Maritime social historian R.W.H. Miller here explores the life of The Rev. John Ashley and his association with the foundation storyof the Mission to Seafarers, the work of which society is much admired by its present Patron, HRH the Princess Royal. The traditional story is that Ashley's son, out walking by the Bristol Channel with his father, in the early 1830s, asked how the islanders could go to church. Ashley went to see, and from the islands of Flat Holm and Steep Holm seeing large fleets of wind bound ships, asked himself the same question. The 41 alphabetic and numeric visual signalling flags (including ...The 41 alphabetic and numeric visual signalling flags (including substitute and answering pennants) have either square or pointed ends. They are made of bunting, a coarse fabric of worsted (open yarn wool) in various colour combinations. Some of the flags are marked with inscriptions, for example “B”. Attachments to the flags include hemp rope and metal clips. Each flag has its own galvanised canister and lid, each of which is painted grey and marked with a letter, number or word. The flags were used for communicating messages to passing ships. Knowledge of visual signalling was mandatory for all lightkeepers and all lightstations maintained a set of flags. Although used for centuries, visual flag signalling formally developed in the nineteenth century and was published internationally as a system in 1857. By the early twentieth century it had developed into an effective means of conveying all kinds of short range visual messages. The signal flags and canisters at Gabo Island form a complete set and are not historically linked to the lightstation and their provenance is unknown. It is known however that they originate from a lightstation in Victoria and for some years were on loan from AMSA to the Queenscliff Maritime Museum, where they were held in storage and not displayed. The octagonal signal station is a unique feature which is all the more important for its complete set of signal flags’. Cape Nelson Lightstation’s complete set of 41 alphabetic and numeric visual signaling flags (including substitute and answering pennants) are made of bunting, a coarse fabric of worsted (open yarn wool) in various colour combinations, and some of the fabric is hand sewn and bears inscriptions. Attachments include handmade wooden toggles, brass clips and hemp rope. -

The HMS Victory was built in 1765 and after serving active duty is now, in 2019, still a ship of the Royal Navy, in dry dock undergoing continuous restoration to preserve her for display as a museum ship, due to the vessel’s significant naval history. Battle of Trafalgar: On October 21, 1805, twenty-seven British ships of the line, led by Admiral Lord Nelson aboard HMS Victory, defeated thirty-three French and Spanish ships of the line under French Admiral Villeneuve. The battle took place in the Atlantic Ocean off the southwest coast of Spain, just west of Cape Trafalgar, near the town of Los Caños de Meca. The victory confirmed the naval supremacy Britain had established during the course of the eighteenth century and it was achieved in part through Nelson's departure from the prevailing naval tactical orthodoxy of the day. Conventional practice at the time was for opposing fleets to engage each other in single parallel lines, in order to facilitate signalling and disengagement and to maximise fields of fire and target areas. Nelson instead arranged his ships into two columns to sail perpendicularly into the enemy fleet's line. During the battle, Nelson was shot by a French musketeer and he died shortly before the battle ended. Villeneuve was captured, along with his ship Bucentaure. He later attended Nelson's funeral while a captive on parole in Britain. Admiral Federico Gravina, the senior Spanish flag officer, escaped with the remnant of the fleet. He died five months later from wounds sustained during the battle. It was prior to this battle that Nelson had issued his now-famous final orders to his ships in 12 separate flag-hoists “England expects that every man will do his duty”. This wood sample is historically significant for its association with Admiral Lord Nelson the Battle of Trafalgar. They are made of bunting, a coarse fabric of worsted (open yarn wool) in various colour combinations. Some of the flags are marked with inscriptions, for example “B”. Attachments to the flags include hemp rope and metal clips. Each flag has its own galvanised canister and lid, each of which is painted grey and marked with a letter, number or word. The flags were used for communicating messages to passing ships. Knowledge of visual signalling was mandatory for all lightkeepers and all lightstations maintained a set of flags. Although used for centuries, visual flag signalling formally developed in the nineteenth century and was published internationally as a system in 1857. By the early twentieth century it had developed into an effective means of conveying all kinds of short range visual messages. The signal flags and canisters at Gabo Island form a complete set and are not historically linked to the lightstation and their provenance is unknown. It is known however that they originate from a lightstation in Victoria and for some years were on loan from AMSA to the Queenscliff Maritime Museum, where they were held in storage and not displayed. In three of the six lightstations that Parks Victoria manages have sets of signal flags in their collections. Forty-one galvanised canisters with separate lids. The canisters are painted a grey/white colour and have either numbers, letters or words painted on the lid and on the cannister in black paint. There are variations in the style of canister and in the style of the inscriptions. -

