Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. This photograph depicts two members of the Beechworth Band at a 'Liedertafel' concert in the main hall at the Burke Museum in 1999. The concert related to an exhibition titled, 'From the Liedertafel to the Skating Rink: Entertainment in Beechworth 1852 - early 1900s', which celebrated the rich and diverse entertainments that were a part of Beechworth life in the nineteenth and early twentieth centuries. 'Liedertafel' is a German tradition that accompanied European settlers to Australia. It refers to a friendly society of men united by an enthusiasm for singing. The Beechworth Liedertafel was established 14 March 1894 at the London Tavern, Camp Street, Beechworth, by president, Mr. A.A. Billson, and a visiting conductor, Mr. H. Fielder. The Beechworth Brass Band was formed by Mr. H. Vandenberg in 1887. Marching bands, choirs, processions, circus acts, theatrical performances, races, fancy dress and roller skating carnivals, were among the vibrant and diverse entertainments offered in Beechworth during the gold rush period. Race meetings were revived with a gala atmosphere at Baarmutha on New Year's Day and Easter Monday in the early 1880s. 'Spiller's Skating Rink', which premiered at St. Georges Hall in August 1869, was accompanied by the 'Beechworth Fire and Drum band'. In 1888, Beechworth had two skating rinks in operation, the Columbia Elite at Oddfellow's Hall, and the Beechworth Skating Rink, corner Camp and Last Streets, Beechworth. Vandenberg's Beechworth Brass Band was reported to have provided musical entertainment for patrons at both venues.This photograph of the Beechworth Band playing at the Burke Museum is historically significant for the information it conveys about an exhibition at the Burke Museum between September and November 1999. The use of the contemporary Beechworth Band in a 'Liedertafel' performance provides insight into curatorial approaches at the turn of the twenty-first century and improves our understanding of how exhibitions use objects in the Burke Museum's Collection to tell stories about the past in the present. The story of Liedertafel's and Beechworth Brass Band is historically and socially significant for understanding the role played by German immigrants in building Victorian communities. This boat or dinghy is one of a few remaining boats made for Proudfoot’s Boathouse, 2 Simpson Street Warrnambool, on the Hopkins River, in about 1885. It was one of many rowing, fishing, sailing and picnic boats that were available to hire. Proudfoot’s Boathouse, a beautiful Victorian Period building, was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. Proudfoot’s was a very popular tourist destination for visitors coming from Melbourne to fish and row and enjoy afternoon tea. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. The dinghy was brought to Flagstaff Hill in about 1992 and restored to its original condition and painted in traditional paint colours of orange with dark green gunnel and black and gold pinstripes. Since that time it has been painted by Flagstaff Hill's boatbuilder.This dinghy, Proudfoot’s Boat, is significant for its association with Proudfoot’s Boathouse, which is listed on the Victorian Heritage Register, VHR H0620. “Proudfoot's Boathouse on the Hopkins River near Warrnambool is an outstanding example of a late-19th century boathouse complex with associated residences and jetties. Thomas Proudfoot first applied for a jetty licence in 1885 with a view to establishing a boating business on the Hopkins River. The early single-storey sections are thought to date from this period. The two storey second stage probably dates from 1893 when additions were constructed. The entire complex was designed and built by Proudfoot himself. The business remained in the Proudfoot family until 1979. The buildings were modified in the 1990s in the process of creating a sporting club on the site. Proudfoot's Boathouse is of architectural, historical and social significance to the State of Victoria. Proudfoot's Boathouse is of architectural significance as perhaps the finest example of a 19th-century boathouse in Victoria. Although recent modifications have reduced the intactness of the buildings, many original features remain. The beautifully ornamented buildings still provide an attractive instance of 19th-century leisure facility architecture. Proudfoot's Boathouse is of historical significance as an example of late-Victorian recreational and tourist facilities. Boathouses were popular 19th-century tourist and recreational attractions, providing refined and healthy activity. This boathouse shows the early realisation of the tourism and leisure potential of seaside towns such as Warrnambool, a potential that has become increasingly important as port uses have ceased and other industries have been subjected to financial pressure. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. Although the glory days of the boathouse were in the 19th century, those that survive continue to be well patronised. Proudfoot's Boathouse has been an important recreational facility and attraction for tourists flocking to the Hopkins River, one of the State's most popular boating and fishing resorts, since 1885.” (Statement of Significance is from the Victorian Heritage Register)Wooden vessel or boat, called a dinghy, known as Proudfoot’s Boat. At a public meeting in January 1917 the residents of the Shire of Moorabbin decided to appeal for funds for the purpose of erecting a memorial to the memory of the late Councillor William George Burgess, who died on 29 November 1916. The committee that was formed to oversee this project described Mr Burgess and his accomplishments: “Mr Burgess served the Shire of Moorabbin in the that capacity faithfully and will for upwards of 35 years. Mr Burgess was a resident of the shire since early boyhood and all through life either initiated or identified himself closely with every movement for the advancement of the district. The acquisition of the Bentleigh Reserve is evidence of his untiring energy and zeal, and it is now proposed to erect a brick pavilion thereon as a monument to the memory of one who had striven to leave the world, and the district in which he resided, a little better than he found it.” The “Burgess Memorial Pavilion” was opened on 13 October 1917. The pavilion was built of brick, with tiled roof, containing two rooms, one 12ft x17ft, the other 12ft x 9ft, a spacious verandah, supported by brick pillars was provided on two sides of the building. Unfortunately the Burgess Pavilion burnt down in June 1928. William Burgess was a Councillor for the Shire of Moorabbin for over 35 years, during which he was the President for five terms. William was a market gardener in Mackay Road, Bentleigh. The Hall family resided at "Fairview" Panton Hill in the 1920s. Hall was a Eltham Shire Councilor in the 1920s and was associated with the Eltham Shire war Memorial Tower Bulding Committee from 1924 to 1926. McInnes' reminiscences about the periods of his childhood spent visiitng the Hall family in Panton Hill in the 1920s are a rare first hand glimpse into the recreational, social and municipal life in the 1920s within the this rural area within the Shire of Eltham. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance.
