Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This suit was tailor-made for Latvian dancer, choreographer and dance teacher Vija Vetra, who lived at the Old Hall, 93-95 Bay Street, Brighton and ran a dance academy at 97 Bay Street during the late 1950s and early 1960s. Born in Riga, Latvia in 1923, at the age of sixteen Vija ran away from home in order to study classical, character and modern dance at the Vienna Academy of Music and Performing Arts. She spent several years performing on European stages. When Latvia was annexed by the Soviet Union in 1944, more than 100,000 Latvians fled, seeking refuge in neighbouring countries. Vija's sister, mother and aunt were among them, managing to join her in Vienna. The following year, all four had to flee again when the Soviets moved into Austria. Escaping to Bavaria, they spent three years in displaced person camps before emigrating to Sydney as refugees in 1948. Vija found success as a dancer in Sydney. She toured Australia and New Zealand with the Bodenwieser Ballet, formed a Latvian folk dancing group and established a dancing school. By the mid-1950s she had gained recognition as a recitalist in her own right. She developed a passion for Indian classical dance. In the late 1950s she moved to Victoria. She opened a dance school in Bay Street, Brighton, while continuing to perform on stage in productions such as the musical 'Kismet' and the ballet 'Corroboree'. In 1959 she starred in the four-part live ABC television program 'Music and Dance'. She left Australia in 1964 for a tour of the United States and Canada, ultimately settling in New York City. Interviewed in the 'ABC Weekly' in 1957, Vetra described her taste in clothing as minimalist, saying she preferred to own as few clothes as possible to save the trouble of deciding what to wear: "And no bows or extravagances, but always a simple line."Two-piece women's suit made of maroon corded silk; comprising fitted jacket (.1) and straight skirt (.2). Taken in the 1990's, this photograph depicts a row of shop fronts in the 'Street of Shops' exhibition in the Burke Museum in Beechworth. This exhibition was created and opened in 1979 and was intended to reflect and imitate a historic peirod in the town's past. The time period decpicted is that of the Gold Rush which swept through many Victorian towns from the 1850's onwards. For the town of Beechworth, the gold rush began in 1852, when gold was discovered in Spring Creek, drawing in many new residents seeking to make a fortune and transforming a once remote town into a bustling centre brimming with hope and opportunity. By 1857, the town contained over 200,000 residents and with this, the need for more amenities and intsitutions arose. Multiple churches, banks, schools, shops, hospitals and other essential buildings appearing over the years. The wealth acquired through the gold rush is largely responsible for the vast development of the town and many of its significant buildings which still remain to this day. This photograph also highlights the significance of this type of exhibition, providing a new mode of experiencing and learning about the past. The street depicts the many supporting trades and industries that arose from the mass migration during the gold rush. The creation of the Street of Shops in 1979 was envisioned by Roy Harvey who was the curator at the time, with the intention of recreating an authentic feel to the environment while collecting from the community to accurately portray the multiculturalism that is ingrainded in many towns and communities of Victoria. This photograph contains historical significance as it relates to and portrays an especially important period of time within Beechworth and Victoria's history. The gold rush phenomena ushered in a wave of hope and prosperity for citizens and immigrants alike. It provided many with the opportunity to strike it rich, while the town prospered and grew in many ways. This widespread development that accompanied the gold rush occured throughout Victoria and holds great historical importance when recording the social, economic and communal developments that occured throughout the time period which gave way to the beloved towns and communities we know today. Beechworth itself is acknowledged as Victoria's best-preserved gold mining town and deserves recognition of its significance. it also showcases the great significance of social develpment and globalization that occured throughout the state during this period. This clock was made by Charles Frederick Falck who was a watchmaker and jeweller in Beechworth from 1863-1908. Falck was born in Körlin, Prussia on May 22nd in 1833 and died at the age of 75 in 1908. Ovens and Murray Advertiser, Beechworth: edition June 13, 1908 OBITUARY: Falck was brought up to the business of watch-making, in which he developed exceptional mechanical ingenuity. Attracted by the favourable prospects held out by the Australian discoveries of gold he, like many other young adventurous spirits, left his native land to seek his fortune