William Grant Junior was President of the Shire of Bacchus Marsh in 1901 when the Australian Colonies federated to become a federal nation state. Grant was a member of a prominent local family and was active in public affairs throughout his life. The federation of the Australian Colonies was a turning point in Australian history and as such its achievement was celebrated in a range of ways. A major step towards achieving Federation was the referendum of July 1899 which saw five of the six Australian colonies vote in favor of Federation, with Western Australia later voting in favor in 1900.Printed poster sized document certifying that William Grant of Bacchus Marsh voted in a referendum of Victorian electors on 27th the July 1899 on the question of an Australian Federal Constitution. Information about the dating of this photograph was provided by the 'Ask A Librarian' service of the State Library of Victoria. The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Are you in favour of the prayers and hymns selected by the Royal Commission being used?" Frances Rigg was a local business identity in Kew, at one stage managing the local branch of the English, Scottish and Australian (ES&A) Bank at 175 High Street from c. 1920 until the 1940s. After Francis Rigg’s death, the collection of buttons and medallions was inherited by his son, Ken Rigg (1922-2014). The collection was subsequently donated to the Kew Historical Society in 2015 by Francis' grandson, Adrian Rigg, at the time of the Gallipoli & Beyond Commemoration in 2015. The collection covers a period of almost 40 years. The majority of the buttons are patriotic buttons, issued and sold during and immediately after the First World World War (1914-1918) to raise funds for national and overseas causes. The collection also includes a number of locally significant sporting event buttons and sporting club medallions, issued in the 1920s and 1930s.Patriotic and other pressed tin buttons and badges were produced in large numbers in the first decades of the twentieth century. By nature, insubstantial and ephemeral, they have not always survived. The collections of badges, buttons and medallions in the Kew Historical Society collection is homogenous and yet diverse, ranging from buttons sold to raise funds for the war efforts in 1914-18 and 1939-45, to those used at festivals and sporting events. Because of the manufacturing process, many surviving buttons and badges have been affected by inadequate storage, suffering from oxidisation and physical damage. These survivors are now historically and socially significant artefacts, revealing much about the attitudes and values of the period in which they were produced. Their widespread distribution means that they are frequently significant at a local, state, national and international level.In 1916 the Australian Government called for conscription of Australian men as voluntary recruiting did not seem to be producing sufficient numbers to supply the front line. Referendums were held in 1916 and 1917. Both referendums were defeated and conscription did not occur. In 1999 a referendum was held in Australia to determine whether a Republic would be established with the Queen of England and the Australian Governor- General being replaced by a President elected by two thirds of the members of the Australian Government. The Republican referendum failed with 54.8 % of voters being opposed to the Republican model offered. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings. This is a biography of Price Warung by Barry Andrews. Price Warung (1854-1911), whose real name was William Astley, has a place in Australia’s history as a journalist, writer and campaigner for Federation. He worked for a great number of newspapers throughout Australia and began an association with the Sydney ‘Bulletin’ in 1890. At this time he wrote the powerful works for which he is best remembered – ‘Convict Days’, four volumes of stories about Australia’s convict period. The major theme of these stories is the sordid nature of the convict system. Astley became heavily involved with the Federation campaign, firstly as the Secretary of the Bathurst Federal League and then as the organizing Secretary of the 1896 Bathurst Convention. This convention is considered by historians to have given the Federation campaign a new and vigorous vitality. In 1898 Astley wrote most of the official articles publicizing the ‘Yes’ vote in the Federation referendum. Astley lived and worked in Warrnambool in 1883/4 (for about twelve months) as a journalist for the Warrnambool ‘Standard’. This book is of great interest as it documents the life of Price Warung (William Astley) who features in the history of Warrnambool journalism as an Australian writer of note who also wrote for the Warrnambool Standard. Examples of Astley’s journalism can be found in the Warrnambool Standards of 1883/4. He wrote lengthy articles in a free-flowing and attractive but verbose style. His two articles on the well-known horse stud and hop farm called ‘Bryan O’Lynn’ appeared in the Standard in October 1884. This is a hard cover book of 197 pages. It has a dark green cover with an image of a world globe and a Pegasus on the front. The printed title, the author’s name and the images are in gold print. The cover has a plastic overlay and a library label had been mostly removed from the bottom section of the spine. The book has notes on the author, a photograph of Price Warung, a Preface, Acknowledgements, Chronology, eight chapters on Price Warung, Notes and References, a Bibliography and an Index.
