Opening of the East Kew Baby Health Centre......east kew baby health centre...Single-sided invitation to Mrs FGA Barnard to attend the Opening of the East Kew Baby Health Centre in 1925....CITY OF KEW / THE MAYOR AND COUNCILLORS / REQUEST THE PLEASURE OF THE COMPANY OF / Mrs FGA Barnard / AT TH EOPENING OF THE / EASK KEW BABY HEALTH CENTRE / ...Opening of the East Kew Baby Health Centre Document Invitation City of Kew ...The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. As a continuous record, ranging across most decades of the Twentieth Century, they reveal changing tastes in design, values and relationships in the history of local government in Victoria.CITY OF KEW / THE MAYOR AND COUNCILLORS / REQUEST THE PLEASURE OF THE COMPANY OF / Mrs FGA Barnard / AT TH EOPENING OF THE / EASK KEW BABY HEALTH CENTRE / civic invitations -- kew (vic), mrs fga barnard, east kew baby health centre, countess of stradbroke, social services -- kew (vic.) -

The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." Baby Health Centre in the Surrey Gardens, 1982 Photograph Ken Hall Ken Hall ...The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41.