in the great southern Eldorado, arriving in Adelaide in 1854, and shortly after came to Melbourne where he worked as a journeyman, and subsequently started in business on his own account. Feeling inclined to test his fortune on the goldfields, he went to Blackwood but, meeting with little success, he returned to Melbourne where he was married. In 1862, he moved to Beechworth, where he commenced business as watchmaker and gold-buyer. He then embarked in vine-growing on the Sydney road, but eventually resumed his business avocations. His skill in practical horology was evinced in a clock of his own design and manufacture, surmounted by a golden eagle, which was exhibited at the first Melbourne Exhibition in 1856, and which afterwards formed a pre-eminent attraction in the window of his business premises in Ford Street. For many years, he filled the position of timekeeper to the Beechworth Racing Club, with complete satisfaction also at various sports meetings. He leaves a family of six sons and one daughter (Mrs. Jas. Broadfoot) all arrived at maturity. The funeral, which was well attended by a number of residents, took place at the Beechworth Cemetery on Sunday, the burial service being performed by the Ven. Archdeacon Potter. The cortege was capably supervised by Mr. D. Wilson, undertaker. The clock was returned to Beechworth in 2020 through the generous support of the Copland Foundation. Given that Mr. C. F. Falck traded as a watchmaker and jeweller in Beechworth for 45 years and traded with the 1855 clock mounted in his front window, there is a direct link between the clocks and the social, cultural and economic life of nineteenth century Beechworth at time when the town was developing and expanding in response to gold mining. Europeans arrived in the Kiewa Valley in the 1830s and 40s. Following the drought of 1838-44 seeking out the rich pastures in the fertile Kiewa Valley. . The next major increase in population was as a result of the Kiewa Hydro Scheme. The beginning of construction of the Kiewa Hydro-electric scheme in the late 1940s introduced changes and led to the enlargement and improvement of local roads and the townships of Mount Beauty and Bogong Village were constructed by the SECV from the 1930’s to the 1950’s to house workers on the Kiewa Hydro Electric Scheme. At its peak the Kiewa Scheme employed around 4000 people from all walks of life and as many cultures.The influx of European migrants to work on the Hydro Scheme along with their rich cultural backgrounds, all played a major part in establishing the history of the area and in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek areas. Europeans arrived in the Kiewa and Ovens Valleys in the 1830's and 40's. Following the drought of 1838-44, seeking out the rich pastures in the fertile Valleys. It proved to be perfect conditions for dairy farming and the raising of cattle. Miners Cottages and other similar wooden structures were a common sight in the area as they were a modest form of accommodation for their period, were quick to erect and economical as they made use of locally available building materials such as local timbers.These photographs provide a snapshot into the early dwellings and architecture of the Kiewa and Ovens Valley regions, including buildings such as the church, which provided an important gathering place for social interaction, especially in these isolated areas.1-Wooden church building with no identification. His early successes as a book illustrator and as a cartoonist for the Bulletin and Melbourne Punch, presaged a full flowering of his work with his creation of the mythical town and his endowment of it with a host of characters and comic situations. His inspiration came from his childhood town in Kaniva, Western Victoria but Wiregrass was every country town, with its general store, pub and church hall, its swimming hole, football ground and racecourse, its leading citizens, its battlers and mischievous children. Wiregrass flourished in Table Talk Magazine from 1926 to 1937 when Leason, seeking to escape his comic reputation and pursue "serious" art, went to live in America." THE WEEK REVIEWED (Article; Bush Fires: A pictorial survey of Victoria's most tragic week, January 8-15, 1939. Published in aid of the Bush Fire Relief Fund by the Sun News-Pictorial in co-operation with its newsagents, pp2-3) THE fiercest bush fires Australia has known since its discovery are quiescent at the moment, and Victoria, in the comparative coolness of the change which came with rain on Sunday night, has begun·to count its losses. In the fiery eight days, from Sunday to Sunday, at least sixty-six men, women and children have lost their lives in forest fires, or have succumbed to burns and shock; many others have died from heat; and several serious cases of burns are being treated in hospitals. Two babies in Narrandera district have died, and ten others are in hospital, because of milk soured by the record temperatures of those eight days. Forest damage totals at least a million pounds, and