This is an old tin which has been used as a first aid box by a scout group in Warrnambool. It appears to date from about the 1950s. Today there are two scout groups in Warrnambool and one in Allansford. The Warrnambool Norfolk group has its headquarters at the corner of Raglan Parade and Kepler Street and the Warrnambool Tooram group has halls at the corner of Timor and Banyan Streets and in Otway Road. This tin is of minor interest as an item that belonged to a local scout group in the mid 20th century.This is a rectangular metal box painted cream but with the paint peeling. It became a boys club in 1920 but the scouts were reformed in 1926, the date of this certificate. This hat is one worn by members of the Boy Scouts. Warrnambool today has two Boy Scout groups and Allansford has one. This is a khaki felt hat with a wide brim The crown is folded in 4 sections with four eyelets. There is a brown leather band around the crown and a silver-coloured buckle and two silver studs. The band is adjustable and a piece of string with a knot is used for adjusting the chin strap and for hanging the hat on a peg. The chin strap is made of plaited leather and the inside is slightly stained. The hat is slotted into a wooden frame made of varnished plyboard. The frame is U shaped with two straight sides. A smaller added section of plyboard has been placed on top of the frame and this has an opening at the top to allow the hat brim to slot into the frame. This certificate was issued to the First Warrnambool Scout Troop in January 1914 for gaining third prize in Fire Lighting and Billy Boiling at the First Australasian Rally of the Boy Scouts Association held in Melbourne. The Warrnambool Troop was founded by Evan Jones, a local stonemason and the Rev. Norman Crawford, the curate at Christ Church Warrnambool. The exact date is not known but it would have been some time between 1907 and 1913. Today there are two scouting troops for boys in Warrnambool, the Warrnambool Tooram Troop and the Warrnambool Norfolk Troop. This book belonged to Evan Jones, a plasterer and stone mason from Warrnambool (born 1865). He and the Rev. Norman Crawford, the Curate at Christ Church, Warrnambool, began the first Boy Scout group in Warrnambool, the 1st Warrnambool Troop. When Baden Powell, the founder of the Boy Scout movement, visited Melbourne he presented Evan Jones with his scouting medal. The Boy Scout movement has been active in Warrnambool for over 100 years and currently there are two troops operating in the city - Warrnambool Tooram Scouts and Warrnambool Norfolk Scouts Evan Jones was also a Sergeant in the Warrnambool Garrison Artillery (a Volunteer Corps) and this partly explains his ownership of this book and his interest in military scouting. This book is of minor interest as an example of the type of book available early in the 20th century on military scouting. It is also of interest as a book belonging to Evan Jones, the co-founder of the Boy Scout movement in Warrnambool. This is a small book with a buff-coloured cardboard cover. It has red lettering on the front cover which is partly torn away at the right bottom edge. Many of the pages are also stained and torn away at the edges. The text includes sections on military patrolling in general and a section describing military patrols in the Boer War. There are several lift-out pages of sketches of patrols. Ellerslie Hall was established in Warrnambool in 1889, as one of the first private schools of the time. Apart from use as a private college, the hall housed the first classrooms of the Warrnambool High School (then Warrnambool Agricultural High School) for a period in 1907 then went on to be established as the home of the 3rd Warrnambool Scout Troup... in the 1920’s which had associations with the Toc H movement. The hall was also the location of the first Lutheran services in Warrnambool from 1933. In more recent years the property has been used as a residence and for office use. In 2023 the hall is being used by the Sanctuary Church.This journal represents a link to an important International movement, the Toc H movement. One of the founders, Tubby Clayton, visited Warrnambool in 1925 and again in 1952 when he stayed with Sir David Fletcher Jones who considered him one of the greatest spiritual influences in his life. This field First Aid kit is a mixture of items, some prepared for use in wartime, including World War One and some for use in peace time emergencies. The calico bag, produced by the Red Cross in Kalgoorlie, W.A., has been used by the State Emergency Service and at a later date by a scout group. The name, ‘S. Dempster’ is on the striped calico bag. Samuel Dempster was born in Ireland and was living at Panmure when he enlisted. He was attached to