A late afternoon storm on Christmas Day 2011. A flash flood occurred from significant rain fall and hail, which accumulated along an old waterway with floodwater submerging cars along Valonia Drive then down Grove Street flooding houses, through the Bible Street Reserve where it then submerged Main Road washing away the small railway trestle bridge opposite the reserve then flooding the Judge Book Village before finally entering the Diamond Creek. The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. This tiny picturesque building near the corner of John Street has served the community since 1878. At that time it served as an agency of the Heidelberg branch of the Commonwelath Bank of Australia. It has a small space inside measuring about 3.6 metres by 4.5 metres. It was built by George Stebbing who was also responsible for other heritage buildings nearby in Eltham. At that time the building, which inside measures only about 3.6m by 4.5m served as an agency of the Heidelberg branch of the Commercial Bank of Australia. The yellow and orange Victorian brick structure was built by Mr George Stebbing.1 Mr Stebbing, who also built the Anglican and former Methodist churches and the Shillinglaw Cottage, had come from England and lived in Pitt Street. The bank is a fine example of a once common but now rare building style – the single room bank. It compares with another in the municipality, also a former Commercial Bank of Australia branch, the timber Little Bank Building in Hurstbridge, built around the early 1900s.2 The Eltham bank, which was said to store gold from the Eltham - Research mining areas, has had exciting moments. A bullet hole still visible in a cedar bench testifies to the drama in 1949 when a youth held up the bank. After the 19-year-old opened an account as John Henderson, he walked to the door and then turned pointing a pistol. But it was shots fired by the clerk, Lindsay Spear, that saved the day, frightening the youth, who drove off empty-handed in a grey sports car. He was later apprehended and given a two-year sentence. Soon afterwards the agency was upgraded to a branch. However by 1954 the bank no longer needed the branch and the adjoining Methodist Church bought the building. It proved useful for the Church’s young people who furnished it and used it for their meetings. A youth club developed, led by young adult member, Ross Gangell. The building was also used as a Sunday School, which with junior membership numbered 27.3 Around 1960, Mrs Alma Bell, of the Methodist Church Women’s Guild, suggested using the building as an opportunity shop to raise funds for a chaplain at the Eltham High School. The women later asked the nearby St Margaret’s Anglican Church to help them in the shop. In 1960 the Eltham Combined Churches Opportunity Shop was established and staffed by Methodist and Anglican parishioners, notably Methodist Mrs Gwen Miller. The shop originally opened on Child Endowment Days to help the needy, but later for years, it opened twice a week. In 1962 it donated clothing and shoes to the Eltham Bushfire Appeal. By 1963 the chaplaincy scheme ceased. So the £450 raised was then donated to the Council for Christian Education and to the participating churches. Funds were also donated to local charities including the Eltham and Research Fire Brigades, the Austin Hospital Auxiliary, the Benevolent Society, the Red Cross and the Diamond Valley Hospital.4 In 2008 the Opportunity Shop volunteers continue to work together to help the local community. Although crammed with second-hand goods, the simple, almost stark interior, is still evident and is relieved only by a front rectangular window and an unused fireplace. Outside, the chimney, the corrugated iron peaked roof, and the surrounding varied plants, add to the charm of this sound building which continues to serve the community well.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This special report was prepared by Neville Betts, Occupational Hazard Management student at Ballarat College of Advanced Education in 1980. John Lawrence Coleman (1934-1965) born January 10, was the son of Raymond John Coleman and Hanna May (Gillet) Coleman. He married Margaret Frances Dare in 1955 and was the father of two children. He died whilst attempting to rescue an older man trapped in the bushfire at North Eltham on March 3, 1965 He died at Eltham (Herald, 4 March 1965, p3) [Picture of John Lawrence Coleman] Builder Mr John Lawrence Coleman, 31, of Main Rd., Eltham, one of three men burnt to death yesterday in the fire at North Eltham. The other two were XXXXX, 33 who lives opposite the Colemans and Mr William Elwers, 64 of Batman Rd., Eltham. * * * Frank Martin was a volunteer with the Eltham rural fire brigade at the time of the 1965 bushfires which burnt Eltham North and Research. Frank was asked to assist with the removal of three bodies from the back gully (now Orchard Avenue). They were badly burnt and one was found stuck under a fence as though trying to escape. Volunteers John Coleman Jnr, William Elwers and George Crowe were killed trying to protect Eltham from bushfire – they were local heroes. At the time, John Coleman Jnr was survived by his wife Margaret and two young children – John 11 and Vicky 2. Margaret Coleman lived in the family home until 1992 when she sold it and moved to Tasmania to be close to her son. She died in 1997 aged 65 years. 