Most of the subdivision plans date from the 1920s and 1930s when the districts old homes and local farmland were being split up to accommodate residential growth in the postwar period. These early plans were assembled by a local firm, Jas R Mather & McMillan, which had an office in Cotham Road. Many of the plans, and sometimes photos, were annotated by the agents.Subdivision plans are historically important documents used as evidence for the growth of suburbs in Australia. They frequently provide information about when the land was sold as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.This is one of a small number of subdivision plans for commercial property in the collection. The subdivision proposed to create six shop sites in High Street between the Harp of Erin and Station Street. The plan shows this stretch of High Street, East Kew already lined with shops that include the hotel on the corner, the new State Savings Bank, a dentist’s surgery and Lambert’s Store. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.The ‘Eastlawn Estate’ was surveyed and ready for auction in March 1914, three months before the outbreak of World War I. Sixty-six allotments, created on the ‘order of Mr & Miss Preston’ surrounded the mansion of Woodlands in Harp Road. Woodlands formed part of the Estate, being advertised as lot 1. The allotments faced High, Station and Wright Streets, Harp and Normanby Roads, and Woodlands Avenue. Pru Sanderson in the Kew Conservation Study (Vol.2, 1988) wrote that the Eastlawn Estate ‘covered the western half of the failed Harp of Erin Estate’. Contemporary advertisements promoted the Eastlawn Estate as: ‘There will be no more convenient district nor pleasant Suburb than East Kew for the busy business man. When the Electric Tram is laid, he will be able to journey quickly and pleasantly direct from Collins Street to his home in the Eastlawn Estate in about 20 minutes’. Barnes.The ‘Harvest Home Estate’ was advertised as being a subdivision in East Kew. Now, Campbell and Owen Streets on which the allotments were located are classed as being in Kew. The Estate included 11 residential allotments abutting the Outer Circle Railway line [at the end of Owen Street]. Understandably, the vendors focused on the availability of transport by tram, noting that the Estate was near the High Street tram terminus at the Harp of Erin. A small note on the subdivision advises that the Cotham Road tram was only 3 minutes away. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.The ‘Oswinia Estate’ subdivision in East Kew was planned and auctioned in the first half of the 1920s. 169 allotments were created in the triangular section of land bordered by High Street, Burke Road and the Government Boulevard (later Kilby Road). The only piece of land excluded was that where the previous Kew Pound had been located at the east tip of the triangle. Allotments were created fronting Glass, High, Namur, Oswin Streets, Irymple Avenue, and the Government Boulevard. The name for the Estate was derived from Oswin’s farm, which had been one of the largest landholdings in East Kew. The selling agents annotated the plan in our collection with crosses indicating those lots that had been sold. The inset locality plan is particularly interesting as it shows the route and stations of the Outer Circle Railway. When the subdivision plan was created, it included the proposed bridge over the Yarra at Burke Road. A number of the plans are double-sided and often include a photograph on the reverse. A subdivision plan for nineteen ‘bonny, airy building blocks’ on either side of Violet Grove, Kew East. Violet Grove runs between High Street and Harp Road. Like many other subdivisions in Kew and East Kew, older houses (Lots 1 and 13) were often included in the subdivision. Such houses were in some instances the original properties that were subdivided, or in the case of the Violet Grove subdivision, new houses such as the weatherboard villa on lot 13. This villa is advertised as having a tiled roof, 5 rooms, panelled hall, double doors (Rooms 14 x 12 ft. 6 in. (2) 14 x 12, 12 x 11, 13 x 11). A bricked front verandah, a tiled stove recess and existing sewerage connection added to its saleable potential. Water, electric light and power, and gas were all offered as part of the deal. Violet Grove now has about 35 houses, which indicates that the 19 lots of the subdivision were to be further subdivided by purchasers. It included 61 lots on either side of Boorool Road between High Street and Harp Road. In an advertisement in The Argus in the same year, the proximity of the estate to the newly erected shops at the corner of Harp Road and High Street is noted. The first of these sections bordered Burke Road