More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded." "We feel sad that this situation exists even though we have done everything possible tio represent the views of our community, whilst maintaining the integrity of the planning process."The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Timber splitters were vital to the construction of buildings across colonial-era Victoria, cutting palings and other materials from harvested local timber. ...The men in the larger photograph may be the eponymous Paling Splitters. Timber splitters were vital to the construction of buildings across colonial-era Victoria, cutting palings and other materials from harvested local timber. They spread rapidly eastwards from the 1860s as demand for wood grew, endangering favoured tree varieties like the mountain ash and messmate from camps in rural areas with little to no regulation. Finally after an 1897-1901 Royal Commission, in 1907 the State Forest Department was created to regulate splitters. Timber splitting was replaced over the first half of the 20th century by the introduction of steam powered sawmills deep in the forest, connected to the market by small timber tramways. This photograph is likely from the late 19th or early 20th century.Timber splitters were vital to the construction of most 19th century Victorian towns and settlements, Emerald included; this photograph captures the lifestyle of such workers,. potentially from this area where much of Melbourne's timber supply originated.This item is a collage of two black and white photographs adhered to a cream piece of card. The card has an underlined annotation in the bottom right and no other writing. The photographs are bordered by a black line and a green line, both apparently ruled but handdrawn. The reverse of the card is blank besides its museum accession number. The tool was used to remove a tyre and replace it onto a split wheel rim. After the air was let out, the safety rim key was pulled. The swing arms were spread out and the three arms evenly spaced around the rim. The single arm with the screw gear needed to be close to the split so that the hooks fit on the rim and the rim was then pulled inward and the tyre could be be removed from the rim. After the tire was repaired or a new one was ready to be put on the collapsed rim the tool was used to push the rim back together and the safety key could be reinserted. A rim splitter were a universal type tool used for many cars of the 1920's and 1930's.A cast iron rim splitter which has two hinged side arms with hooked ends. The barn was reputedly made from timbers split from only one messmate tree. Originally the home of Isaac Jeeves, brother of Ellis Jeeves, ‘Shiloah’ was enlarged to take guests in the early 1900s. It was situated close to a beautiful fern gully and Isaac and his family capitalised on this by setting out walking tracks through the ferns. They charged 1/- to walk through and this included afternoon tea in a garden setting. ‘Shiloah’ was a popular tourist attraction but the making of the Olinda Creek Road destroyed the fern gullies and, by the 1930s, it was all finished. John Lundy-Clarke grew up in the Kalorama/Mt Dandenong area and later in life (1972-74) began to write a comprehensive history of the area working from an original settlement map in an effort to cover all areas.Black and white photograph showing a large wooden structure surrounded by trees.
