road.This plate is of some interest as a reminder of the times when the State Electricity Commission controlled power supplies in Victoria.This is a small rectangular metal plate with four holes at each corner for attachment to a Warrnambool Power Station. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Diversion dams are installed to raise the water level of a body of water to be redirected. The redirected water is used for hydro electric power generation. A diversion tunnel is usually bored through solid rock next to the dam site to bypass the dam construction site. The dam is built while the river flows through the diversion tunnel.Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" The invention of a hand drill is credited to Arthur James Arnot and William Blanch Brain of Melbourne, Australia who patented the electric drill in 1889. In 1895, the first portable handheld drill was created by brothers Wilhem & Carl Fein of Stuttgart, Germany. Hand-powered devices have been used for millennia. However, during the last quarter of the 19th century a radically improved generation of tools appeared. These tools took advantage of modern mass production machinery and processes (like interchangeable parts) and an increased availability in superior material (metal instead of wood). One of the outcomes included an array of new drilling machines. Duncan McDougall was associated with the pioneering X-rays conducted by the Ballarat School of Mines in 1896. He was in the Mendelssohn Choir, and was associated with Professor Ross from University of Western Australia. The Ballarat Courier reported on 20 July 1896:"The Ballarat Courier reported on 20 July 1896 Thanks to the energy of the staff of the School of Mines Ballarat and particularly to Messers F J Martell and Duncan McDougall the assistance of Roentgen xrays will soon be available, for the relief of suffering at this institution. On Wednesday evening 22 July 1896 a number of ladies and gentlemen witnessed a series of experiments with the Roentgen x rays." Duncan McDougall later worked at the Kalgoorlie School of Mines as a lecturer in physics and mathematics. on 19 February 1905 the 'West australian' newspaper announced: " Mr Duncan McDougall, formerly of the Ballarat, and later of the Maryborough Schools of Mines, was appointed to succeed Mr. Hart. Mr. McDougall had also charge of the branch class at Midland Junction. In both cases his work proved thoroughly good. The alterations in the trades class regulations will cause all the students in these classes to take up the study of this subject. I have every confidence that Mr. McDou gall will handle these large classes as successfully as the classes he had last year." By 1925 McDougall is being reported in the Perth Daily News: "Duncan McDougall, lecturer on electrical engineering and physics at the W.A. School of Mines, put forward a scheme for reducing the cost of mining in Kalgoorlie. He contended it was the duty of the State and Federal Governments to establish a central electricity generation plant in Kalgoorlie and supply power to the mines at not more than 1/2d a unit, at 3/4d per unit for winding only, and at 2d per unit for lighting. Information from Norman F. Dalton: Ballarat had a reticulated DC supply in the early part of last century and in 1905 had sufficient generating capacity to enable the trams to be changed from horse drawn to DC electricity. The use of electricity increased with the main power station located on Wendouree Parade, near Webster Street, under the ownership of The Electric Supply Company of Victoria. AC generating plant was installed in 1925 and conversion to AC proceeded. In 1934 the company was taken over by the State Electricity Commission Victoria (SECV) and more AC generation was installed and the changeover of customers was accelerated. This is around the time that the Synchronome Frequency Checking Mast Clock was installed at the Wendouree Parade Power Station. The SECV Annual Report of 1921 states: ::Section 11 of the act directed the COmmission to enquire into the question of securing the adoption of such standards of plant and equipment of a system, frequency and pressure for the generation and distribution of electricity as will admit of the efficient interconnection of undertakings throughout the State. In 1934 when the SECV took over the Ballarat operations the question of linking with the State grid had been a planned operation for some years but due to financial considerations had hindered it and in fact would continue to do so for a further 10 years. So while the need for close frequency control for interconnection was hardly an issue, the need to keep electric clocks correct was important, particularly as this item was a frequent sales point to cover the inconvenience and sometimes expense of converting from DC to AC. The clock is a very accurate pendulum clock with provision for varying effective length during operation for precise time regulation. There