.1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Implementation of the PHIO involves a number of related activities including staff recruitment, equipment acquisition and transfer of technical responsibility. The 16th Light Horse Regiment was a Citizen Military Force unit located in North East Victoria with its Headquarters at Benalla. This uniform was worn by Lieutenant Colonel D J Hunter OAM RFD when serving with the 8th/13th Victorian Mounted Rifles. The Otago Mounted Rifles served in the Boer War. In World War 1 the Regiment fought at Gallipoli, then, later, on the Western Front they were part of 1 ANZAC Corps with elements of the 4th and 8th Australian Light Horse Regiments. The main text contains various administrative and procedural rules, sorted into two sections: a template for a constitution of an individual Mothers' Club, and a copy of the official V.F.S.S.M.C. organisational constitution. This 1966 edition of the Victorian Federation of State School Mothers' Clubs Rule Book was published by the Federation to standardise procedure in Mothers' Clubs across the state. In the 1960s, the V.F.S.S.M.C. was highly active in advocating for the improvements in state schools, which at the time were suffering from poor conditions caused by lacking funding, old buildings and little maintenance. The V.F.S.S.M.C. advocated for school libraries, specialist teachers and clerical help, smaller class sizes, and improving the safety of children at school crossings. The organisation was founded in 1925 as the Victorian Federation of Mothers' Clubs, rebranding to the name in this publication in 1959. Thomas Caradoc Rose Price CB was born in Tasmania 21 October 1842. Following a distinguished military career in India, in 1885 he was tasked with raising Victoria's military forces. The mounted arm was the Victorian Mounted Rifles. Contingents of the VMR served in the South African War 1899-1902. Colonel Tom Price commanded the 2nd Victorian contingent, 1900. Following Federation, the companies of the VMR were reorganised into Australian Light Horse regiments. Colonel Tom Price died in Melbourne 3 July 1911 aged 68 and is buried in Melbourne General Cemetery. These signature stamps were used by Ray O’Toole and Des Packer in their roles on Wodonga Council. Mr Ray O'Toole worked at Prahran, Springvale, Keilor and Yarrawonga Councils before joining Wodonga as Chief Clerk and accountant in 1972. In 1973, Mr O'Toole became Deputy Town Clerk and was appointed as the Chief Executive Officer in 1980. He retired from that role in1994 when all local governments throughout Victoria were dissolved by the Kennett government in a major reorganisation. Ray was elected as a Councillor to the newly formed Council in 1997 and served until 2005. He died in Wodonga on 2nd August 2022. After the First World War the defence of the Australian mainland lay with the part-time soldiers of the Citizens Military Force (CMF), also known as the Militia. The Militia was organized to maintain the structure of the First AIF and kept the same numerical designations. The Militia units were distributed in the same areas the original AIF units were raised. Consequently, Militia units were also known by the name of their shire. Thus, the Victorian 37th Infantry Battalion was the "Hunt Regiment", while the 52nd Infantry Battalion was the "Gippsland Regiment". Both were raised in 1921 and linked in 1930, forming the 37th/52nd Infantry Battalion. Presented, together with a new King's Colour, by Major-General JS Whitelaw, CB, CBE at a parade of the 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) held on the Esplanade, Perth, 26 August 1951. (Refer to item 7 for specific details relating to these new colours and for details of previous colours presented to 16th Battalion). 16th/28th Infantry Battalion became unlinked in March 1952 with both 16th and 28th becoming independent battalions within their own right Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. The battle honour for South Africa has incorrect year dates and should be "SOUTH AFRICA 1902". Reasons supporting this are:- • The Battle Honour "SOUTH AFRICA 1902" was originally granted under Military Order 123/1908 to the Goldfields Infantry Regiment of Western Australia. • Under 1921 reorganisation of the Citizen Forces, the existing units in the Goldfields area were formed into 16th Battalion (The Goldfields Regiment) to maintain the identity and traditions of 16th Battalion (AIF). This unit inherited the above battle honour. • All editions of the Australian Army List since 1927 have shown this battle honour for 16th Battalion as "SOUTH AFRICA 1902". Dark green with gold fringes. In the centre the battalion colour patch of a white over blue rectangle within a circle inscribed "SIXTEENTH BATTALION", surrounded with a wreath of Australian wattle and surmounted by the Imperial Crown. Below the wreath a scroll inscribed with the regimental motto "VINCENS". In the upper canton the Arabic numeral "16".
