The suitcase didn't catch on until the end of the 19th century, it was quite literally as a case for suits. A typical suitcase came equipped with an inner sleeve for storing shirts, and sometimes a little hatbox on the side. But even in the early 20th century, the "dress-suit case" was only one of countless styles of container travellers could buy, from steamer trunks to club bags. By the late 19th century a significant point was reached in the history of transportation, it was the beginning of mass tourism, rather than travel for travels sake made use of by the wealthy in society. Travel wasn't just for the wealthy any more but everyone. Suitcases began as an afterthought in the luggage and leather goods business, but they soon became the very symbol of travel. An 1897 wholesale price list included the words "suitcase" only twice in a 20-page list of luggage types. In America a 1907 T. Eaton & Co. Catalogue, trunks took up a full page while suitcases share a page with club bags and valises. In a 1911 a United Company catalogue, now displayed around 40 per cent of the advertisements were for suitcases. Early suitcases were lighter and more portable than trunks, but they were still bulky by today's standards. Leather, canvas, wicker or thick rubbery cloth was stretched over a rigid wood or steel frame. Corners were rounded out using brass or leather caps and some had wooden rails running around the case. Until steamship travel declined during the mid-20th century, many of these types of the case were advertised as waterproof with some lightweight models marketed specifically to women. The item gives us a snap-shot as to how people undertook travelling during a time when undertaking a journey for pleasure at the end of the 19th century was mainly only for the wealthy. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. This copy of the book is personally signed and dated by the Curator of the first Warrnambool Museum, which was also the Warrnambool Public Library. This copy also has many hand written notes in the margins. This little book is one of only 1000 books published of the original Queen's Jubilee Edition. It spans fifty years of the history of Warrnambool from the time that the first Government Land Sales commenced. It also deliberately coincides with the 1887 celebrations of Queen Victoria's Jubilee Year of her ascension to the British Throne. The book is an invaluable reference for researchers of local Warrnambool history and has been used as a textbook and reference book for local students. After the closure of the Warrnambool Museum, the book was held by the Warrnambool City Council until, in 1974, it was transferred to the newly established Flagstaff Hill Maritime Museum and Village. The author, Richard Osburne, (1825-1895) was born in Australia. He moved to Warrnambool in 1847 as the first local Journalist. In 1851 he founded the Warrnambool Examiner newspaper which he operated until the end of 1880. Osburne was much involved in civic and community affairs of the town, and he set himself the task of recording the history of the city's early pioneers. In the introductory pages of the book the author refers to himself as "The Father of the Warrnambool Press". Only 1,000 copies of this edition of the book were printed. In September 1980 a facsimile edition was printed with the addition of illustrations from the period, an index and relevant annotations by local historian T.A. Wicking (Tom Wicking). This later book was named the Premier Town Edition, due to Warrnambool being awarded the title of Premier Town in Victoria in 1979-82 by the Premier of Victoria; it also received the inaugural award in 1959 and a later award in 1988-91.This book has strong significance for being signed in 1887 by Joseph Archibald, the Curator of the first museum and library in Warrnambool, the Warrnambool Museum. It is also significant for the annotations added to many of the pages, perhaps for the Facsimile edition that followed many years later. This book is rare. It is one of only 1000 copies printed, and one of three in the Collection of Flagstaff Hill Maritime Museum and Village. The book was dedicated to the early colonists as well as to the new arrivals by the writer, Richard Osburne, who entitles himself as "The father of the Warrnambool Press". The content of the book is invaluable as a reference for Warrnambool and District's local history in its early colonial and pioneering days. It provides the information that helps in an understanding the foundation that the city was built on, connecting the people of today to the pioneers of the past. The History of Warrnambool: Capital of the Western Ports of Victoria, From1847 up to the end of 1886 (when the first Government Land Sales took place) Author: Richard Osburne, "Proprietor of the Warrnambool Examiner from 1851 to the close of 1880" Publisher: The Chronicle Printing and Publishing Company Limited Date: 1887 (MDCCCLXXXVII) (Roman numerals are covered in tape) Edition: Original: Queen's Jubilee Edition Black fabric covered hardcover book with embossed gold titles on spine and front cover. The book is an invaluable reference for researchers of local Warrnambool history and has been used as a text book and reference book for local students. The book had two owners before it became part of the Warrnambool Public Library, and when the library closed down, the book was held by the Warrnambool City Council until, in 1974, it was transferred to the newly established Flagstaff Hill Maritime Museum and Village. This later book was named the Premier Town Edition, due to Warrnambool being awarded the title of Premier Town in Victoria in 1979-82 by the Premier of Victoria; it also received the inaugural award in 1959 and a later award in 1988-91. The inscriptions of two previous owners of the book, at least one of whom was a local resident, gives additional significance to this copy. ClippingFollowing the proposal at the previous council meeting to enter into negotiations for the purchase of Bedford Park Estate, comprising 26 acres, situated in Bedford Rd., Ringwood, the Mayor and the Town Clerk interviewed the trustees of the estate and the Mayor submitted to the meeting the price and conditions under which the property could be purchased. The Mayor, Cr. T. R. G. Williams, said the negotiations had been most satisfactory. The land was offered for £2,000, with £250 deposit and £250 per year, with the balance payable at the end of five years. The estate would prove a valuable asset to the borough, and could be used for a high school and a park.

Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The information contained in the Municipal Directories 1875 to 1885 is at variance to some extent with such Council records as are available for that period, and consequently cannot be relied upon for the years where the Presidents names have not been shown. shire of eltham archives, series listing, a. armstrong, a. beale, a. brinkkotter, a. donaldson, a.h. price, a.j. braid, c.h. bath, c.m.a. pelling (mrs.), c.t. bell, d.c. o'beirne, e.d. butler, e.h. cameron, e.j. andrew, e.p. harmer, f.e. griffith, f.v. squire, f.w. nankervis, g. love, g. robertson, h. dendy, h. hewitt, h. stooke, l.t. wilmot, j. cox, j. murray, j. barr, j. bell, j. fitch, j. herbert, j. lawrey, j. mealy, j. pape, j. ryan, j. smedley, j.b. shallard, j.l. beale, l. c. docksey, r. mcadam, r.a. bell, r.c. white, r.r. woolcott, rutter, s.s. addison, s.w. scott, t. armstrong, t. irvine, w. horris, w. hubbard, w. lorimer, w. morris, w. taylor, w.c. farrell, w.f. ford, w.g. gray, w.h. bradbury, w.j. taylor, w.v. houghton
