The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Arthur William Pulfer was born on 18 April 1918, in Bendigo, Victoria, Australia, his father, Harold Victor Pulfer, was 30 and his mother, Elsie Maud Rumball, was 26. He married Norma Stewart in Bendigo, Victoria, Australia. Ponsonby Carew Smyth, A.R.C.A. London, was Victorian Art Inspector of Technical Schools. "Ponsonby May Carew-Smyth (1860-1939), educationist, was born on 7 August 1860 at Cork, Ireland, son of Emmanuel Uniacke Smyth, gentleman, and his wife Catherine Giles, née Carew. Carew-Smyth's initial art training and teaching was at the Belfast Government School of Art and Design. In 1885 he entered the National Art Training School at South Kensington, London, where he remained as student and teacher for five years. He also taught at Rugby School, studied at the Royal School of Wood Carving and the Guild School of Handicrafts, London, and was sent by the Department of Science and Art to study art, art education and museum procedures in Paris. Testimonials to his career in England affirm his ability and dedication as an educationist and his integrity as a man. On 23 December 1890 Carew-Smyth married Marie Reynolds of Brixton; they migrated to Australia next January. In September Carew-Smyth applied from Melbourne for the position of master of the school of art and design, established under the auspices of the Ballarat Fine Art Gallery. Opening in November, the school offered day classes and a broad curriculum, and under Carew-Smyth's guidance, established a sound reputation. In November 1899 he was appointed inspector of drawing in the Department of Education. Carew-Smyth saw drawing as a crucial link between primary and technical education, insisting on it as a 'mental process quite as much as a manual'; he believed strongly in the utilitarian value of drawing to the artisan class and of art as 'craftmanship'. By his emphasis on teacher-training, by his role in the Teachers' Training College, and by his constant travels, writing and lecturing, he upgraded both the standard and importance of drawing early in the century. His meticulous mind formulated the Austral Drawing Books which provided the basis of instruction in the subject in Victoria until 1927. Although he gave his occupation as 'artist', Carew-Smyth was primarily an educationist. He was actively involved in the early years of Prahran and Swinburne Technical colleges, and especially the Working Men's College which held his interest even after his retirement. In 1906 he was appointed chairman of the Victorian State Schools' Equipment and Decoration Society, and he was important in the organization of the state schools' exhibition that year. He designed the commemorative wall plaques installed in state schools after World War I, and the art teachers' certificate. He was prominent in bringing about the 1922 Jubilee Exhibition, and the 1926 showing of work of overseas schools, and especially the 1934 Melbourne centenary 'Early Victorian Art' exhibition. In the 1930s he wrote wide-ranging, informative and sometimes humorous articles for the Argus on various aspects of the decorative arts. In mid-1936 he was acting director of the National Gallery of Victoria. To students his single-mindedness sometimes suggested sternness, but Carew-Smyth was always held in the highest regard both professionally and personally. His colleagues recalled a man of kindness, unstinting devotion to work, and humour; he was considered quite a raconteur. Survived by his wife, a son and a daughter, he died in his home at South Yarra on 9 October 1939, and was cremated." She had 3 siblings - Thomas George (1908-1977), Melvie Eleanor (1910-1965) and Hulett Moore (1915-1999). They lived at 18 Kent Road, known as 'Sunnybrae' and later as ‘Willacool’. Her mother died at 'Sunnybrae' a few months after the birth of her youngest brother. After attending state school, Frances went to Fintona. She trained as a kindergarten teacher at ‘Mooroolbeek’ Kindergarten Training College in Kew and taught during the 1930s. Her 1st appointment was at the Robert Cochrane Kindergarten in Auburn. She also worked at the City Free Kindergarten on the corner of Exhibition and Little Lonsdale Streets, where children came from very poor dwellings in ‘lanes off lanes’. Mary Egan was one of Ballarat's best-loved and respected educators. Commencing her teaching career as a student-teacher at Bacchus Marsh, she undertook teacher training at Melbourne Teachers' College (1941-1942). She taught in the Mildura district before returning to Ballarat in 1953, teaching infant grades at Humffray Street State School. Mary Egan joined the Ballarat Teachers' College (BTC) staff in 1958, starting a 23 year career specialising in language curriculum (ie children's literacy and literature). She was still on staff when all teachers colleges became State Colleges during the early 1970s. Along with other members of the State College Victoria, Ballarat (SCVB) staff, Mary's lecturing career continued when SCVB merged with the tertiary section of SMB at Mt Helen, later known as the Ballarat College of Advanced Education (BCAE). Mary is known throughout the state for her work in teacher-training, particularly for the teaching of reading and language. A collection of specialist teaching books in the E.J. Monica Miller was taught to sing by Ballarat Teacher Madame Warburton, and in her youth competed as a singer in Ballarat, Bendigo and Geelong. She received her early musical training in piano, violin and singing at Ballarat's Loreto College. Monica Miller was runner up in the Sun Aria, coming second by one point. In 1946 she started lecturing at Ballarat Teachers' College (BTC) in a few rooms at the back of Dana Street State School, and retired from the Gillies Street Teachers' College site in 1965. Speech Training was also the domain of Monica Miller at BTC. Her Speech Training class notes include: Voice, Articulation parts, Correct positions for consonants, vowels and diphthongs, Phonetic Styles, Correction of Speech Defects, Speech Training in the schools, Poetry Appreciation, Rhythm, Lessons for country classes, Lessons for Student Teacher Classes and Lessons to Grades.
