Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. It is believed that the other support carriages have been de-attached and the train has pulled up at the front of the platform allowing room for other trains to pull in. Immediately behind on the same track at the platform is a Diesel Electric Rail Motor (DERM) and C-class bogey (luggage) then a small (articulated) rail car (articulated) then a cattle van. On the adjacent track is State Car No. 2 (Melville) and a C-van. State Car No. 2 (Melville) was used a power generation car for special trains and the Train of Knowledge. State Car No. 5 is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. George attended the Civic Reception held for the Governor. A picture of His Excellency Sir Rohan Delacombe, Governor of Victoria, and Lady Delacombe about to entrain at Spencer Street for a visit to western Victoria is available on page 4 of VICTORIAN RAILWAYS REPORT OF THE VICTORIAN RAILWAYS COMMISSIONERS FOR THE YEAR ENDED 30th JUNE, 1963. This plate is one taken from a Warrnambool power station. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Diversion dams are installed to raise the water level of a body of water to be redirected. The redirected water is used for hydro electric power generation. A diversion tunnel is usually bored through solid rock next to the dam site to bypass the dam construction site. The dam is built while the river flows through the diversion tunnel.Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. In 1895, the first portable handheld drill was created by brothers Wilhem & Carl Fein of Stuttgart, Germany. Hand-powered devices have been used for millennia. However, during the last quarter of the 19th century a radically improved generation of tools appeared. These tools took advantage of modern mass production machinery and processes (like interchangeable parts) and an increased availability in superior material (metal instead of wood). One of the outcomes included an array of new drilling machines.
