Covered under Heritage Overlay, Nillumbik Planning Scheme National Estate National Trust of Australia (Victoria) Local Sifgnificance Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p19 Thomas Sweeney, a former convict who became a respected citizen, once lived on a property at what is now the corner of Sweeneys Lane and Culla Hill, Eltham. As Sweeney was one of the district’s first settlers, the property is registered by the National Trust. Thomas Sweeney was born in 1802, son of impoverished tenant farmers in Tipperary County, Ireland. He became a ploughman, then at 21 he was sentenced to hang for setting on fire the house of Patrick Guyder at Gullshill. It is said the arson was due to a dispute over undelivered guns to a social justice guerilla group, the White Boys, of which Sweeney was a member. But the sentence was commuted to life transportation to Australia in 1823.1 Apparently in Sydney he became a servant to James Chandler at Botany. Soon James Chandler leased his farm and became a catechist on the Hawkesbury River, so Sweeney was reassigned to a former convict, John Brown, at Liverpool. Later Sweeney was assigned to George Brown of Lake Illawarra. In 1831, Sweeney was granted a ticket-of-leave and bought a boat to carry goods between Illawarra district and Sydney Town. He married his first wife who had come to Australia as a free woman. However she drowned after bearing him a daughter. In 1838, one month after he had received a conditional pardon, Sweeney married a blacksmith’s daughter, Margaret Meehan, newly arrived from Ireland. They then moved to Port Phillip and squatted on the south side of the Yarra River, about seven miles (11km) from Melbourne. Around 1842, Sweeney bought 110 acres (44.5ha) in the parish of Nillumbik for £110. He built a slab hut 12 x 10 feet (3.6m x 3m) and then his homestead, Culla Hill, a typical Tipperary style cottage, now known as Sweeney’s Cottage. It was here that many generations of Sweeneys lived for almost 100 years. Culla Hill became a social centre for the district and the Catholic community used it as a church. Sweeney was apparently on good terms with a tribe of Aborigines living on the river nearby, who helped him build his house.2 Sweeney proved himself a civic-minded leader. In 1844, he led a call for a bridge over the Plenty River. He was on the first school board and supplied the first grain for Eltham’s mill. Sweeney profited during the gold rush, not by gold digging, but by providing supplies for nearby fields and others as far away as Beechworth.3 Thomas Sweeney died in 1867 and was buried at the Eltham Cemetery, leaving two sons, five daughters, and 300 acres (121.4ha), as well as Culla Hill. Culla Hill – by then reduced to 75 acres (30ha) – was sold out of the family in 1939, then renamed Sweeneys. The present Sweeneys Lane, running diagonally through the original holding, was the track to the house. Part of the original cottage remains as a small section of today’s house. The dining-family room fronted by a veranda is original, and although there have been some changes, the cedar door and most of the small 12-paned wooden-framed windows are original. The walls are made of the original hand-made brick. After buying the property in 1952 Mr and Mrs Burston demolished a dilapidated slab hut, a three-roomed detached kitchen and cellar, as materials needed to restore them were very difficult to obtain so soon after the war.4 However the barn remains almost in its original condition. It is believed to have been built from stone quarried on the property. Now roofed with iron sheets it was probably originally thatched. The sandstone barn has a peaked roof supported by the original saplings and a doorway large enough to accommodate a fully loaded wagon.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Taken in approximately 1930, this photograph depicts the ruins of Rosehill Dairy. A woman stands beside the ruins, observing them solemnly. The owner of this once prominent dairy, John Brewer, was born in Cornwall, England in 1832. After coming to Australia in 1849, Brewer worked in various forms of livestock transportation. Upon hearing of the vast discovery of gold in Victoria's north-east, he engaged in mining in the Ovens Goldfield district before starting his own dairy on Wooragee road (now Old Wooragee road). The Wooragee Valley, approximately five kilometres north of Beechworth, was used extensively during the nineteenth century to build farming practices in the area, possessing eighteen farms by 1860. Brewer enjoyed a prosperous career in the dairy industry, personally delivering milk to the residents of Beechworth. He died on the thirteenth of August 1915, a few weeks shy of his eighty-third birthday. As this photograph is dated approximately fifteen years later, it can be assumed that the dairy fell into neglect following his death. Beechworth Town Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. The building was made of granite and constructed to local builders Donald and William Fiddes. The original front to the building was replaced by a two story facade in 1889 designed by George Jobbins and built by Thomas Sandham according to a plaque on the front. The Town Hall is remarkable for its vaulted ceilings and columns. