Sir Edmund Herring had a military career before becoming the Chief Justice of Victoria in 1944. While he returned to the Law between the wars, becoming King's Counsel in 1936, he continued his military associations through Australian Militia Forces, rising to colonel by the start of the Second World War. After his retirement from the Bench, he continued in his many public activities, including trustee of the Shrine of Remembrance and the Australian War Memorial and a member of the Melbourne Grammar School Council, as well as Lieutenant Governor of the State of Victoria, a position he held from 1945 to 1972. Herring was also an outspoken social critic; between the wars he had been a member of the White Guard, who were a far right group acting against communism. During the Cold War period of the 1950s, Herring spoke out in favour of the British Empire and the American alliance. The portrait of Sir Edmund Herring is the second one that Sir William Dargie (1912-2003), completed of Sir Edmund; his first effort in 1944/45 won the Archibald prize. Dargie won the Archibald prize a record eight times. His fame as a portrait painter was not without controversy, as he was considered ‘safe’ and the favourite of conservative sitters, particularly as many of his Archibald winners were of ‘Captains of Industry’. While no Archibald prize was awarded for this portrait, it is an interesting counterpoint to Dargie’s 1944/45 portrait. Established by George Guthrie in 1857 (about 5km north of its current site) and then again seven years later in 1864 after it initially closed, Bendigo Pottery remains one of the most influential and longest running Pottery’s in Australia. Over the years the Pottery has contributed to the growth and development of the district through both its products including building products, table ware and decorative and commemorative war as well as artistically, being responsible for training and supporting many potters locally. The City of Greater Bendigo has had a long history of partnering with Bendigo Pottery and the Civic Collection holds a number of important items within its collection. This Sir Edmund Barton 'reform' flask was one of a limited edition character bottles produced by the Pottery to commemorate his contribution to Australian politics. Edmund Barton became Australia’s first Prime Minister on New Year’s Day 1901, at a huge public ceremony in Centennial Park in Sydney. Reform flasks were English salt-glazed stoneware flasks produced in the early 19th century shaped into the form of figures connected with the Reform Bill of 1832. Much was made of puns like ‘the spirit of reform’ at the time. Artist John Frith has taken the reform flask form as inspiration for a series of political ceramics of some Australian Prime Ministers. 'Whitehall' Cenotaph in Charing Cross. It was the idea of Colonel Sir George Lansell who approached Lady Emily Lutyens - trustee in the estate of her late husband, Sir Edwin Lutyens, who designed the Whitehall Cenotaph - requesting permission to erect a monument on similar lines in Bendigo, and outlining the reasons. Permission was readily granted. It was a replica constructed in Stawell stone and is the only replica of the Whitehall Cenotaph to be erected in any part of the world. The decade that began in national and domestic uncertainty was to end on a fancifully resolute moment, when Kew Council decided to apply for a gold mayoral chain. While most cities had previously been gifted mayoral chains by the Victorian Government, Kew had passed up an earlier opportunity in 1933. In that year, councillors had asked the Town Clerk to investigate whether previous mayors were willing to donate a gold link for the chain on which their name would be inscribed. Either the answer was negative, or else the Great Depression unnerved the decision makers. Hawthorn councillors, in contrast, accepted the offer of a gold chain, contributing the cost of the enamelled central medallion, while twenty former Hawthorn mayors agreed to each donate a link. At a Special Meeting of the Kew City Council on 22 August 1949, the Lieutenant Governor, Sir Edmund Herring presented a gold mayoral chain, worth £250 to the City of Kew. Contemporary newspaper accounts recorded that sixteen former mayors, or their families, donated a link inscribed with the name and term of its owner. Tom Mitchell was a strong supporter of trans-Tasman ski competitions and in the early 1950s visits between local clubs became common. In 1953 a team from New Zealand visited Falls Creek for the first time. This was only a few months after Edmund Hillary and Nepalese Sherpa Tenzig Norgay became the first climbers confirmed to have reached the summit of Mount Everest. Toni St. Elmo, supported by Tom Mitchell proposed that a peak on the Bogong High Plains northwest of Mt. Nelse should be named Mt. Hillary in honour of the New Zealander's success. He also suggested a ceremony should be held during the visit of members of the New Zealand Ski team to Australia in September 1953. A photo of the official party at the planting of the Olive Tree of Peace in the Western Lawn of the Shrine of Remembrance in 1973. Although the back of the photo says "Planting of Lone Pine tree" it is believed that it is wrong and this photo belongs with the Olive Tree of Peace photos (see 00478 and 00479). 1973 was the Golden Jubilee year of Legacy. The names on the front of the photo mentions Sir Edmund Herring who was Lieutenant General of Victoria for 27 years, which is deputy to the Governor, so he was probably acting on behalf of the Governor at the ceremony. Herring was a renowned Australian senior officer in World War II. In September 1942 he became commander of New Guinea Force. He also served in World War I, earning the Distinguished Service Order and the Military Cross.
