The idea, development and maintenance of an Avenue of Honour followed the suggestion in 1918 to "memoralise the brave deeds of our soldiers" in World War One. It was planted in Main Road, formerly Maria Street, Eltham. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Produced c. 1910 by The Rose Stereograph co. This colourised photographic postcard shows the exterior of the administrative buildings at Mayday Hills mental hospital with three young boys in the foreground. This postcard forms part of the extensive Rose Series. (P. 4689) of postcards being produced by the Rose Stereograph co. which depicted landmarks from across Australia. Despite the early date attributed to this image, according to Walsh dates from this series place the postcards being produced typically between 1920-54. Mayday Hills Hospital, then known as the Beechworth Lunatic Asylum was constructed between 1864-67 designed by The Public Works Department. The hospital is made up of a number of buildings, landscaping, ha-ha, workshops, laundry, administrative facilities and farmland, it was constructed in 'Italianate' style by a team of up to two hundred and fifty workers (Woods p. 122). The asylum was established in response to the need for the regional shire to locally care for those particularly affected by their time working the Ovens goldfield during the Indigo Shire gold rush era where poor living conditions and isolation were significantly affecting the welfare of a great many people through poverty and lack of resources. The gaol and orphan labour systems were not able to effectively support to give housing, rehabilitation and ongoing care for the mentally ill, and transporting to Melbourne by waggon was a time consuming and counter-productive solution when the metro facilities were already overcrowded. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. Mayday Hills continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F. The copy of a letter written by Harry H. Simmonds of Huon notes that "the church existed in 1905. It was built by Hill and McCormack with timber donated by Mr Ned Dunstan on ground donated by Mr James Thomas probably in the late 1800s. It was possibly called a Methodist Church because the donor of the land was a Methodist. It was used by the three Protestant Groups and maintenance was paid for by an annual area collection.The house on the west side was a Presbyterian Manse for many years and the block of ground on the north side was known as the Manse paddock in which the minister grazed his cow and horse." In 1936 there was a fence between the Kiewa Methodist Church was the Presbyterian Church in Kiewa. Its Certificate of Title is Volume 5134 Folio 1026783 (Sept. 1942.) In 1952, the church was made of wood with an iron roof. In 1954. Request to Yackandandah Shire re a fence from Kiewa Consolidated School entrance to the unused hedge adjacent to the Church. In 1958 there was correspondence re 'the strip of land on each side of the Church.' Churches were an important part of life during the late 19th century and early to mid 20th century and were built in the centre of town as was this one. These papers give an understanding of the work involved in maintaining a church. The letters and 'book' give a lot of names of local families involved with the Methodist Church at Kiewa. Mt Beauty & District Meals on Wheels committee was formed on 6th Dec. 1967, possibly under the Elderly Citizens Welfare Council News (or Senior Citizens Mt Beauty) with service commencing on 16th July 1968. Volunteers transported meals from the Hospital Kitchen to the elderly and sick members of the community each day including weekends. Eventually the Shire managed the meals and roster until recent times when, in 2016, Alpine Health took over. Members of the Mt Beauty community recognised the need for meals to be delivered to the elderly and sick. They formed a committee and organised the means (rules, meals, containers, roster ) by which they could achieve their goal with volunteers and the Tawonga District Hospital. The first delivery was recorded by the press and was on film by AMV 4 Albury TV station for their local news. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. Correspondence over a four year period (probably an incomplete file) on the behalf of Henry Cairns of Moonee Ponds and property owner at Christmas Hills / Watsons Creek including copy of a survey of his land title in relation to complaint regarding the Shire of Eltham encroaching on his land to make a road and subsequent purchase of land. The road provided acccess to the property of Mr W. Clinton of Heidelberg and other properties at Christmas Hills. Note by H.G. indicates that the property discussed in file is Clintons Road (not stated in file), possibly named after 1938. In December 1937 Eltham Shire Council agreed to purchase a block of land at the intersection of the Christmas Hills -- Smiths Gully roads from Mr Cairns to provide an outlet for the road which ran through the Cairns property. In March 1928 Mr Clinton had previously offered to contribute a sum of money towards the cost of purchasing the Cairns block to permit the road to go into his property was intending to transfer the property to himself. A Councilor was reported as being astounded in The Advertiser, 11 March 1938, as the land was needed for a road. Cr Baird: "The road was only to help his sports" Mr W. E. Clinton (Bill) was one of the founders of the Rob Roy Hill climb which took place at his property at Christmas Hills.