The signal flags ...This photograph and a matching earlier photograph are the images of a painting of the British steamship SS Warrnambool at Dover Strait in the English Channel. The photographs were donated by the painting’s owner, who acquired the 30” x 56” (76 x 142.5 cm) oil on canvas painting in 1998. Both photographs were accompanied by a letter, one written in 2001, and the other in 2003. The letters confirm that the artist of the painting was Charles Keith Miller, signed with the initials “CKM” and dated “1893”. The painting shown in the photographs was a gift to the Town Council of Warrnambool, presented to Warrnambool folks in Melbourne on December 1, 1892, by the Captain of William Lund’s ship SS Warrnambool. The painting was given by Lund in appreciation of the Ladies of Warrnambool who had presented the ship with a ‘house’ flag bearing the Blue Anchor Line’s symbol of a diagonal blue anchor on a white background; the ladies had made the decision to present the flag only a month earlier. A few days later, December 6th, the SS Warrnambool was on its homeward journey to Britain, sailing via Adelaide. It anchored for a short time off the Port of Warrnambool. A boat was launched from Lady Bay to take a group of friends to the ship with a delivery of gifts. After cheers were roused for both the ship and the Captain, the ship continued on its way. The photograph shows the gifted white flag with a diagonal blue anchor flying from the masthead. The same symbol is painted on the ship’s black funnel. The signal flags on the foremast display ‘M’ ‘R’ ‘V’ ‘B’. These letters are most likely the ship’s call number ‘MRVB’. Although the painting was given as a gift in December 1892, it is post-dated “1893”. Perhaps the painting was given earlier than anticipated; or the date added later, but whatever the reason, the provenance of the painting was confirmed at auctions of this painting and other works by the same artist. CHARLES KEITH MILLER 1836-1907:- Captain Charles Miller left his home in Scotland at the age of 15 years for a life at sea. He earned his Master’s Certificate ten years later. After being the captain of sailing ships he moved over to the steamships because they were faster. In 1866 he married and settled in Glasgow. Over the following eleven years he and his wife had five children, then sadly his wife passed away. Captain Miller returned to the sea for a while but in 1888 he gave up his sea life to spend his time as a marine artist. His understanding of seafaring life and vessels, combined with his artistic skills, gave him the ability to produce fine art and several galleries and museums have collections of his sought-after works. S.S. WARRNAMBOOL 1892-1925:- The steamship SS Warrnambool was built in 1892 by the Sunderland Ship Building Company for the Lund Line of London, founded by William Lund in 1869. It efficiently carried both passengers and cargo across the world to Australia, under the command of her master Captain Joshua Edward Iibery, who had many years of experience with the Blue Anchor Line. The company, referred to as the Blue Anchor Line or BAL, owned a fleet of both sail and steamships. The funnels of all of the steamships were painted black, with a white band around the top bearing a diagonal blue anchor and chain. The company’s house flag was also white with a diagonal blue anchor. The SS Warrnambool carried passengers and cargo in a ‘no frills’ service to and from Europe around the Cape of Good Hope, stopping at some ports in between. The ship was involved in bringing home returned solders in 1895. At one time it carried a doctor from Victoria, Australia, to assist at the war front in South Africa. The ship had a very good reputation for its cargo arriving ‘almost always in excellent condition.’ Exported goods from Australia included iron safes, flour, wool, apples, frozen rabbits, butter, cheese, pork, cattle, poultry and sheep. One remarkable delivery contained Ostriches for Queen Victoria and they survived the journey well. The SS Warrnambool was sold in 1900 to the British and South American Steam Navigation Co. Ltd of Liverpool and was renamed ‘Harmodius’. The company was managed by R.P. Houston & Company of London and its Houston Line funnels were red with a black top. The Harmodius was sold in 1919 to K.S.S. Co. Ltd, managed by Kaye Son & Co. Ltd. of Liverpool, and was renamed ‘Kut’. The line had black funnels with a white ‘K’ in a diamond or between white stripes. In 1926 it was purchased by T.W. Ward Ltd. and broken up. NOTE- other vessels named “Warrnambool” Two other vessels carried the name “Warrnambool” (1)- HMAS Warrnambool J202 (1941-1947), a Bathurst Class corvette vessel owned by the Royal Australian Navy, destroyed by a mine. The photograph is significant for its association with the painting "SS Warrnambool" by well-known early 20th century marine artist Charles Keith Miller, whose paintings are well valued. The painting and the photograph of it are namesakes of Warrnambool and are connected through the gifts exchanged between the ship