incalculable damage has been done to the seedlings which were to have been the forests of the future. Water conservation will be seriously affected by the silting-up of reservoirs and streams from which protective timber has been taken by the all-engulfing flames. More than a thousand houses have been destroyed, and these, with 40 mills, and schools, post-offices, churches, and other buildings, represent a loss of at least half a million. At least 1500 are homeless. For their aid, money raised in appeals has now passed the £50,000 mark, and the biggest relief organisation ever set up in peace time has swung into operation. The First Hint Victoria's first hint of what was to come appeared on Sunday, January 8, when most parts of the State awoke to find a blistering day awaiting. At 12.20 p.m., when the thermometer reached its highest for the day, 109.6 degrees, the first fire victims were at that moment going to their death on a bush track five feet wide off the main road to Narbethong. They were the forestry officers Charles Isaac Demby and John Hartley Barling, who went to warn Demby of his danger when he parted from his companions, and was himself surrounded by the treacherous fire. It was not until 8 o'clock next morning that the tragic news was flashed throughout the State. Searchers found the two charred bodies close together, one seeking protection in the nook of two logs. Barling's watch had stopped at 1.20. In the meantime, tragedy was spreading its cloak. By Monday, big fires were raging at Toolangi, Erica, Yallourn, Monbulk, Frankston, Dromana, Drouin South, Glenburn, and Blackwood, with smaller outbreaks at many other centres. In the ensuing week, while women and children were evacuated as fast as the flames would permit, Erica-scene of the 1926 fire disaster-thrice escaped doom by a change of wind. Indeed, those who have been in the fire country these past days say that the numbers of times a change of wind has saved towns from destruction is amazing. In the towns they speak of miracles. Monday's Miracles The escapes from Monett's Mill at Erica and from the Hardwood Company's Mill at Murrindindi, near where Demby and Barling went to their death, were Monday's miracles. Twenty came out alive from each mill. At the first a 60ft. dugout provided an oven-like refuge; at the second, 12 women and children survived in the smoke-filled gloom of a three-roomed cottage while their eight men, their clothes sometimes afire, poured water on the wooden walls. Three houses out of ten remained when the fire had passed. Record Temperatures Sunday had been the hottest Melbourne day for 33 years; Monday dropped to a 76.1 degree maximum; but Tuesday dawned hotter than ever, the mercury reaching 112.5. By now rumor was racing ahead of fact; whole towns were being reported lost; the alarm was raised for scores of missing persons. But fact soon overtook rumor, and within a few days the staggering toll began to mount to a figure beyond the wildest imaginings of the panic-stricken. Six died from heat on this torrid Tuesday, and the fires spread in a wide swathe from south-west to north-east across the State. Fish died in shallow streams. A curtain of smoke hid the sky from all Victoria, and hung far out to sea. It alarmed passengers on ships. On the Ormonde, on the voyage to Sydney from Burnie, women ran on deck, believing fire had broken out in the hold. Days later the smoke reached New Zealand. In Melbourne thousands of fire-volunteers were leaving in cars: vans, motor-buses-anything reliable on wheels-to aid the country in its grim fight. In the fires at Rubicon and. Narbethong, seventeen were facing death this day. But not till Wednesday, when Melbourne breathed again in a cool change, while the country still sweltered in temperatures up to 117 degrees, did the news come through the tree blocked roads. A woman and her little daughter, trapped on the road, were among those who died. Their bodies, and those of menfolk with them, were found strewn out at intervals along the road, where the furnace of the surrounding fire had dropped them in their tracks as they ran. Twelve died at a Rubicon mill, five on the road at Narbethong. At Alexandra, not far distant, a baby was born while the fires raged, and stretcher-bearers brought in the injured. On Thursday the State Government voted £5000 for the relief of fire victims. The Governor (Lord Huntingfield) and the Lord Mayor (Cr. Coles) visited some of the stricken areas, and dipped into their pockets personally. Later, the City Council, too, voted £5000. Friday, The 13th Friday, the Thirteenth, justified its evil name. A blistering northerly came early in the morning, presaging destruction, and forcing the mercury to a new record of 114 degrees. Racing fires killed at least ten in those terrible 12 hours. Four children were engulfed in the furnace at Colac. Panic drove them, uncontrollable, into the smoke-filled road when the fire raced down behind their home. They choked to death. In other parts fires were joining to make fronts of