75 yr old Ken Gaston grew up on Edendale farm, which was originally a poultry farm but is now owned and run by the Shire of Nillumbik as an educational farm for schools and visitors. He was Captain of the Eltham rural fire brigade in 1965 when John Coleman Jnr was burnt to death in the Eltham North bushfires serving as an unofficial volunteer. He was able to draw where the original Wattletree Road was and at the time was verified with the location of some remaining bitumen and a post from the original bridge over the Diamond Creek located near the junction of the Diamond Creek and another small creek which is further down from Research or Christmas Creek as locals refer to it. The original Main Road ran behind Colemans before the railway line was built beyond Eltham in 1912. Bushfires rage in Victoria, Snowy: Three dead MELBOURNE, Wednesday.—Three people died today in a bush» fire which raged through North Eltham, about 15 miles from Melbourne. The victims were three men. A fourth man is feared to be dead. Another bushfire. sparked off by the heatwave sizzling over south-eastern Australia, is burning out of control in the Kosciusko State Park, in the Snowy Mountains. Firefighters fear that if it reaches pine forests up the Yarrangobilly River, they will be powerless to stop it. The three victims of the North Eltbam fire were trapped by flames in a valley. Their bodies were found only a few yards apart. They were named by police tonight as Mr. George Crowe, 78, of North Eltham, William John Ewers, 64, and John Laurence Coleman, 31, both of Eltham. The other two have not been identified. They are believed to be a man aged about 40 and an 18-year-old youth. At least 12 homes were destroyed by the fire, the worst in Victoria since 1962, when eight lives were lost and hundreds of homes burnt down at Warrandyte. At one time the township of Eltham was threatened, but a cool change swept in from the south and held back the wall of flames. More than 100 dogs, worth about £4,000, died when the fire raced through two kennels in Short Street, Eltham. and Upper Glen Park Road, North Eltham. A trickle of water Residents ran into the streets as the blaze raced towards their houses. Others frantically dug firebreaks around their homes. Mrs. Sue Recourt wept when firemen arrived while she was vainly trying to stop the flames with a trickle of water from the garden hose. A stack of firewood was blazing, but the firemen managed to save the house and rescue four goats. Many homes in Eltham were saved after flames had crept to within feet of their fences. Students at North Eltham State School had to be evacuated when the blaze threatened the building. Fire fighters were severely hampered by lack of water and narrow roads. The blaze, which began in above century heat, turned toward Wattle Glen, where two houses were gutted. Then the flames raced towards Hurstbridge to the north. Firemen battling desperately, controlled the fire late this afternoon. On that day one pilot up in a spotter plane said afterwards: "It seemed at times that half the State was on fire." This time, for three days on end, Gippsland men, women and children had moments of conviction that their towns would have blackened into anonymity before the weekend was out. The week began with horror at Eltham on the North-eastern edge of Melbourne. Eltham today is something of an artists' colony. Oil painters, water colourists, potters and sculptors proliferate. A number of University folk have emulated the example of Professor MacMahon Ball who pioneered the way by moving to Eltham and carving a home out of the bush in the thirties. Innermost Eltham is barely 14 miles from the G.P.O. Farthest Eltham stretches miles beyond. It served to illustrate the tragi-ludicrous truncation of Victoria's fire control. Part of Eltham is under the protection of the Melbourne Fire Brigade. But this responsibility ceases at some invisible and incomprehensible line — apparently determined by the meanderings of the water mains. At this point everybody's property throughout the rest of Eltham is dependent on the Country Fire Authority. Half an hour before midday on Wednesday, a fire suddenly started on the West side of Upper Glen road on the edge of Eltham. Before the fire brigade could arrive, it was burning on a widening front through timber and high grass north of Eltham. Two wind changes in rapid succession saw the fire leaping Diamond Creek. With a freshening wind it struck home after home in three streets. More than one of them exploded suddenly as if hit by an incendiary bomb. There is no piped gas in the Eltham area, hence many housewives use bottle gas. The flames outside caused the bottles to explode. Altogether twelve homes were completely incinerated and four more were badly damaged. Thirty prize dogs perished. About three hours after the fire started it raced suddenly down a gully hillside trapping an elderly man. Two other men apparently raced to the rescue. Flames caught the