are two normal time dials and one is controlled by the pendulum and the other is operated by the system frequency. When the clock was in use it was installed by the MEter and Tests Laboratory and the time was checked daily by radio time signals. The two dials were repeated in the operators control panel in the Power Station. A maximum deviation between the two dials was set in the operating instructions (eg 5 seconds) and the operator would correct this when necessary by remote manual alteration of the turbine governor set point. The clock was used to drive and regulate a system of "slave" clocks which were used to display the time in various locations around the power station. A slave clock is a simple clock which is driven by a small electric motor, its accuracy is regulated by the master clock every 30 seconds to ensure that it and all the other slave clocks in the station are on exactly the right time; slave clocks were placed in various locations, from common rooms to workshops. A master clock could potentially run thousands of slave clocks at one plant. The clock also contains a rectifier. A rectifier is a device that is used to convert AC power to more stable DC current.Two clocks in a timber case. The main mechanism is of the gravity arm and roller type, which sends an impulse to the slave clocks every 30 seconds. The rectifier was made by the Victorian company Hilco, which was located in Burwood. 1959 was the first issue of 'Threshold'. In 1951 thirty girls started a junior technical course for the first time in Ballarat, under the Principal of the Ballarat School of Mines. By 1959 it had increased enormously with an enrolment of 284 students, and its own headmistress. The early school took place in the Dana Street Primary School and a large portion of the Ballarat Technical Art School. In times past the only way to measure a ship’s speed was to throw a wood log into the water and observe how fast it moved away from the ship. In the 16th century, the log was fastened to a rope knotted at set intervals. The log was thrown over the stern (back) of the vessel and a crew member counted the number of knots that were paid out in a set time. From this, they could estimate the vessel's speed through the water. This was known as streaming the log and is also the derivation of the knot as a measurement of nautical speed. Various manufacturers of nautical equipment had sought over the years to perfect the operation of determining a ship's speed and it wasn't until Thomas Walker and his son Ferdinand developed a mechanical system that eventually made this task became easy for marine navigators. Thomas Walker & Son were internationally renowned in the manufacturing of ship logs the founding father, Thomas Walker (1805–1871), an engineer in Birmingham, patented his mechanical log in 1878 which was a recording instrument that attached to a rail at the stern of a vessel connected by a long cord with a rotor which was towed behind the ship. The instrument dial then recorded the distance travelled. Thomas Walker first went into business to manufacture stoves at 58 Oxford Street Birmingham. Walker’s self-feeding stove was widely lauded at the Paris Exhibition of 1855, winning a prize medal and kickstarting the first of many notable innovations for the Walker family's manufacturing business. However, it wasn’t until working on an earlier ship’s log model invented by his Uncle that Thomas Walker became interested in the further development of this device, used to ascertain a ship’s speed. Walker continued to improve on the common log for the company of Massey & Sons and these improvements were deemed revolutionary. This log became a firm favourite of the West India Association (a British-based organisation promoting ties and trade with the British Caribbean), being the most common log in use for two generations. It took until 1861 for Thomas Walker and his son, Thomas Ferdinand Walker (1831-1921) to patent the first Walker log of many. Together, with the introduction of the A1 Harpoon Log two years later, they established the Walker Log Business as a force to be reckoned with. By his passing in 1871, Thomas Walker Snr had not only founded a family business with considerable staying power but also instilled a tradition of public service. Having sat as a representative on the Birmingham Town Council for 15 years and played an active role in public works, he was soon given the nickname of ‘Blue Brick Walker’. Much like his father, Thomas Ferdinand Walker changed the face of the maritime industry. His patent of 1897, the ‘Cherub’ log, was a notable departure from the past providing a far more accurate reading and replacing the majority of logs of the age. They were the first to produce an electric log (Trident) and the Walker factory was one of the first to introduce the 48-hour work week for employees.The ship log was invented and made by a significant marine instrument maker and innovator of machinery.