scores of miles. Kinglake was being menaced on two fronts, £60,000 worth of timber was going up in smoke in Ballarat district. Warburton was surrounded. Residents at Lorne, favoured resort, were being driven to the sea-front by a fire which destroyed at least 20 homes. Healewille. with flames visible from the town at one stage, was in a trough between two fires which burned four guest-houses, seven homes and left its surrounding beauty-spots wastes of bowed-over, blackened tree-fern fronds; with its famous Sanctuary, however, intact. Most of Omeo was destroyed this black day: Noojee. while 200 residents crouched in the river, was being reduced to a waste of buckled iron and smoking timber; Erica was once again saved by a change of wind. Beneath a pall of smoke, the Rubicon victims were buried at Alexandra. Friday night and the early hours of Saturday saw the streets of beleagured towns strewn with exhausted fire-fighters. Their flails beside them, ready for the next call, they lay where exhaustion overtook them-on footpaths, beside lamp-posts, in gutters, in cars, under trucks. Saturday's dawn brought clear skies and lower temperatures in many parts, and from the burnt-out areas came a great rush of tragic reports. The death-roll rushed past the fifty mark with incredible speed. Some had been trapped on roads, others at mills; some, after burying their treasures, had clung too long to the places they had made their homes for many years. Four men lost their lives because one went back for his dog. This is a programme for a Service of Intercession in Relation to the War. It was held by the Methodist Church (Victoria and Tasmania Conference) in October 1915. The Wesleyan Methodist Conference at Birmingham, England requested that Sunday October 31st 1915 be set aside as a Day of Thanksgiving and Intercession throughout Britain and all other countries in the British Empire. The service was held to seek Divine intercession and aid for those on active military service in World War One and for the families of these men and women. This programme is of interest as the 1915 service would have been held in Methodist Churches throughout Victoria and Tasmania and this would have included the Warrnambool Methodist Church. World War One was a highly significant event in the history of Australia and Warrnambool, along with all other places in Australia, was affected deeply by the war with many young local people enlisting and many dying on active service.These are two sheets of paper folded in two to make eight pages. Oliver Gilpin (1874-1942), chain store proprietor, was born on 8 July 1874 at Seven Creeks near Euroa, Victoria, fourth child and second son of William Gilpin, farmer, and his wife Dinah, née Barton, both from Tyrone, Ireland. He was educated at local state schools and became a draper's assistant at Euroa. A testimonial as 'an energetic, pushing salesman, a careful stock-keeper … honest and industrious' gained him city experience with Ball & Welch Ltd, drapers, in their Carlton store. He used an inheritance to open a drapery store at Korumburra, south Gippsland, in 1895, moving to Rutherglen in the upper Murray valley in 1899. Frustrated by irregular stock deliveries, he moved to Fitzroy, Melbourne, in 1902, seeking a warehouse and the benefits of combined supplies for effective development of country trading. By 1905 he was producing many stock items at Northcote and had established retail outlets at Bendigo and Warracknabeal. Branches at Echuca, Numurkah and Yarrawonga followed in 1906, with ten more in 1907. He moved his city establishment to East Malvern in 1911, and had opened forty shops by 1920 and seventy-four by 1928. All were managed by women, on a strictly cash basis. Drapery remained the main line, supplemented by ironmongery, crockery, school requisites and toys. Gilpin saw the Depression years as a challenge. Between 1928 and 1931 he established eighteen new branches, including two in Tasmania, at Devonport and Ulverstone. The chain included South Australian branches at Mount Gambier, Millicent and Renmark, twenty-five stores in southern and western New South Wales, and ten in suburban Melbourne. Gilpin's Chain Store News was issued monthly. In 1944 Foy & Gibson acquired a controlling interest in Gilpin's business and in 1951 the chain was bought by G. J. Coles & Co. Ltd for £1,250,000. Women’s Auxiliaries were formed by mothers, wives, widows, sisters, daughters and aunts of men who served in the First World War. In May1918 a small band of women from the "Friendly Union" organised themselves,under the leadership of Mrs F C Purbrick, into a Women's Auxiliary of the Wangaratta Returned Soldiers Association (RSA). Their first task was to furnish club rooms for the RSA and this was achieved by seeking donations and raising money by selling jams, jellies and posies of violets by selected girls wearing special badges in the street. Over the years funds have been raised through raffles, competitions, street stalls and catering at numerous events to assist the aims of