three men within yards of each other, not 200 yards off the Upper Glen Park Road where safety lay. They were burned to death. Next evening an angry and convincing secretary of the Fire Brigade Union, Mr. W. M. Webber, came on television and appealed to the people of Victoria to end the ridiculous and dangerous dualism in fire-fighting control. The Eltham fire, he said, had precisely illustrated the situation. The Metropolitan Fire Brigade area touched Eltham, but where the fire had gutted and killed, was just outside its area. Mr. Webber said his union had constantly urged one authority for the State with a complete reorganisation of fire protection. On Wednesday the union had repeated its call for an inquiry into fire protection in Victoria to the Chief Secretary, Mr Rylah. "No matter how close the liaison between the two organisations, there are always divided sections of thinking," Mr. Webber told viewers. "I don't know how much tragedy the com-munity can take before it demands that it is properly protected." Rumours that differences in gauge between taps and hose nozzles (as between the two authorities) accentuated the damage were denied by fire chiefs who said that all appliances were now carrying adaptors so that hoses could be linked to mains everywhere. But there is grave concern in the Metropolitan Fire Brigade's higher councils at the action of several Federal authorities with projects in and around Melbourne. They are installing non-standard equipment without reference to the State authorities or any dovetailing of appliances and equipment. Public alarm was not diminished by the publication on Friday and Saturday of a heart tearing letter from the young widow of John Lawrence Coleman, 31 year old father of two, who had died in the flames apparently trying to rescue the old man trapped in the gully. By that time, a Vast area of Gippsland was in flames and the troops had been sent in to back up the overworked and often helpless fire-fighters. By Saturday, the Leader of the Opposition, Mr. Stoneham, who has previously demanded a Royal Commission into fire-fighting arrangements, repeated his demand. To add to the Chief Secretary's worries he was publicly rebuked for allegedly implying on television that lives had been lost at Eltham because people went to the wrong place at the wrong time. In a letter to the Press, Professor MacMahon Ball pointed out that two of the men involved were experienced bushmen who had gone "to help an old man in great danger fully aware of the danger to themselves". As Victoria faced its sixth day of total State-wide fire ban, it looked likely that even official resistance was not going to silence the demand for one central authority to control the fire fiend. At the moment, the 400 square miles where two million Victorians live in Greater Melbourne are divorced from the rest of the State in planning, communications, equipment and control of personnel. No one doubts the whole-hearted co-operation and willingness to back each other up of the M.F.B. and the C.F.A., both at top-level and among the firemen themselves. However, when a city straggles so deeply into the country side, the absence of a single authority, to oversee and analyse the fire threat as a whole, suggests suicidal policy of divide and fuel. Fern gullies around Jehosaphat Gully Covered under National Estate. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p125 The magnificent Kinglake National Park, fringing Nillumbik’s north, is the largest national park close to Melbourne. Thanks to the vision and hard work of a band of local people, the park was created from what was rapidly becoming degraded land. Seeing a threat to Kinglake’s indigenous flora and fauna, several prominent local people campaigned for a national park, which was established in 1928.1 Since then, the park has grown through donations and acquisitions of land, from around 13,800 acres of land (5585ha) to 22,360 hectares. The Sugarloaf and Everard Blocks – of almost 8000 hectares – stand in Nillumbik and the park extends into Mitchell and Murrundindi Shires and the City of Whittlesea. Mt Everard commemorates William Hugh Everard, State member for Evelyn when the park was established. Before 1928, European settlers had degraded the Kinglake area, which was named after the celebrated English author and lawyer, Alexander William Kinglake. Remains of gold shafts and diggings in the park are reminders of Kinglake’s first settlers, who hoped to strike it rich at the gold diggings. But like other gold fields in this shire, they proved not very lucrative and soon timber cutting replaced mining in importance. However, before long, the accessible timber supply ran out, so in the 1920s agriculture took over – particularly potatoes and berry fruits – which involved large-scale clearing.2 The park’s instigator was retired Melbourne University Professor of Music, William Laver.3 As chair of the Kinglake Progress Association he began negotiations to have crown lands on the southern scarp of the Great Dividing Range reserved as a national park. Even before the park was proclaimed, from 1927, KPA members cut tracks to the major scenic points. Professor Laver was one of