Scouting started in Australia with some informal troops in Western Australia and Victoria in 1907. Scouting was established in Australia in 1908, the year the first Boy Scout training handbook Scouting for Boys was published in England. CHUMS Scout Patrols started forming in Australia in 1908 due to the circulation of CHUMS publication there. R.C. Packer and the Sunday Times in 1908 supported the formation of the League of Boy Scouts. It is no coincidence that the motto "Be Prepared" can be shortened to B. P. and Robert Baden-Powell, the founder of the Scout movement, used to shorten his surname into B.-P. In the third part of Scouting for Boys Robert Baden-Powell explains the meaning of the phrase: The Scout Motto is: BE PREPARED which means you are always in a state of readiness in mind and body to do your DUTY. Be Prepared in Mind by having disciplined yourself to be obedient to every order, and also by having thought out beforehand any accident or situation that might occur, so that you know the right thing to do at the right moment, and are willing to do it. This certificate was issued to the First Warrnambool Scout Troop in January 1914 for gaining third prize in Fire Lighting and Billy Boiling at the First Australasian Rally of the Boy Scouts Association held in Melbourne. The Warrnambool Troop was founded by Evan Jones, a local stonemason and the Rev. Norman Crawford, the curate at Christ Church Warrnambool. The exact date is not known but it would have been some time between 1907 and 1913. Today there are two scouting troops for boys in Warrnambool, the Warrnambool Tooram Troop and the Warrnambool Norfolk Troop. This certificate is of considerable interest as it is a very early memento of the Boy Scout movement in Warrnambool.This is a certificate mounted on cardboard. The certificate is white with a black scroll edging. It has an image of a Boy Scout with black printing and handwriting in black ink (now fading). This badge, which was used in the mid to late 1900's (Scouts started in Australia in 1909) clearly demonstrates that the families in the Kiewa Valley although slightly remote were still able to participate in one of the prime "boy" only social groups. The Boy Scouting movement brought together boys from all the socio-economic areas in the Australian population. The scouting group applied the concept of self sufficiency and friendship to all its membership. It was an avenue to cross the boundaries of distance and regional mores. Many of the boys in the Kiewa Valley and its regions would have been more "in tune" with the core principles of the scouting movement because being in a rural environment and "living on the land" was a day to day part of their life. What was an important aspect to they was the "mateship" and the belonging to a very large, and international, group of "like minded" boys. This avenue of interacting with a larger group of boys cut through the "small population" mores of a rural and at times isolated environment. This Boy Scouting activity was both mentally and physically significant to growing boys within the Kiewa Valley as it opened up the world to them.This brass badge has a front formed in a half circle base supporting a "Fleur de Leis" in a spear shape with "cut outs" at the appropriate places to provide the emphasis needed to project the form. Attached to the badge is a crescent moon shaped pronged frame for attaching the badge to lapels or collars or button eyelets. This uniform belonged to Jane Reid when she was a member of the 4th Kew Scout Troop. Jane joined Scouts in 1990 and was one of the first two girls to join Scouts in Kew. Prior to this, the Scout Section was restricted to boys only but was progressively opened to girls. Now girls are members in every section. The khaki shirt bears the Kew District badge on the right and the Scout Membership badge on the left. On the left sleeve is the patrol badge and target badges. These medals were struck to commemorate the feat of Colonel Baden Powell who, with his troops, defended the town of Mafeking in South Africa during the Boer War for 217 days. Robert Baden Powell (1857-1941) was a British Army officer who served in India and Africa from 1876 to 1910. In 1907 he founded the Boy Scout movement, now an international organization for boys and with his sister Agnes, founded the Girl Guide movement, also now internationally established.These medals are of local interest as they commemorate Colonel Baden Powell’s heroics in defending in 1899-1900 the town of Mafeking in South Africa during the Boer War. A Volunteer Fire Brigade was established in Kew in 1879 and a fire station established in Walton Street, Kew. The Brigade was formally disbanded by the Fire Brigade Act of 1890 and the volunteers replaced by a unit of the Metropolitan Fire Brigade in 1891. The building shown in this rare photograph was constructed in 1893. In the background can be seen a house on the corner of Walton and Peel Streets, one of two, built in 1893 for firemen of the Brigade. An article in The Weekly Times (1 April 1911) records that: "Kew Troop - A,S.M. Williams reports:- The troop under S.M. Kellett. marched to the Kew Fire Brigade station, to receive instruction in fire drill from Mr Gross, the officer in charge, but as he was unexpectedly called away, the S.M. S and A.S.M had to instruct the Troop. Every boy was taught how to sink the hydrant, and how to couple and uncouple the hose. The hose reel was then brought into action, and the boys were divided into sets of six, each division taking its turn in pulling the reel up a hill to the water plug, where the hydrant was quickly sunk by one Scout, two more uncoupling the hose and coupling it on to the hydrant. We have gained four recruits during the last week, and are expecting two more next week."This is a fine, original photograph, probably taken by a commercial photographer, showing the 1st Kew Scouts in front of the old Kew Fire Brigade building in Walton Street in 1911. The building, constructed in 1893 was later demolished in 1941. This is a rare historic photograph of the Station. An integral part of the Scout program is service to others and working with the fire brigade would have been just one of many such training activities enthusiastically undertaken by the Scouts. The fire station was replaced by the Belford Road station in 1941 and subsequently demolished.