between Kilby Road and the farm beside the Yarra. Kilby Road, Munro Road, Burke Road and Old Burke Road bordered the 102 lots in the Boulevard Section of the plan. The streets within the Section included Walbundry Avenue, Inverness Way, Riverside Avenue, Cascade Street and Kyora Parade. These street names, at least in this subdivision plan linked the two Sections of the subdivision. At a later date, the City of Kew decided to alter the street names. Walbundry, Inverness, Riverside, Cascade and Kyora were all renamed as ‘Drives’ (e.g. Kyora Drive). The subdivision plan is of interest in that it names High Street in Kew as Doncaster Road. It also shows the location of the wooden church that was later removed to Yarraville on the corner of Kilby Road and High Street. The plan predates later developments such as the S. E. Barnes.The Erin Heights Estate in Kew included just seven lots in in Valerie Street. These were all that remained of this wartime subdivision, the other 11 allotments on Balfour and Belford Roads having already been sold. Balfour Road was to be only a temporary name as the street is currently called Windella Avenue. Now, the parkland opposite the subdivision is the reserve created from the route of the Outer Circle Railway. This Railway reached Kew East in 1925, but had been planned as far back as 1873. The development focuses on the benefits of living in Kew: being at the highest of Kew’s ‘suburbs’; being a good residential area; its rapid growth; and the proximity of the Kew East tram in High Street. In 1910, the Willsmere Park Estate Dairy was lauded in the Box Hill Reporter as ‘an object lesson in dairying’. Ten years later, in 1923, it was to be sold. The first subdivision of the Estate included 77 grand allotments with frontages to Belford and Kilby Roads, Elm and Willow Groves, and Acacia Avenue. Every lot was claimed to be ‘high and dry’, and with panoramic views of Kew and East Kew. The balance of the Estate, and the largest proportion of allotments was to be subdivided and sold from 1940. This second sale included 109 lots fronting Kilby Road and Elm and Willow Groves. Annotations on the plan indicate that the more expensive lots faced Belford Road opposite the Kew Golf Links. Two of these sold for £310. Lots further to the west in Willow Grove were sold for £60 less. Many of the houses to be built on these 109 allotments after the War faced Government restrictions on building materials and the dimensions of each house due to postwar shortages.subdivision plans - east kew, willsmere park estate -

[The name of Hubert Street was later to be changed to Cecil Street.] The promotion of the sale referred to the advantages of living between two tram routes, in High Street and Cotham Road. It occupied part of Lot 91, bought by Edward Glyn in the land sale of 16th October 1851, and run as a flower farm’. The subdivision called the ‘Flower Farm Estate’ in East Kew occurred in 1922. [The subdivision plan is on the reverse of this photo.] The Estate included 61 lots on either side of Boorool Road between High Street and Harp Road. In the MMBW Detail Plan 2017 of 1926, a number of these new villas had already been built. He was also the most important photographer to have worked in Kew. He was active as a photographer in the district from c.1906 until his death in 1921. Best known as 'the Embarkation Photographer' (see the Australian War Memorial collection), J. Earl Barnes was also the official photographer employed by the Borough (and later Town, then City) of Kew. He clearly also completed commercial jobs for local businesses, as is the case in this photograph of a house for a local real estate and financial agent.A photograph, mounted on board of a double fronted Federation-era brick villa in Kew, photographed for a local real estate agent and financier by J. The lower section of the weatherboards are exposed and stained. The upper section is rendered with rough-cast. The tiled roof has a single gable that extends over the centrally placed front porch. On the porch, the door and single sidelight are filled with coloured leadlight whereas the casement windows in the front rooms contain plain glass. The leadlight and the wrought iron of the verandah are the only decorative elements of the utilitarian design. The location of the house, which was advertised for sale, has not to date been identified. Originally sited on a large allotment overlooking Normanby Road, the setting of the house has been dramatically altered through extensive subdivision and development. The subdivision plan of the ‘Myrtle Hill Estate’ indicates that in one such subdivision, 11 allotments were created fronting Bowyer Avenue, Myrtle Avenue, and Normanby Road. The outline and building profile of Myrtle Hill is shown on the west side of Bowyer Avenue.The full (typed) title of this subdivision plan is :"Plan of SUBDIVISION of part of CROWN PORTION 83. / at KEW / PARISH OF BOROONDARA. / COUNTY OF BOURKE". / "MYRTLE HILL ESTATE / EAST KEW" In addition to the Title and subtitle, the plan also lists the advantages of the subdivision. -