several people who gave land for the park, donating around 50 acres (20ha), including the Jehosaphat Gully.4 Laver chaired the park’s first Committee of Management, which raised money to employ a ranger and provide facilities, including tracks and roads for fire protection vehicles, toilets and shelters. The committee charged fees for firewood collection, some grazing of livestock, and visitor entrance, and obtained small State Government and Eltham Shire grants. In 1957 the State Government provided revenue for national parks. Then, in 1975, the State Government took over the management and the Committee of Management became an advisory committee, which disbanded in 1978. Originally, the park covered crown land in the Shires of Eltham and Whittlesea; then Wombelano Falls in Yea and other areas were added. In 1970 the park extended into the Shires of Eltham, Healesville, Whittlesea and Yea.5 Bush fires have been an ongoing problem. In 1939 hundreds of eucalypts and acacias had to be sown around the Jehosaphat Gully to rejuvenate the forest. To manage bushfires, the Committee of Management, then the State Government, worked closely with the Forestry Commission, shire councils and local fire brigades. Early national parks focussed on recreation. But by the 1980s, conservation, education and scientific research became more important, playing a vital role in preserving representative samples of the natural environment. Each year many thousands of people use the park’s extensive network of walking tracks amongst the protected plant and animal life as well as camping, cycling and horse riding. The park, along the slopes of the Great Dividing Range, has lookouts revealing magnificent views of the Melbourne skyline, Port Phillip Bay, the Yarra Valley and the You Yangs. Vegetation in the Masons Falls area includes messmate forest, Austral grass-trees, ferns and Hazel Pomaderris. In spring, orchids, lilies, everlasting daisies, correas, grevillea and heath appear. Around Jehosaphat Gully are wet and dry forest, fern gullies and banksia. Animal life includes wallabies, kangaroos, koalas, echidnas, possums, gliders and bandicoots. Male lyrebirds can be heard mimicking in the Jehosaphat Gully, particularly in the Everard Block in winter.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. 20th Eltham Community Festival and last under the auspices of the Shire of Eltham. The Grand Parade focussing on the theme "Echoes of Eltham - Celebrating the visions of Eltrham from the past and into the future" was headed by Jock Read on his horse Lofty who had been filmed in an Anzac Day Parade on an earlier horse which had featured in the television show Matlock. The parade travelled north along Main Street to just past the Post Office then back south to Panther Place. Following the parade is video footage from a helicopter of Alistair Knox Park, displays along Main Road and activities in Alistair Knox Park and the Rugby oval along with stationary engines, helicopter joyrides, Eltham People's Choir, music entertainment. Scenes also from the Diamond Valley Railway at Eltham Lower Park and finishing with the fireworks display. At the end of the video is a promotional video for Dynavision Video Production, a local video production company that produced the video and Diamond Photos (Kodak Express). One of the highlights of the festival was a tree planting ceremony in Alistair Knox Park to celebrate 123 years of the Shire of Eltham led by Shire President Cr. Roll of negatives of the Eltham Festival Parade as it progresses along Main Road past the Catholic Church heading towards Bridge Street. Floats included the Tasmanian Wilderness Society with the Save the Franklin River campaign, and Diamond Valley Railway celebrating 21 years of passenger service as well as the Victorian Police Marching Band. A well known Eltham identity, Jock Read was asked to lead the Eltham Pony Club contingent that year and the roll includes several shots of Jock on his horse, Lofty who was approximately ten years of age, his colour was still classed as a steel grey at the time before he went "white" quite a few years later. 1982: 16-17 October. “Pioneers of Eltham” and tractor (rain) Neswletter No. 27, November 1982 Although our parade entry did not win a prize this year, it was considered highly successful from a participation point of view. Despite some uncertainty as to just who was coming, members and friends kept appearing at the assembly area. As in the past years our friends from the Victorian Folk Music Club brought their instruments along and really added to the occasion. This year we concentrated on a rural theme with a tractor/trailer combination. Thanks to Peter Bassett-Smith for the tractor, Joh Ebeli for the decorations and friendly trailer owner Dennis McKay. Unfortunately the closing stages of the parade were marred by heavy rain. We just finished as the rain started but members scattered very quickly. This has prompted the suggestion for future parades that we have a tent or other suitable venue for members to gather after the event. This is worth following up. The cold driving rain provided a special problem for Peter in driving his tractor home to