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. Among the inmates was notorious bushranger Harry Power who was originally transported to Van Dieman’s Land for stealing a pair of shoes. He gained his freedom six years later but spent time in and out of gaol for the rest of his life for a variety of offences including a number of armed robberies. The Town Hall is now home to the Visitor Information Centre which helps visitors with amongst other things, accommodation, tours, event enquiries, and is the commencement point for Precinct walking tours. The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct. It is of considerable historical significance as activity on the site dates from Australia’s gold rush period and was the administrative centre for north-eastern Victoria. The building has seen continual use from 1858 as an important public building and displays many aspects of the history of law enforcement in Victoria. The building is also of substantial architectural significance for its construction from local honey coloured granite, which also showcases early stone masonry techniques and craftsmanship. The Precinct is listed on the Victorian Heritage register and is protected by Heritage Victoria under the Victorian Heritage Act 2017. The buildings are also registered by the National Estate, the National Trust and protected by Indigo Shire Council’s Planning Scheme. In the beginning of the19th century, the main mode of transportation was the horse and carriage. Even after the advent of the railway, remote areas still relied on the horse for local transport.Until Australian coachbuilders began making buggies from the 1860s, most were made in America Buggies with four wheels were light but comfortable. Many had hoods to keep the sun and rain off passengers. They were generally owned by doctors, ‘squatters’ and business people. Some had small turn-out seats at the back for children. Lamps are placed at different places on the carriage sides: 1 lamp on each side placed close to box seatThese lanterns are examples of lighting devices used in the time of horse and carriage transport.Two kerosene lanterns - buggy lamps.They are rectangular in shape and have a chimney on top. Plate (Belfast & Koroit S.N. Co.), Late 1920s
This plate was made by the Calyx Porcelain and Paint Company which was based in Western Australia and made china for commercial establishments from the 1920s to the 1990s when the company was then known as Australian Fine China. The plate was used by the Belfast and Koroit Steam Navigation Company based in Port Fairy. It was founded in 1882 and operated two ships, the Casino and the Bellinger, servicing the Western Ports between Melbourne and Portland. The Casino was wrecked at Apollo Bay in 1932. Later the company operated the ship, Dawn and survived as a shipping company until the late 1930s.This plate is of interest because it was used by the Belfast and Koroit Steam Navigation Company in the 1920s and 30s. This company was important in the maritime history of Warrnambool, especially in the transportation of potatoes from the Warrnambool region. The Casino, the most important ship operated by the Belfast and Koroit Steam Navigation Company, was also important as a passenger and cargo ship prominent in Warrnambool’s maritime historyThis is a circular-shaped cream soup bowl or dinner plate. On the edge of the plate there is a blue embedded stamp in the shape of a circle with the flag of the steamship company inside. On the base of the plate is the maker’s information in green print. This eye wear transportation box was forwarded from and returned to Kiewa Valley in the 1960's. This period in time, the Kiewa Valley was still a semi remote location, and specialist eye facilities were not available in the region. It was not until the Australian Government proceeded with a "regional development Centre" (for relocating some Federal Departments from Canberra) that the Wodonga/Albury townships developed into a medium city, allowing "specialist" facilities to become available and multiply.This item is very significant to the Kiewa Valley as it demonstrates that even in the 1960's early 1970's the Kiewa Valley residents still had to obtain "specialist" services from MELBOURNE. The "isolation" of the Kiewa Valley was still in place due to unreliable transport routes, long distance travel needed to visit cities and a relatively "small" population. The slow but progress marketing of recreational areas in the region and the movement of retirees away from "city violence" and to a quieter location has been on the increase. The expansion of the existing small airfield to one that can accommodate larger aircraft will hasten the expansion of the population in the region, bringing an ever increasing "visiting specialists" covering among other fields, eye and medical practitioners.This brown coloured cardboard box was used by Coles and Garrard (Sight Testing Opticians) to transport spectacles to one of their clients. The box lid has four staples holding the four folded sides in place. The base is of similar proportions and fastened together.Printed on the top outside lid, in small print "When forwarding your spectacles for repairs, your co-operation is requested in placing name and full address inside the packet. This jacket appears to be part of the uniform, connected to Warrnambool through its sleeve labels, and to the sea, through its anchor and chain buttons. It may have been worn in the merchant navy by a senior seaman, due to the good quality of fabric and the double-breasted design, or to life saving at sea, such as a member of the Life Saving Rescue Crew, or even a Harbour Master. This jacket has been used for display on the ketch 'Reginald M', built in 1922 in South Australia and spending the final years of its life at Flagstaff Hill Maritime Village from 1975-2016. The vessel spent much of its working life as a coastal trader along the south-eastern coast of Australia.This maritime jacket is significant for its connection with Warrnambool and to maritime service. Its high quality wool suggests that it was made for a senior ranking person. This jacket could have been used by a seaman in the merchant navy, which provided the essential service of transportation of goods and passengers between the ports of south-eastern Australia, including the Port of Warrnambool.Uniform jacket or coat, maritime. Heavy duty navy-coloured woollen jacket lined with light-weight woollen lining coloured blue with thin white stripe. Double-breasted front with eight buttons with the motif of anchor and chain. Two waist pockets on the outside, two breast pockets on the inside, closed with composition buttons on the lap, plus one spare button. Dark felt fabric labels were stitched to each sleeve just below the shoulder, with gold embroidered letters. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. Travelling piano
