Certificate ...William Grant Junior was President of the Shire of Bacchus Marsh in 1901 when the Australian Colonies federated to become a federal nation state. Grant was a member of a prominent local family and was active in public affairs throughout his life. The federation of the Australian Colonies was a turning point in Australian history and as such its achievement was celebrated in a range of ways. A major step towards achieving Federation was the referendum of July 1899 which saw five of the six Australian colonies vote in favor of Federation, with Western Australia later voting in favor in 1900.Printed poster sized document certifying that William Grant of Bacchus Marsh voted in a referendum of Victorian electors on 27th the July 1899 on the question of an Australian Federal Constitution. The body of the certificate text is surrounded on three sides by captioned photographic portraits of the Premiers of the six Australian Colonies. A British coat of arms is at the top of the certificate and at the bottom is an image of Parliament House in Melbourne, which includes a Dome, which was a projected feature of the building which was never actually added to the Victorian Parliament building.Across the top of the certificate: 'Australasian Federal Referendum July 1899'. In the centre: 'This is to certify that the question of an Australian Federal Constitution was submitted to the Electors of Victoria on the 27th day of July 1899 and that out of a Poll of 103,783 votes 152,653 were cast in favor of such Australasian Federal Constitution and further that William Grant, voted at the said election'. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Both referendums were defeated and conscription did not occur. ...Frances Rigg was a local business identity in Kew, at one stage managing the local branch of the English, Scottish and Australian (ES&A) Bank at 175 High Street from c. 1920 until the 1940s. After Francis Rigg’s death, the collection of buttons and medallions was inherited by his son, Ken Rigg (1922-2014). The collection was subsequently donated to the Kew Historical Society in 2015 by Francis' grandson, Adrian Rigg, at the time of the Gallipoli & Beyond Commemoration in 2015. The collection covers a period of almost 40 years. The majority of the buttons are patriotic buttons, issued and sold during and immediately after the First World World War (1914-1918) to raise funds for national and overseas causes. The collection also includes a number of locally significant sporting event buttons and sporting club medallions, issued in the 1920s and 1930s.Patriotic and other pressed tin buttons and badges were produced in large numbers in the first decades of the twentieth century. By nature, insubstantial and ephemeral, they have not always survived. The collections of badges, buttons and medallions in the Kew Historical Society collection is homogenous and yet diverse, ranging from buttons sold to raise funds for the war efforts in 1914-18 and 1939-45, to those used at festivals and sporting events. Because of the manufacturing process, many surviving buttons and badges have been affected by inadequate storage, suffering from oxidisation and physical damage. These survivors are now historically and socially significant artefacts, revealing much about the attitudes and values of the period in which they were produced. Their widespread distribution means that they are frequently significant at a local, state, national and international level.In 1916 the Australian Government called for conscription of Australian men as voluntary recruiting did not seem to be producing sufficient numbers to supply the front line. Referendums were held in 1916 and 1917. Both referendums were defeated and conscription did not occur. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. ...This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings.