Kangaroo Ground. The Orbost Fire brigade was formed in 1919. With the help of some large donated funds a fire station was built in 1920. the foundation leader of ther Brigade was Captain George Hudson with Mr Jack Healey as secretary. A street procession was held on Saturday November 12 as part of the celebrations.This item is associated with the Orbost Fire Brigade an integral part of community support in Orbost. Fire at the Cathedral Hotel! Bird’s eye view These firemen on the roof of the Cathedral Hotel are very bold in their approach to firefighting! One heroically aims a firehose at the roof while another holds onto the flagpole with one hand as he walks around the narrow edge, three storeys up! Onlookers from adjacent buildings make the most of their front row view, and The Age reported that on street level, hundreds of people gathered to watch, enthralled by “a thrilling spectacle when three firemen walked along the stone coping on the top floor of the building and, despite the clouds of smoke and sheets of flame which shot through the roof they ripped off the hot slate tiles and provided an outlet for the flames”. The Cathedral Hotel was built in 1883 and demolished in 1966 to make way for the City Square. Research by project volunteer, Louise McKenzie: The Age reported on 4 March 1936 that the fire broke out in rubbish between the roof space and wooden ceiling of the Cathedral Hotel at 4.30 pm. “The Eastern Hill fire brigade was notified by telephone, and an almost simultaneous call was also received at fire brigade headquarters from a street alarm.” These red fire alarm call boxes were typically installed on street corners, and when the knob was turned, a pulsed electric signal corresponding to the box’s number was received at fire headquarters. A large detachment of firemen with full fire-fighting equipment, including two large extension ladders, were quickly on the scene, pouring vast quantities of water into the hotel, causing several hundred pounds of damage to hotel and guest property, but quickly bringing the fire under control. Lengths of hose had to be carried through the front entrance and up several flights of stairs. On street level hundreds of people gathered to watch, but were controlled by police in order to keep them at a safe distance and ensure that tram and motor traffic was not seriously disorganised. The crowd were enthralled by “a thrilling spectacle when three firemen walked along the stone coping on the top floor of the building and, despite the clouds of smoke and sheets of flame which shot through the roof, they ripped off the hot slate tiles and provided an outlet for the flames”. The firemen are noteworthy for their highly polished brass helmets, known as Merryweather helmets, based on those of French sapeurs-pompiers and introduced to the British Metropolitan Fire Brigade in London in 1868. Metal helmets are conductive, a safety issue as the use of electricity became widespread, so a composite cork and rubber helmet was introduced in London from 1936. In Queensland, traditional brass helmets remained in service until 1970. The firemen are very bold in their actions – one heroically aiming a fire hose at the roof of the building, another holding onto the flagpole with one hand as he walks around the narrow top edge of the roof, three storeys up! The onlookers from adjoining buildings are interested in the spectacle, rather than dismayed by the fire. Lettering around the building exterior reads "Cathedral Hotel - Erected 1883". Prominent signage for “Richardson’s whisky, brandy, gin & rum" sits along the edge of the roof. The Cathedral Hotel was located on the corner of Swanston Street and Flinders Lane. It was built in 1883, and its name derived from St Paul’s Cathedral on the south side of Flinders Lane. It was demolished in 1966 as Melbourne City Council wished to create a City Square. Robyn Annear notes that at the time, the development was referred to as “Whelan’s Square” due to the large number of buildings which needed to be demolished to create the Square. Ironically the Hotel had been the victim of a previous fire in 1917, when its then licensee, also named Whelan, was charged with two failed arson attempts. References: No title (1936, March 4). Fire at the Cathedral Hotel! Southward view Firemen in their shiny brass Merryweather style helmets battle a fire in the roof of the Cathedral Hotel, Tuesday 3 March 1936. It was located on the corner of Swanston Street and Flinders Lane and so named for its proximity to St Paul’s Cathedral, just visible at top left. The fire broke out in between the roof space and wooden ceiling of the hotel at around 4.30 pm, causing disruption to afternoon commuters – hence the banked-up trams along St Kilda Road. The hoses snaking across the roof have been dragged up through the hotel’s front door. The scene of devastation on the roof appears to be a result of both the fire and firefighting efforts. The panoramic background is dominated by the dome of Flinders Street Station, the wide, treed boulevard of St Kilda Road, and a densely built-up industrial area south of the Yarra with its elevated signage and substantial buildings. The photo gives