The plan is interesting as it shows Wharton Street, named after the architect and town planner George Wharton, who was the first chairman of the Municipality of Kew. Sixty-six allotments, created on the ‘order of Mr & Miss Preston’ surrounded the mansion of Woodlands in Harp Road. Woodlands formed part of the Estate, being advertised as lot 1. The allotments faced High, Station and Wright Streets, Harp and Normanby Roads, and Woodlands Avenue. Pru Sanderson in the Kew Conservation Study (Vol.2, 1988) wrote that the Eastlawn Estate ‘covered the western half of the failed Harp of Erin Estate’. Contemporary advertisements promoted the Eastlawn Estate as: ‘There will be no more convenient district nor pleasant Suburb than East Kew for the busy business man. When the Electric Tram is laid, he will be able to journey quickly and pleasantly direct from Collins Street to his home in the Eastlawn Estate in about 20 minutes’. Document - Urban Planning Document, City of Kew, City of Kew : Minimum Size of Allotment Required, 1945-1955
A document outlining the relevant by-laws produced by the City Of Kew to regulate the minimum size of allotments in Barkers Road, Burke Road, Cotham Road, Glenferrie Road and Studley Park Road, as well as in other streets more generally. The by-laws specify the size of allotments in which single unit dwellings, attached houses and maisonettes, and flats could be built. In the ‘main streets’ a minimum land area for single unit dwellings was 8,100 square feet, with an average frontage of 60’ and a depth of 135’. In other streets this was reduced to an overall size of 6,250 square feet, with an average dimensions of 50’ x 125’. In specifying the land area required by flats, different sizes were regulated for the construction of between two and six flats. Six flats at the time when the regulations were passed must have been the upper limit permitted. Understanding the size of land listed in imperial measurements can be a challenge. Within Australia, the so-called quarter acre block was approximately 11,000 square feet. Those specified in the by-laws would appear to be smaller. The document was pasted on the reverse of a subdivision plan in the collection.This is a rare (undated) document produced by the City of Kew defining how subdivision within the municipality should occur. Following that subdivision, seven additional lots were offered between Normanby Road, Argyle Road and Lady Loch’s Drive on the proviso that the estate, including Goldthorns was not sold as a single lot. The subdivision plan advises that the lots are situated in one of the most charming and popular residential areas in Kew and is surrounded by modern homes. Typically, the subdivision plan proposes the advantage of its proximity to Cotham Road and the tram to Collins Street. Because of the elevation of Goldthorns, much is made of the ‘bright, sunny and extensive outlook to the Northern Ranges’ and that it overlooks the Yarra Valley. The first attempted subdivision of Tara Hall was advertised in 1927 in which Lots 5, 6 and 7 in this plan were also advertised. Unusually, Lot 2 in Studley Park Road was created from the northern part of the Henty mansion, rather than Tara Hall. In the subdivision, lots were advertised at varying prices, with the highest price for land being Lot 2 in Studley Park Road. Barnes.The Summerhill Estate was a subdivision in Glen Iris of 24 ‘choice allotments’. The lots were primarily on both sides of Dillon Grove. Other lots at each end of the subdivision faced Margaret Street and Summerhill Road. It was from the latter that the subdivision took its advertised title. The lots were originally advertised for £10 deposit with 20 subsequent payments over five years. Pencilled on the printed plan is a change to the deposit required; a reduction to 20/-. Annotations indicate that the new deposits ranged from 30/- to 45/-. The most expensive lots faced Summerhill Road. The lots faced Kilby Road, Kodak Avenue, Belford Road, Baker Avenue, Mathers Avenue, and White Avenue. [Kodak Avenue was renamed Page Avenue at a later date].The ‘Kew Conservation Study (1988) notes that ‘On the subdivision plan, Kodak’s involvement is commemorated by the naming of the streets after Company directors, and their decision to not proceed with the construction of the factory is explained as a response to the increase in the value of the land.