company owner, the City of Warrnambool and the Ladies of Warrnambool; the House Flag and the painting by C K Miller. Appears to have been stored in the old stables for a number of years.The rectangular wooden cabinet has the distinctive features of a flag locker, comprising numerous open compartments of the same size each for storing a signal flag of a unique design. It has three internal shelves and a bench top, and is painted grey, a colour that is used for many of the wooden utilitarian furnishings in the six lightstations Parks Victoria manages. The cabinet, without its flag contents, was found in storage in the old stone stable building and is highly likely to be original to the lightstation. A wooden flag locker is held at Wilsons Promontory Lightstation. A wooden locker comprising two sections of 16 pigeon holes and four cupboard doors is held at Cape Otway The two flag lockers at Cape Nelson Lightstation are included in Victorian Heritage Register for contributing to the significance of the lightstation. The Nelson, Otway and Promontory lockers have associated sets of flags which are original to the lightstations. The Gabo Island cabinet has second level contributory significance for its provenance to the lightstation.Timber cabinet painted grey, partitioned with numerous open compartments of the same size . -

Only the top portion remains. The former fixture is the tapered top section of the wooden flagpole that formerly stood at the front of the head keepers quarters. There is a hole with attached metal pulley near the top which allowed for hoisting the flags to signal passing ships. Signal flags were hoisted on the flagpole and were used to communicate with passing shipping. Messages were then relayed by the overland telegraph line to Eden. Remains of black paint provide evidence of the blackout measures implemented during World War 11. The pole is currently fixed to a stand to allow for its display.The pole remnant has second level significance for its historic value and provenance.Top sction of a flagpole. At the top it is tapered and fashioned into a square section. Near the top of the pole is a hole with a metal pulley inside. There is black and white paint flaking off leaving bare wood. -

Their purpose-built, grey painted wooden locker is divided into forty-two pigeonholes, each holding one of the rolled up flags. It is simply built and stands on short legs and was originally open-fronted, but has since been covered with a protective clear Perspex panel. The set of alphabetic and numeric visual signalling flags (including substitute and answering pennants) are made of wool in various colour combination designs, with canvas sewn to one end that is threaded with hemp rope. Some of the flags have metal clips attached to the rope. The flags were used for communicating messages to passing ships. Knowledge of visual signalling was mandatory for all lightkeepers and all stations maintained a set of flags. Although used for centuries, visual flag signalling formally developed in the nineteenth century and was published internationally as a system in 1857. By the early twentieth century it had developed into an effective means of conveying all kinds of short range visual messages. Most flags are in good condition and their first level significance is enhanced by their completeness and integrity as a set still housed in their original locker, and by the signal charts that remain in the museum collection which offer further insights into visual signalling.1 - 42. It was in use until he became a locomotive train driver in 1987, when guards no longer worked on the trains.The leather satchel has local significance as it was used by a guard on the Victorian Railways in Wodonga and the railway was an important factor in the development of Wodonga. It also has state significance as part of the Victorian railways equipment for train guards, and is representative given that it's a complete kit with the green signal flag, lamp and the instruction manuals, report sheets, rubber stamps and books in the satchel.Brown leather Victorian Railways guard's satchel, with a leather handle and shoulder strap. There is a rolled up green signal flag attached behind the handle on the top and a dark blue metal lamp attached to the front of the satchel. The lamp has a green filter in front of the bulb, so it would emit green light. The raised letters "V.R." are located on the front and top surfaces of the blue metal lamp, and the number "2749" is engraved on the back surface. The name "B. RYAN" is engraved in the front surface of the lamp. The number "2544' is stamped into a brass plate on the front of the satchel. There is a semi-circular red painted iron disk hinged to the front of leather satchel with a cut out area in the centre to show the number on the brass plate. The lamp is attached to lower rim of the semi-circular red painted iron disk. Inside the leather satchel there are instruction manuals, report sheets, rubber stamps and books relating to the work as a guard on the Victorian railways, as the satchel was used by the donor Barry Ryan when he started working as a guard for Victorian Railways in Wodonga in 1972. Hobart was expecting, at any moment, counted battery fire from North Vietnamese coastal batteries after radar stations on Hainan Island, Near Haiphong Harbour and at Vinh had locked onto Horart's position with very accurate triangular