In 1852 Stephen Charman purchased 160 acres bounded by Charman Rd and Balcombe Road in an area called Spring Grove, later Cheltenham. A spring ran through the land providing a good source of water. Stephen aged 21 years had arrived in Melbourne 1842 as one of Henry Dendy’s emigrants . His Ship passage was paid by the Colonial Land and Emigration Commission and in return he was required to work on the land of the Henry Dendy Special Survey Brighton 1841. However Henry Dendy could not provide enough work for all the emigrants that arrived and Stephen had to obtain other work. Then sadly his young wife Harriett and their infant died. 1850 Stephen married widow Mary Gettens, a Publican in Little Collins Street, with 5 children. Stephen & Mary built a wattle and daub hut and established a market garden producing marigolds for Martin & Pleasance Pharmacists, Melbourne. They had 7 more children and built a weatherboard cottage that was used for early Methodist Church services. Stephen donated 1 acre to the Methodist Church in 1855 for Chapel , School and Cemetery. The picture of the weatherboard cottage was on, a road which runs from Cheltenham to Mentone it bears their name. Charman Road. Mary died in 1870 and Stephen remarried 1878 and died in Gippsland 1906. Stephen and Mary Charman were pioneer settlers in the area of Spring Grove later known as Cheltenham . Further research: Betty Neil Smith (Stalker) was born in 1919 in Balwyn (Surrey Hills). She was one of 4 daughters of Alexander MacLaren Stalker (1885-1970/1973) and Charlotte Eleanor Hayward (1884-1953) who were married in 1911. Her sisters were, Betty Neil Stalker and Ruth McLaren Stalker (1913, Surrey Hills), Joan Winnock Stalker (1917, Surrey Hills) and Beatrice Mary Stalker (1919). Their mother Charlotte Hayward was a teacher prior to her marriage. Their father Alexander, an accountant, lived in Wattle Valley Road, Canterbury in 1910. From 1912-1931 they are listed at ‘Benwerrin’, (44) Wandsworth Road, Surrey Hills. This was later the home of Beatrice Mary and Howard Everard. Betty, Ruth and Joan later lived at 9/48 Wandsworth Road. The 1931 electoral roll has Olive Myra Butler (machinist), Herbert Arthur Butler (carpenter), Ernest Philip Butler (pastrycook), Mary Butler and Hilda Jarrett Butler (machinsit) at 59 Wandsworth Road ('Bona Vista'). The 1936 electoral roll has Hugh Joseph Stephens (fireman), Ada Agatha Stephens (HD), Mary Christina Stephens (dressmaker) and Sylvia Ada Stephens (dressmaker) at 63 Wandsworth Road. Hugh and Ada are at the address in earlier electoral rolls. It is presumed that these are the families referenced in the general information noted by Jocelyn Hall. Mary Ann Charman was a pioneer settler in the Cheltenham area of the Parish of Moorabbin c1850 Stephen Charman , who emigrated in 1942 as a Henry Dendy employee aged 21 years, sadly lost his wife and child shortly after arriving in Brighton. When Dendy could not employ him he found other work. In 1850 he met Mary Gettens a widow with 5 children who supported her family by managing her late husband’s Inn in Collins St. Melbourne. Stephen purchased land in Spring Grove, now Cheltenham, in 1852 and the family moved to the wattle and daub hut after their marriage. Mary and Stephen worked very hard to establish a market garden, poultry and pork farm . They specialised in Marigolds which they sold to Martin & Pleasance Pharmacy , Melbourne for medicinal purposes. Mary and Stephen had 7 more children and Mary still managed to find time to sell the pork, poultry and vegetables from a horse drawn cart she drove around St Kilda. 1857 Stephen donated land to the Methodist Church for a School, burial ground and Chapel in Balcombe Road. Mary died 1870. Stephen remarried in 1878 and died aged 85 years 1906. Charman Road runs from Nepean Highway , Cheltenham through Beaumaris to the Beach Road at Mentone. In the 1940s and 1950s there was a movement to consolidate small rural schools into one larger school. This was partly a response to a shortage of teachers, due to many male teachers enlisting during the Second World War. The War also caused a shortage of materials and labour and many Schools fell into disrepair. The Education Department decided that Pakenham would be one of the first six Consolidated Schools to be established and that all schools within 8 kms or 5 miles would be closed. The Pakenham Consolidated School was officially opened on May 29, 1951, on the site of the Pakenham State School, No.1359, in Main Street. The original Pakenham School had opened on a site near the Toomuc Creek in January 1875 and it moved to the Main Street site in 1891. The first Head Master was Charles Hicks. The School offered classes up to Year 10 (Form 4). The schools that formed the Consolidated School were Pakenham Upper No. 2155 (closed January 1952), Pakenham South No. 3755 (closed September 1951), Toomuc Valley No. 3034 (closed September 1951), Army Road No. 3847 (closed April 1947), Mount Burnett No. 4506 (closed October 1949), Tynong No. 2854 (closed April 1951), Tynong North No.4464 (closed December 1951), Nar Nar Goon North No. 2914 (closed October 1951), Nar Nar Goon South No. 4554 (closed May 1951), Rythdale No. 4231 (closed September 1951), Officedale No. 4242 (closed May 1951), Cora Lynn No. 3502 (closed May 1951) and Koo-Wee-Rup North (Five Mile) No. 3198 (closed November 1959). The School consisted of new buildings, which at the time cost one hundred thousand pounds, and many of the old School buildings. Some towns did not realise that their School buildings would be removed from the sites and transferred to Pakenham. The Pakenham Consolidated School moved from its original location in Main Street to its current location in Rundell, Way in 1997.This photograph is of historic and social significance. Pakenham Consolidated School was one of the first six Consolidated Schools established by the Education Department, and was born out of shortages of teachers, labour, and materials during World War II. The school can be used more broadly to reflect on the evolution of education in the state of Victoria, as the school can trace its origins all the way back to 1875, when the original Pakenham School was opened near Toomuc Creek. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge.