A rare travelling piano numbered no. 26 made by James Semple circa 1850s, one of only three left in the world. The piano's maker, James Semple, was a piano maker in Glasgow, from 1850-1875 and the inscription indicates that Semple held a patent for a check on the downstriking action. This little piano has a keyboard of only 4 octaves (F-f3) knee levers instead of pedals work as a moderator and damper. It was designed to provide entertainment and to accompany devotions during the long journey from the UK to Australia. The piano was named the travelling piano due to its ease of transportation with handles on each end and removable legs. Pamphlet - Bright Tourism, Guide to Bright and District, late 1900s
This publication was produced in the early 1950s to provide the growing tourism trade (at this time), to the region with a more detailed overview of the facilities available to tourists of the region's attractions. This brochure is a very efficient and effective promotional publication. The increasing level of self promotion by local business and commerce sectors of the region the more sought after the region became and the greater the ability of the region to grow (non rural based economy). Some of the regions unique facilities and geological structures are well suited to those tourists who live in cities and "flat land" regional bush areas within Australia. This was a period when the average Australian domestic tourist was more able (finance and transport wise) to see more of their country within the short time they had for "holidays". In the late 1900s, however, with the increase to workers' recreational leave and better transportation (fares, ease of travel to overseas destinations) the local tourism numbers from other domestic locations have been steadily declining. From the 1970s onwards, the increased tourism demand from overseas tourists, for better facilities and easier access to these regional facilities, resulted in better transport, accommodation and communication, which has been a boon for all tourism within Australia. In the 21st century the world is becoming smaller and smaller for the international tourist, especially for those from crowded Asian cities. The greater attraction for "open" spaced locations such as this region are becoming a much sought after change of scenery. This pamphlet which targets the tourist, whether either from other Australian regions or the global tourist, is a good example of self promotion by a relatively small local population. This is especially significant because before the "tourist explosion" in the 1950s onward, these regional areas had a more introspective society with greater emphasis to locally established mores and values. The increased interactions with people from other areas and nations, combined with a greater global communication network is affecting those traditionally established mores to produce a some what unique social transformation which is constantly changing from one generation to the next. One important factor which tourism does bring is that it opens up the region to a wider range of people who look to the region for their own lifestyle changes.This pamphlet has a front cover in colour with the major activities in the region sketched depicting : sunshine, snow skiing, trout fishing, mountain climbing, golfing, swimming, alpine views, tennis, lawn bowls and picnics. The back cover is blank. The pamphlet is fastened together by two staples 30mm from top and bottom, and is folded with the cover slightly thicker than the fifteen pages. Thirteen pages have been printed on both sides. The first page has a black and white photograph of the hotel Alpine and the tall brick constructed Clock Tower. Due to the transportation costs ...This large bean slicer was first manufactured in the late 1800's in England and exported to Australia. Due to the transportation costs it was not used in many Domestic kitchens. This slicer would have been in a kitchen of a higher socio/economic family within the Kiewa Valley. In the 1930's the manufacturer traded this slicer as "domestic labour-saving slicers". This was the beginning of new generation of the kitchen "gadget". The introduction of the Asian "gadget" manufacturer from the late 1950's saw English export diminish by the cheaper Asian products.This item has great significance because it demonstrates that even "remote rural" locations, such as the Kiewa Valley in the early 1900s still were able to optain "state of the art" labour saving "kitchen" appliances. It was these English and European goods that were made "to last" which brought the mind set "British is best" This mindset was only altered by periods of Australian economic down turns and the cheap Asian product availabilityThis bean slicer is made from cast iron with a round body housing three rotating blades screwed into a riveted spinning base plate. The whole body of this slicer is green with a "natural coloured" handle. A "G" clamp is part of the main frame to fasten the slicer onto a table/counter top (when in use). Plate - Gilt, 1870 -1920