the 6 Ambulance training. This book was a prize given to Arthur Rogers in 1928. Arthur George (Bill) Rogers was the grandson of Joseph Rogers, a Warrnambool plumber and the son of Arthur and Agnes Rogers of Warrnambool. He worked in the advertising department of the Warrnambool Standard newspaper for nearly 50 years and died in 1995. It is presumed that the school that awarded the prize was South Warrnambool State School No. 1902. This school was established in 1877 with the first Head Teacher, Mrs Eliza Clarke. It was closed in 1994. The donor of the prize was South Warrnambool Football Club. This club was established in 1902 and has competed in the Hampden Football League since 1933. It is a successful club with many of its players going on to play in A.F.L./V.F.L teams. It could have been used by groups such as the Boy Scouts or most likely was used by local air raid wardens and other military personnel in World War Two. These medals were struck to commemorate the feat of Colonel Baden Powell who, with his troops, defended the town of Mafeking in South Africa during the Boer War for 217 days. Robert Baden Powell (1857-1941) was a British Army officer who served in India and Africa from 1876 to 1910. In 1907 he founded the Boy Scout movement, now an international organization for boys and with his sister Agnes, founded the Girl Guide movement, also now internationally established.These medals are of local interest as they commemorate Colonel Baden Powell’s heroics in defending in 1899-1900 the town of Mafeking in South Africa during the Boer War. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. This is a book given as a prize to Allan Scarfe in 1942 when he was in Form One at Warrnambool High School. Allan Scarfe, spelled ‘Alan’ in the book inscription, died in 2016. He was a teacher at Warrnambool High School/College for a great number of years and was an author of note. He wrote several works of non-fiction in conjunction with his wife, Wendy, and several novels, mostly crime fiction.This book is of interest because it belonged to Allan Scarfe, a resident of Warrnambool for many years, well-known as a teacher and a writer. It is also of interest as an example of the type of reading material favoured by young boys in the 1940s. This is a hard cover book of 224 pages. The cover is blue with black print on the front cover and spine and a sketch of a sailor on the spine. The dust cover is multi-coloured with sketches of scouts on the front cover and on the spine. The dust cover is ragged at the edges and torn at the bottom part of the spine. The dust cover also has lists of books published by Blackie’s Books. The book has several black and white plates scattered throughout the pages. John Gall Mainlands father John Mainland Snr. was born in 1835 in the town of Lerwick in the Shetland Isles off the coast of Scotland. At the age of fifteen, he migrated to the South Island of New Zealand where he trained as a carpenter/builder after settling in Oamaru where he soon became a prominent citizen. He was for many years the Chairman of the Hospital Board and Captain of the fire brigade (which he founded). Mary Gall, Johns wife had also migrated with her family from Glasgow Scotland in 1837 at the age of thirteen to New Zealand where she had met and married John Mainland and in 1866 John Gall Mainland the second eldest of their six children was born. After John Gall Mainland Jnr. had trained as a jeweller and watchmaker he also developed itchy feet and left New Zealand for Australia in the late 1880s eventually settling in Walhalla Victoria where he became chief of the fire brigade for ten years before moving to Warrnambool. Gertrude Emily born 1872 met and married John G Mainland after he had increased his skills to become an optician. In Jan 1892 opened a business in Liebig St Warrnambool the sign outside his premises read, (J Mainland Watchmaker Jeweler and Optician). While he was establishing his business and profession John had set about contributing to the cultural and business life of the Warrnambool community. One of his many community commitments was with the scouting movement where he became a King Scout and an original charter member of the Warrnambool Rotary Club.The clock was made by an early Warrnambool business identity who had also made an important contribution to the local community over the years through his involvement with Rotary as a founding member the fire brigade. Having an item that was made by John Mainland during the early development of Warrnambool and in such good condition is in itself significant, it's provenance is well established and it is another piece of local history that further tells a story of Warrnambool's cultural life and early development in the 1890s.
