The history starts with the following: The Ballarat College of Advanced Education was formed in 1976 by the merging of the State College of Victoria at Ballarat and the Ballarat Institute of Advanced Education. Each of the two institutions forming the Ballarat College of Advanced Education had a unique history of Development. The parent body of the Ballarat Institute of Advanced Education was the School of Mines and Industries, Ballarat. The original school was founded in 1870 by the Ballarat Mining Board with the support of local residents interested in assisting the then flourishing gold mining industry by training personnel for all levels of mining activities. The first awards were at the professional diploma level leading to Associateship of the School of Mines were made in 1896 to various branches of Engineering, Metallurgy and geology. ... Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development.