This gilt plate is from an era where master crockery manufacturers where either located in Britain or Europe.The cost of transportation and the time taken to receive items limited the availability of first class goods. This was an era that was "British is best" in all manufactured goods. With the slow influx of European immigrants European manufactured goods also became of high value. This social requirement was more of a prerequisite for the more affluent rural population, especially at a time when Australia "rode on the sheep's back". Fine British and European goods were a "status symbol", even in rural Australia. After World War II, the invasion of American and Japanese merchandise opened up the market place for cheaper "throw away" items. Longevity and quality of goods fell away as the "throw away" society rolled on.This item demonstrates the time when the rural sector was at its most affluent and influential in dictating the strong ties between Australia, Britain and Europe. The very influential "Country Party" ensured that the protection of the rural sector was well entrenched. The ability of the "well off" rural sector, in this period, were not only able to travel abroad but also to purchase expensive items "overseas" cutlery and crockery. The significance of this item is that it highlights a period in time when the "rural" affluence was at its peak.This hand painted floral gilt plate is a cream fluted china plate decorated with pink and yellow orchid flower arrangement. It is in the "Art Nouveau" period 1880-1920.underneath and within the circular base and in gold freehand script "4" underneath "1562". Tin Bushells, after 1937
Bushells tea and coffee producers started in Brisbane(1883) and expanded to Sydney, Melbourne(1899), Fremantle and finally to Auckland(1937). Like other Pacific Island sourced condiments Tea and coffee were a lot easier to import than British or European goods. Local Australian industries were starting to develop and grow to overcome the long transportation times and the high costs of goods from traditional suppliers. Bushells Pty Ltd is a prime example.This "Bushells" Coffee tin is a good example of Australian "grown" condiment suppliers serving the "whole" of the Australian marketplace. Rural areas were not neglected and the purchase price for goods were a reasonable levels. Kiewa Valley experienced a population growth from the late 1940's and due to the migrant works in the Kiewa Hydro Scheme the greater use of coffee was initiated. Rural areas, on the whole, where the population was more connected to some degree with a British heritage lineage were predominately tea drinkers. The American film productions, however, screened in Australia post 1950's showing a greater degree of coffee drinking "stars" had a long term effect upon the drinking habits of the rural populous. This round tin of coffee with lid is made from pressed steel lid framed top and bottom. Sturdy cylindrical body is made of cardboard. Paper information label is pasted onto the container with promotional and logo information.In large print and on opposite sides are two manufacturers labels.The topprint and on a diagonal slant in gold letters on a dark blue background is "BUSHELLS" underneath this "PURE" and below this on a red background "COFFEE". On one side in smaller print "EASY TO MAKE" and below this "Use one dessert-spoonful for each cup of coffee desired. Place in the pot and pour over it fresh water briskly boiling. This book of planning and construction details covers the first detailed records the Kiewa Hydro Electricity Scheme of 1919 (ORIGINAL), 1958 (2nd Modified Plan) to the last general plan of 1961. It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. It was directly and indirectly the cause of better transportation avenues, tourism and the lifting of the regions natural facilities to sustain an ever increasing long term and short term population.This large hard (thick cover) book has both front and back sides fastened to the spine by two brass screw on pins. The book title, author/compiler and the commissioning organisation (STATE ELECTRICITY COMMISSION OF VICTORIA) together with the SEC Vic emblem are all embossed in gold script.The spine is also embossed with the title. The book contains 396 pages consisting of the 390 pages which are the duplicate(carbon copy) of the original type written pages and 6 pages of site plans. Sprinkled throughout the book are 36 original photographs of various stages of construction. Strong large cane wicker baskets such as this one were used for storage and transportation. This basket could have been used for storing sails on a vessel, or sending luggage, parcels or goods by rail, ship, wagon or cart from one location to another. The basket would also be suitable for laundry in hospitals, factories such as woollen mills, and other organisations for storing and moving equipment and goods. The inscription " A A S" has not yet been researched. It could be the name of an Australian- Service, or a - - Ship or even the initials of a person. This basket is an example of a large, strong container used for storage or transportation during the 19th and 20th centuries.Basket, natural coloured woven cane or wicker, rectangular shape with lid. Two leather straps and buckles fasten the lid to the basket. The basket has a strong rope handle on each side, metal reinforcing straps that support three wood strengthening lengths on the top of the hinged lid. The lid is hinged to the basket at the back with metal hinges. The inside frame is reinforced with wood. The original log came from a Messmate Stringy bark (Eucalyptus Obliqua), age 134 years; height 53.3 metres; felled in 1970 at Elliots Creek, Mt. Margaret. The volume of the log was 6,000 super feet. The original log was destroyed in the 2009 Black Saturday bushfires.