a feeling of elevation, as the firemen are in focus, with an out of focus panoramic background, showing the dome of Flinders Street Station, and St Kilda Road down to the Shrine. Research by project volunteer, Louise McKenzie: The Age reported on 4 March 1936 that the fire broke out in rubbish between the roof space and wooden ceiling of the Cathedral Hotel at 4.30 pm. “The Eastern Hill fire brigade was notified by telephone, and an almost simultaneous call was also received at fire brigade headquarters from a street alarm.” The firemen in their dark uniforms with brass buttons, gold epaulettes and shiny brass Merryweather helmets, stand out against the broken slate tiles and dislodged timber of the damaged roofing, all of which look blackened and in disarray. Two pale water hoses snake thickly across the roof. It is a scene of some devastation and chaos. Three chimney pots by contrast sit plump and strong against the damage. The Cathedral Hotel is located on the corner of Swanston Street and Flinders Lane, so named due to its proximity to St Pauls Cathedral (just visible at far left) on the corner of Flinders and Swanston streets. This intersection is a hub and focus of Melbourne activity. The backgrounded Melbourne skyline, while not in clear focus, is of interest. On the right is the impressive dome of Flinders Street Station, with the clock at 4.50 pm. Its grand frontage, and some of the façade along Flinders Street, are visible. To the left is the wide and grand-scaled St Kilda Road, leading down to the Shrine of Remembrance. There are many trams on Princes Bridge (mostly heading northward), together with some trucks and pedestrians. The pedestrian walkway along Princes Bridge is wide, and the Bridge balustrade lined with flag poles. The middle background shows a large number of trees. This was the site of Wirths Brothers Circus, an impressive complex including an octagonal circus Hippodrome (5000 seat auditorium), Pleasure Park, roller skating rink, and Dance Hall. Today it is the site of the Melbourne Arts Centre. Adjacent to the station is a large covered area, still extant today as part of the Station precinct. Floating above the horizon is sign advertising 'DUNLOP', located in the formerly industrial area which is today’s Southbank. Port Phillip Bay is faintly visible in the distance. The city seems sprawling, but uncrowded, and well punctuated by trees. Mechanical resuscitation devices, such as the Pulmotor and Lungmotor, were popular in the early part of the twentieth century. Their use waned in the 1920s as significant bodies like the British Medical Research Council and American Red Cross refused to endorse them. The most popular of the resuscitators to emerge in the 1930s was the E&J (Ericson and Johnson) resuscitator. The device was soon widely available, vigorously promoted with support from many medical practitioners. They were soon to be found in hospitals, emergency services like the ambulance and fire brigade, and voluntary life-saving organisations. In Australia, Norman James, director of anaesthesia at the Royal Melbourne Hospital, developed an interest in equipment for ambulances and the resuscitation of drowning victims. Little in the way of practical, portable equipment was available to either the ambulances or the voluntary life-saving organisations, such as Surf Life Saving Australia (SLSA); American resuscitators, like the E&J, were expensive and bulky to import. James designed a simple portable resuscitation device for local use after being approached by Jack Conabere, secretary of the Elwood Life Saving Club (ELSC). The resulting Royal Melbourne Hospital resuscitator, or the R.M. resuscitator as it was marketed, was a simpler, manual version of those available overseas. It was gas driven with a plunger, marked “Press”, and a safety valve. The small working unit attached directly to the facemask. Once the patient was positioned facedown and the airway cleared of debris, the mask was placed firmly over the face. The plunger allowed gas to flow and lung inflation; releasing the plunger allowed expiration. This simple resuscitator was marketed by Commonwealth Industrial Gases (CIG) and became very popular in Australia with volunteer and professional rescue organisations. It represents one of the many innovations in resuscitation equipment that resulted from cooperation between volunteer life savers and medical practitioners. Norman James worked closely with Jack Conabere and the Government Pathologist to develop the equipment. ELSC was the first life saving club to use the resuscitator on the beach. While conducting an early training exercise on 23 December 1951, they used it to successfully resuscitate a man who had drowned after capsizing his home made yacht. The R.M. resuscitator was also used in more inventive ways. At Fairfield Hospital in Melbourne, a group of physiotherapists and doctors did some innovative work with polio patients, teaching them glossopharyngeal (or “frog”) breathing, as a means of becoming less dependent on ventilators. In 1981, the Australian Standards Association stated that the RM head failed to meet its revised standards and it was withdrawn from the market.