the Returned Services League. In 2018 the Wangaratta RSL Women's Auxiliary celebrated its centenary. Women have played a central role in sustaining the activities of ex-service organisations. Women's auxiliaries are dedicated to fundraising, supporting the activities of their local RSL, and caring for veterans in their wider community. The Reverend Doug Dargaville, Anglican clergyman and former General Secretary of the Victorian Council of Churches from 1966 – 1982, and again for a time in 1995, passed away on 19 March 2013. "The death of Rev. Doug Dargaville at Bacchus Marsh in Victoria, Australia has been announced, and his funeral is to take place on March 28th. Doug was one of the great pioneers of the ecumenical and interfaith movements, especially in his role as executive secretary of the Victorian Council of Churches from 1966 to 1982. Perhaps more than anyone else, he laid the foundations for the organizational structure of the ecumenical movement here in Victoria and across Australia. A small man with a big vision, he brought his inclusive Anglican spirituality to the tasks at hand. With his retirement to the country town of Bacchus Marsh outside Melbourne with his beloved Lucy, his life’s work was not yet complete. He devoted three years of his life during the 2000s to being the general secretary of Religions for Peace Australia, and was always a strong supporter of the interfaith movement, not least during the Parliament of the World’s Religions, held in Melbourne in December, 2009. He was an efficient and prudent administrator, never seeking the limelight yet everything was done with an ironic and disarming humor and a certain impish and whole-hearted spirit. He was, in every sense of the word, a good man whose life was completely devoted to overcoming barriers and forging unity between the different churches and different faith traditions. We pray that he will find rest and eternal peace with the God whom he served so well and so faithfully for so long." Short tailed shearwaters and Little Penguins, nesting in burrows on the coast during the warmer months of the year, are extremely vulnerable to fires. Phillip Island had a history of fires on foreshores – either deliberately or accidentally lit. This article describes 2 accidentally lit fires on consecutive days at the Phillip Island Penguin Parade rookeries during the height of the breeding and tourist season in January 1967. The vital importance of volunteers such as the country Fire authority members and the local surfing community, is alluded to in this article by well-known naturalist and author from the time, Graham Pizzey. The Victorian government’s chief secretary, Arthur Rylah, reported here seeking an investigation into the fires at what he terms: “one of the best conservation projects we have done”, was a prominent Victorian politician for many years.This article is significant for demonstrating a growing awareness of the vulnerability of ground nesting birds, of the importance in volunteers such as members of the local country Fire authority and Phillip Island surfing community partnering with wildlife management bodies to protect ground nesting birds, in particular the Penguin and short tailed shearwater rookeries at the Phillip Island Penguin Parade and other parts of Phillip Island. The article also reflects the growing awareness by the Victorian government of the importance of the Phillip Island Penguin Parade to the Victorian tourism economy. Sha Sarwari is a multidisciplinary artist who works in sculpture, installation, photography, and performance. A Moth to a Flame is a commentary on the often-tragic dilemma that refugees encounter when escaping their country of origin to seek asylum. This piece comes from a series of works, also titled A Moth to a Flame, where this metaphor is used to show how the hopefulness of a new life can result in a dangerous, sometimes fatal illusion. In this work, Sawari aims to give a voice to the refugee experience, to reconcile cultural identity, new belonging and resilience in the face of trauma.

On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Today’s Panton Hill Hotel was built around 1920. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p61 Panton Hill was originally known as Kingstown, and consisted of only one hotel when the Orams Reef was discovered in 1859. Kingstown was a quartz mining centre and many old mine shafts remain in the area. Orams Reef was one of the first reefs with a rich find of gold in the area. The Hotel Francais, which had been operating in 1861, was well situated on the way to Queenstown (later St Andrews). So was Herr Hirt’s Hotel and store at Smiths Gully. The Kingstown hotel, known as the Frenchman’s and in 1864 as the Hotel de France, was run by a Monsieur Emile Hude and his wife Jeanne, and known for its good food. They hosted social events, business conventions and debates, attracting patrons from as far as Melbourne. The hotel’s name was changed to Panton Hill Hotel in 1905. In 1883 Charles Caudwell built another