positioning. Lt Masterton was informing Gibbons of the incoming enemy fire and was worried he (Gibbons) was not wearing a helment, gibbons, most respectfully advised Lt Masterton that he could not operate his cameras with a helmet on. On October 21, 1805, Admiral Lord Nelson led the British Navy to victory against the French and Spanish navies in the Atlantic Ocean. The event became known as the Battle of Trafalgar. To commence the battle Nelson commanded his now-famous flag signal “England expects that every man will do his duty”. Nelson’s signal was transmitted from his ship HMS Victory in 12 separate flag-hoists, according to Sir Home Popham’s Telegraphic Code that had been supplied to the fleet as an experiment, with the numerical flags of the Admiralty official Day Signal book (1799 issue). The signal flags comprised eight that represented whole words and four that represented single letters - [ENGLAND] [EXPECTS] [THAT] [EVERY] [MAN] [WILL] [DO] [HIS] [D] [U] [T] [Y]. Nelson’s signal was received by the ‘reporting frigates’ who would then send them on to the other vessels. The signal was recorded by Captain Henry Blackwood who was in command of the HMS Euryalus. Captain Blackwood led a squadron of frigates, reporting back to Nelson on the movement of the French and Spanish fleets. Nelson’s famous signal was recorded in the log book of Euryalus and repeated to other vessels. The original log book is a canvas-backed manuscript written up from hour to hour during the battle. It is in the Nelson Collection at Lloyd's. Lloyd’s of London is a large insurance company in the United Kingdom. In 1803 Lloyd’s founded the Lloyd’s Patriotic Fund to honour the brave and provide for the wounded and dependents of those killed in major Napoleonic battles. Over the years Lloyd’s has accumulated an assorted collection of artefacts and memorabilia associated with Nelson, including this log book from HMS Euryalus. In 2003 Lloyds created a temporary exhibition to mark the bicentennial of Nelson’s Battle of Trafalgar. The display included key items from the Nelson Collection celebrating Nelson’s role in British Naval History. Lloyd’s now has a department called The Nelson Collection and Heritage Floor where historical artifacts are displayed and the story of Lloyd’s 300 years of history is told. This document, being a reproduction, is not significant in itself. However it's content is of historical significance for its connection to Admiral Nelson and The Battle of Trafalgar. Through the leadership and victory of Nelson, the British obtained the mastery of the seas over the French and Spanish and opened up the way for Britain to colonise many countries including Australia. Morse code was invented in the 1830s by American, Samuel Finely Breese by using electrical signals to quickly transmit information over a long range. In the early 1890s Italian inventor, Guglielmo Marconi improved the technology to the point where it became an essential device used for commercial and government purposes. The first practical applications were demonstrated with maritime messaging, where this simple mode of communication was seen as a timely replacement for the historic practice of signaling by flags, lights and foghorns. Cape Schanck has an earlier Morse code key, which is original to the lightstation (CSLS 0035), and Cape Otway has another early example although its provenance to the lightstation has not been formally verified (COLS 0074). Certificate - Federation Celebration Rolfe invitation, 1901
This invitation to a ‘Conversazione’ to celebrate the Federation of the six colonies in Australia into the six States of Australia in 1901 was sent to the invitees after the event to keep as a souvenir of the occasion. The event was hosted by the Government of Victoria. The certificate was designed by George Brougham Austin, a Melbourne architect and artist employed by the Victorian Department of Public Works. He also designed many of the public decorations displayed in Melbourne during the Federation celebrations. Austin’s original work was lithographed by an artist at Sands and McDougall, Melbourne. This particular invitation was sent to George Rolfe and his wife, Annie. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. By the early 1880s he owned 50 acres of land in the town and some nearby farming properties. He used the building on the ]and near the mouth of the Hopkins River as holiday accommodation and called the property, Lyndoch. He improved the property with the additions of stables, jetty, boathouse, bone and chaff sheds, reservoir and windmill and extensive gardens. Rolfe spent most of his later life at Lyndoch. Today the property is the site of an Aged Care facility. This certificate is of considerable importance for two reasons: 1. It is an important and attractive memento of a signal event in the history of Australia – the Federation of the States in 1901. 2. The certificate was an invitation to Mr and Mrs George Rolfe. George Rolfe was a prominent Warrnambool person in the late 19th and early 20th centuries. This is a multi-coloured certificate printed on a cream-coloured card. The certificate has an image of the Exhibition Building surrounded by an ornate border of heraldic shields, portraits of the Duke and Duchess of Cornwall and York, views of the six capital cities of Australia, native flora and fauna, the Royal Crest and the Crest of Australia.
