Otway Ratepayers' Poll on January 15. ...On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. Goods train arriving at Beech Forest, 1961 Photograph Langford, Weston ...From late in 1960 VR took what were the first definite steps to close the Colac-Beech Forest line. 1,101 tonnes of freight per year flowed from Colac to Beech Forest because of increasing competition from the roads. From 1 July 1960 onwards, when pulpwood (hardwood) stopped being shipped from Beech Forest, a maximum of only 7,000 tonnes/year would be shipped to Colac. Including special trips passenger revenue earned a little more than $200 per annum. The issue of second-hand sleepers stopped entirely and the two track gangs only patrolled the track and tightened loose bolts. The line did not earn its way and on 4 November 1960 it was recommended that services over the narrow gauge line be discontinued.The rear of a goods train from Colac arrives at Beech Forest on 9 August 1961. Norman Houghton. 1st ed. ...Colac was the centre of a spidery rail network over which were carted anything and everything by Victorian Railways, the common carrier throughout the area. The main line through the region was the 35 km rail route from Birregurra (and thence to Geelong) though Colac to Pirron Yallock (and thence to Warrnambool and Port Fairy) from March, 1877, to July, 1883. The first branch line ran from Irrewarra to Beeac in 1889, which then extended in stages to Cressy and on the Ballarat. The second branch line was the 31 km long Birregurra to Forrest in 1891. The cost of building railways into mountainous terrain meant the third branch line was a narrow-gauge 2 foot 6 inch line, first of all to Beech Forest in 1902, and then to Crowes in 1911, for a total of 71 km. The final rail connection was the 16 km branch from Colac to Alvie to facilitate the transport of onions, opening in 1923. Each line had its own character and peculiarities derived from its foundation, geography and economic base. As a general rule, the loadings on the branch lines had greater output tonnage than inwards, the reverse of the main line. The lines traversed agricultural and timber areas where inputs like seed, grass, fertiliser and labour were minor, compared with the output, timber, wool, cream, butter, cheese fruit, potatoes, onion, grain and livestock.Rail Centre Colac. The original township was surveyed in 1853 and named Middleton. ...Apollo Bay is a coastal town in southwestern Victoria. It is situated on the eastern side of Cape Otway, along the edge of the Barham River and on the Great Ocean Road, in the Colac Otway Shire. The original township was surveyed in 1853 and named Middleton. In 1881 the town was renamed Krambruk which was changed to Apollo Bay in 1898. The Krambruk Police Station was opened on 7 March 1888 in the Southern District on land opposite the site of the current Mechanics' Institute and changed its name to the Apollo Bay Police Station on 1 September 1990. It came under the Barwon District in 1948 and "Lima" Western District from 4 March 1990. In 1930 the police station was located to 29 Nelson Street. It was a seven-roomed weather-board dwelling on three-quarters of an acre of land. It consisted of six rooms of pine, lined and painted; one pantry; one bathroom and wash-house; one hall; one office and one W.C.. There was stabling for one horse and one cell for prisoners. It was staffed by one Mounted Constable. In the early 1970s land was acquired at 31 Nelson Street and a new police station was constructed. This was a three-roomed brick building with a cell block at the rear. By the time it closed in 2005 it had been extended twice. On 17 November 2006 the current Apollo Bay Police Station opened in its current location at 35a Nelson Street, on the corner of Cartwight Street). Thomas Stokes established a medal-making business in Melbourne in 1856 and from 1867 to 1893 he had a partner, George Frederick Martin. In 1962 the Stokes business became a public company and operates today in Melbourne. The medal was awarded at the Annual Show of the Villiers and Heytesbury Agricultural Association in 1877. One of the earliest agricultural associations in Victoria, the V.& H.A.A., the forerunner of the Warrnambool Agricultural Society, was established in 1854 and the first Warrnambool Show was held in 1855 at the first Royal Archer Hotel in Koroit Street. The Warrnambool Agricultural Show is still held annually. The medal, first prize for the best horse hay rake, was awarded in 1877 to the brothers, Thomas and William Rutledge, sons of Eliza and William Rutledge. The latter was a pioneer settler who came to the Warrnambool/Port Fairy district as the purchaser of the Special Survey, Farnham Park in 1841. His land stretched from Tower Hill to Dennington. William Rutledge Senior was a pioneer breeder of a Lincoln sheep stud, the owner of a mercantile business in Port Fairy, a member of the Legislative Council of Victoria and the pioneer developer of farming land around Tower Hill. His son Thomas (1846-1918) was a Warrnambool Shire Councillor who farmed in the Farnham Survey, living at Werronggurt . He went to the Geelong area at the end of the 19th century. His brother William (1849-1935) also farmed in the Farnham Survey, living at Farnham Park, He later lived at Airlie in Henna Street, Warrnambool and Sherwood on the Hopkins River and had land in the Otway Ranges. He later went to New Zealand.This medal is of considerable significance because of its age and its association with Thomas and William Rutledge and with the Villiers and Heytesbury Agricultural Association.This is a bronze medal with an image of agricultural implements, agricultural produce and farm animals on one side and etched printing on the other side. There is also printing around the edge of the medal. The medal has a small hole at the top for attaching the medal to a cord. The Warrnambool correspondent of the “Hamilton Spectator”, 31/1/1878, p4 attest to the price of a good season of potatoes comparing “favourably with the unsteady returns of any precarious gold-bearing quartz reefs in the colony.” A James Collins (1842-1918) is listed in the Pioneers’ Register, Warrnambool, Township and Shire ...This Miner’s Right, one of a pair of two in our collection, was issued post the rush of the 1850s-60s but is testament to the ongoing interest in gold although the great rush had dwindled. Local papers continued to report on findings and hopes of success, including syndicates and explorations across the south-west district of Victoria and Otways. As are numerous other Collins pioneer families of the district. This item is significant in that it illustrates that people associated with the region were interested in taking their chances in prospecting for gold similar to many others. A lure that is still present for some today. Although the southwest region found it's source of wealth in other industries from whaling and fishing, wool and other agricultural pursuits. Miner's Rights permit, one of two, This is a top to bottom upright image of a Miner’s Right. It is a buff coloured document printed in black ink. It was issued in “BALLARAT” and rubber stamped twice in red ink. The issue to “James Collins”, is dated “23rd August 1889” to “22nd August 1890”. The signature of the authority could be Bennet. All handwriting is script style in black ink. Looking from the front the lefthand side has a serrated edge. The back is printed in black ink and there are no “particulars of registration”. The Miner’s Right is from “Series J, Book No. 3, ticket “No. 15”. A “Colony of Victoria” coat of arms is displayed at the top of the document. An insignia runs along the lefthand side of the license featuring coat of arms with a kangaroo and emu, then a miner’s pick and shovel, two crossed Union Jack flags sit behind a monogram “VR” with a hanging set of scales supported by a sword.
