The University of Ballarat was established by the University Act 1993 and came into existence on 1 January 1994. The Act was amended in1997 to provide for the merging of the University with The School of Mines and Industries Ballarat Limited and the Winnera Institute of TAFE, and the establishment of a Technical and Further Education Division in addition to a Higher Education Division. Two rectangular black and white photographs of the Beechworth Mental Hospital (Mayday Hills) administrative building showing the left and right hand sides of the exterior building with three cars parked in driveway turning circle in the foreground taken in the 1950's by E. Yellard. Mayday Hills Hospital, originally known as the Beechworth Lunatic Asylum was constructed between 1864-67 designed by The Public Works Department. The hospital is made up of a number of buildings, landscaping, ha-ha, workshops, laundry, administrative facilities and farmland, it was constructed in 'Italianate' style by a team of up to two hundred and fifty workers (Woods p. 122). The asylum was established in response to the need for the regional shire to locally care for those particularly affected by their time working the Ovens goldfield during the Indigo Shire gold rush era where poor living conditions and isolation were significantly affecting the welfare of a great many people through poverty and lack of resources. The gaol and orphan labour systems were not able to effectively support to give housing, rehabilitation and ongoing care for the mentally ill, and transporting to Melbourne by waggon was a time consuming and counter-productive solution when the metro facilities were already overcrowded. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. According to the Victorian Heritage database, during the period 1921-1950 Mayday Hills underwent some modernisation by Public Works Department architect Percy Everett which included a nurses' hostel and new ward which were further developed and continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F.These photographs give a good indication of the ongoing use of Mayday Hills from its original establishment in the 1860's through to almost one hundred years later when these photographs were taken. The clarity of the images combined with the style and make of the cars in the foreground give a good indication of the time period and show the continued use and need for the facility over the years. This painting was created by Robert Dowling (1827-1886) in 1885. At this time Dowling was considered Australia's best portraitist. Dowling had been born in England, but migrated to Van Diemen's Land in the early 1830s with his parents. Dowling worked in both Tasmania and Victoria as an artist, before returning to England in 1857. He did not return to Australia until 1884 and received eighteen commissions for portraits. The Barry portrait was commissioned after Barry's death which explains some of the mistakes in the depiction of Barry's robes; the fur cuffs and collar are too large, and the cummerbund is sitting in the wrong place. Sir Redmond Barry is an important figure in Colonial Victorian History, responsible for the establishment and support of some of our finest cultural institutions (the University of Melbourne, the State Library of Victoria, the Supreme Court Library, and aspects of the Museum of Victoria's collection). This is in addition to his role as barrister defending aborigines in the 1840s and his position as a foundation judge of the Supreme Court of Victoria, a position he held for nearly 30 years, presiding over two of the most well known of colonial trials: the Eureka Trials in 1854 and the Kelly trial in 1880.The portrait of Sir Redmond Barry is significant because of the historical importance of Redmond Barry in colonial Victorian history. This pennant was used by one of the school houses at Warrnambool Technical College. Warrnambool Technical School was established in Warrnambool in 1913. The name was changed to Warrnambool Technical College in 1958. In 1974 the junior section of the Technical College was moved to Caramut Road and is now called Brauer College. The senior section became the Institute of Adult Education and moved to Sherwood Park in 1984 , this is now Deakin University. and Timor Street is now Technical and Further Education. The name of the house " Shomberg" comes from the ship that was wrecked near Peterborough, Victoria in 1855.This pennant is retained because of its connection with Warrnambool Technical School, an important educational establishment.A triangular red felt pennant with white felt loops for attaching to a stand. William MacMahon Ball (‘Mac’ Ball) was Professor of Political Science at Melbourne University from 1949 to 1968, having lectured there since 1923. He became known as an ABC commentator on international affairs from the early 1930s to the early 1960s. Between 1940 and 1944 he was Controller of Overseas Broadcasting (which later became Radio Australia). In 1945, he was political consultant to the Australian Delegation at the conference leading to the establishment of the United Nations, and in 1946 was the British Commonwealth Representative on the Allied Council during the post-war occupation of Japan. Mac and his wife Katrine (plus daughter Jenny) came to Eltham in 1942, and in 1945 moved into an old timber cottage at the eastern end of York Street. With help from Alistair Knox, Sonia Skipper, Gordon Ford and John Harcourt, the house was totally renovated to become an early example of Eltham mud-brick. Mac died in 1986 and is buried in Eltham Cemetery with Katrine. Part of their land backing onto Bridge Street was donated to Eltham Shire Council and is now a reserve called MacMahon Ball Paddock.