hotel nearby, possibly in Long Gully Road,3 which it is thought, was burnt down early last century. Today’s Panton Hill Hotel, built around 1920, is the only one of the cluster of buildings in the main road, not to date from around the turn of last century. It was severely damaged by fire in 2003, then underwent extensive alterations. It is the township’s only hotel and is an example of a modest hotel building exterior, constructed early last century. In its early days the hotel also housed the first post office, newsagency and store. Orams Reef yielded a total of £100,000, and fossikers also found alluvial gold in the creeks and gullies, but there is no record of the total value of their finds. Gold greatly increased the Panton Hill population, which peaked between 1865 and 1885. On holidays large sports meetings were held with wood chopping contests and foot races and the day would end with a ball. Miners came from various countries to seek their fortune, including many from China. The Chinese became unpopular however, and gradually left the district, although some stayed and grew and sold vegetables.5 Panton Hill was named after Joseph Panton, who in 1862 was appointed Police Magistrate for the Woods Point, Heidelberg and Yarra districts. Panton was an outstanding man, who in 1852, was Commissioner of Crown Lands and Assistant Commissioner of Goldfields at Bendigo. In 1874 he was promoted to Chief Magistrate for the Melbourne Police. Panton was also an artist, becoming president of the Victorian Arts Society in 1888, and in 1913, president of the Royal Geographical Society. Despite Panton Hill’s prosperity, it still lacked many services as poor roads made access to Melbourne difficult. A horse-drawn mail coach travelled to Melbourne until 1890, when the railway came to Heidelberg. The nearest doctor was at Yarra Glen or Heidelberg, and the Indian hawker Singh’s annual visit was very welcome. A miner’s shack opposite the school was used as a post office. Today’s general store and post office in the main road dates from early last century, and has changed considerably. While most people searched for gold, the more enterprising ones established farms to feed the diggers. Farmers grew wheat, barley and oats, and sent animal skins to the Eltham tannery, to make furs in Melbourne. As gold became scarce from around 1880, miners took up farming on 19 to 20 acre (8ha) allotments. The first settlers in Cherry Tree Road included Purcell, Smith, Owens, Hughes and Shillinglaw. By 1900 all the land had been taken up around Panton Hill and Hurstbridge. The orchards in Panton Hill and the wider district, particularly of apple and pear, were very successful, and made Panton Hill a cohesive and successful community. About 1914 the Moores built the first cool-store and refrigeration plant at their orchard in Cherry Tree Road. Many settlers planted vineyards and made high quality wine, but in 1922 the blight destroyed them.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Program produced as part of the open air play peformed in Hurstbridge twice on the 4th and 12th of October 2024. Contents include: Allwood history - Allwood today - Construction of The Bridge - Cast - Synopsis - Directors - Crew - Hearfelt thanks and tribute to Pam Lawson. The Premiere of the open air play The Bridge performance at Hurstbridge was by members of the Allwood Neighbourhood House and the Hurstbridge Community. To commemorate 100 years of Hurstbridge township, the production was led by local historian David Kerrigan who co-wrote the play with Keira de Hoog. The quiet life of the Diamond Creek district was shattered on the 4th October 1866 when a visitor arrived seeking food and shelter. What followed has become part of the Hurstbridge story. The death of Henry Hurst by the bushranger Robert Burke and the subsequent inquest, trial and execution of Burke captured the attention of the nation. News of the event was reported nationally and in UK newspapers. Rain at sunset on opening night set the scene for the sombre story which opened with clap sticks and imagery as part of the acknowledgement of country. Attention to detail in Act One included the enactment of writing a letter that Ellen Hurst had actually written back to her family in England, days before the incident, which set the scene – and choreography of the “capture” of Burke immediately following the shooting as drawn by the engraver Robert Bruce and published in 1866. The cast, crew and audience moved around the actual physical site the altercation took place till the final act and judgement of Sir Redmond Barry to execute Burke. The souvenir program given to ticket holders includes photos and biographies of the cast taken in costume at Gulf Station, Yarra Glen, together with background information and the narrative of the play. Guests on opening night – 158 years ago to the day of the event included Dianne Switzer, descendent of pioneer Cornelius Hailley and Rob Fergusson, descendent of Henry Hurst. plays, hurstbridge, allwood neighbourhood house
