This Citizens' Handbook was posted to all citizens of Warrnambool in 1983. It contains an introductory message from the Mayor of the time, Cr. Ron Anderson and information relating to council run facilities and services. There is a page explaining the Warrnambool Bike plan and a section on how to save water. The blue centre pages explains property valuations and how to pay council rates. The rear page lists the contact details for councillors from each of the four municipal wards (Albert, Hopkins, Merri, Victoria) This booklet is an example of information provided to all City of Warrnambool citizen's in 1983. It gives an overview of council run facilities and services in 1983 and will be useful for researchers.A 20 page stapled booklet. Sixteen pages are printed on glossy white paper with black print. The centre pages are blue with black printing. The front cover has a black and white City of Warrnambool crest in the top right and a colour photograph of a Southern Right whale and calf swimming in the sea. The Order of the British Empire was formed in 1917 to reward service to the British Empire in the United Kingdom and abroad. Originally having only a civil division, a military division was added in 1918 to acknowledge distinguished military service of a non-combative nature. The Order has five classes of appointment in each division and a medal of the Order. In descending order, the classes are: Grand Cross (GB); Knights and Dames Commander (KCB and DCB); Commanders (CBE); Officers (OBE); Members (MBE), and Medal (BEM). Mrs Joyce Hayward along with her husband Cyril, had a 30 year association with the Warrnambool Theatre Company. They acted, directed and produced a number of works from the 1950’s through to the 1980’s. Mrs Hayward taught drama and speech at Warrnambool High School and St Ann’s College. They both worked towards reviving the Warrnambool Arts Council.. They were involved in Christ Church choir, readings for the blind, Probus and Penguin club. They retired to Bribie Island in 1985. Joyce Hayward died aged 97 in 2007. Joyce Hayward played a significant role in the development of the performing arts in Warrnambool. The British Empire medal is an award of some importance and recognizes the contribution Mrs Hayward made to the Warrnambool Community. Deakin University was established in 1974 as the fourth university in Victoria. It has a number of campuses around the state including Warrnambool where it merged with The Warrnambool Institute of Advanced Education in 1990. The university was named after Alfred Deakin, three times Prime Minister of Australia and leading figure in the process of Federation in Australia. Each year a number of students graduate from the Warrnambool Campus which is located on the Eastern edge of Warrnambool on the banks of the Hopkins River. In 2015, there were graduands from the faculties of Arts and Education, Business and Law, Science and health. Deakin University occupies an important educational position In Warrnambool and district. Cyril Hayward came with his wife Joyce to Warrnambool from England in 1955. For 30 years he and his wife were dominant figures in the performing arts organizations in Warrnambool. Cyril Hayward was a leading figure in the Warrnambool Theatre Company as an actor, stage manager, electrician, technician and the person who did any other job that needed to be done. He was a Life Member of the Theatre Company and President of the Warrnambool branch of the Victorian Arts Council, organizer of the weekly talking newspaper for the visually impaired, a tutor for the local Adult Literacy Scheme, a founding member of the Warrnambool Probus Club and was on the building committee for the development and building of the Performing Arts Centre in Warrnambool. The Warrnambool City Council gives Citizenship Awards annually.This is a significant item because it was an award received by Cyril Hayward, a prominent person in the Warrnambool Arts scene for 30 years.This is a bronze-coloured medallion presented to Cyril Hayward as a citizenship award in 1982. It is circular in shape with the crest of the City of Warrnambool on one side and a laurel wreath with inscriptions on the other. It has a ring at the top for hanging the item. These new works (year 2000) were then overprinted onto unbound sheets of the 1997 graduating student project "Silver Screen" to create entirely different pieces to "challenge the conventional boundaries of the printed image" and elicit "environmental awareness". As such, each pack contained different combinations of original (silver and black) and overprint (full colour) designs.
