Document - Report, Tract Consultants Australia Pty Ltd, Eltham Cemetery: Towards a Master Plan, Nov 1987
BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. Document - Document - Meeting Agenda, VIOSH: BCAE: Occupational Hazard Management Course Committee, Draft Course Re-Accreditation Proposal, 1985
Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In 1978, Ballarat College of Advanced Education made a submission to the Victoria Institute of Colleges for consideration which would also need the approval of the Federal Government Tertiary Education Committee. This was for the development of an Occupational Hazard Management Course. This approval meant the VIOSH course could begin in 1979. At times since that date they had to apply for re-accreditation of the course. The Occupational Hazard Management Course Committee was responsible for this. This meeting notice was sent stating the only matter on the agenda was the re-accreditation proposal. Dennis Else - Chairman, Max Brook, G Fernandez, R Kemp, J Harvey, B Lees, Tom Norwood, and Eric Wigglesworth attended the meeting held on Monday 23 September 1985. Mission to Seafarers Victoria
Instrument - Reed organ, W Bell & Co, c. 1888
This organ was gifted by the Bethel Community in 1890 to the then Victorian Seamen's Mission, originally founded by the Bethel Union in 1857. The gift was intended to assist with worship. Despite all appearance, this organ is not a pipe organ but a reed organ that works in a similar manner to an accordion. In May 1890, the sum of seventy pounds was put towards the purchase of the organ. The sum being raised via subscriptions. The organ was inaugurated in September 1890. Jabez Carnegie (1832-1892), importer of piano and organs in Melbourne, had made a trip to Europe and Canada in 1887 and had secured the agency of Bell organs. W. Bell & Co were a Canadian organ and piano manufacturer, considered the premier organ manufacturer of the time. W Bell & Co changed its name to Bell Organ and Piano Co in 1888 meaning this organ had to be manufactured prior to the name change. The organ was first used in the mission main room from 1890 to 1915 when the St Nicholas chapel was built at the back (see item 0548. It was transfered to the new Port Melbourne mission in 1937 (link on postcard from State Library Victoria). In 1972, it was transferred to the Holy Trinity Church in Bay Street after the closure of the Mission In the late 1980s during a National Trust campaign to save the building, the organ was sold by the Anglican Men's Society to the Trust's organ committee, who carried out some restoration work and returned it to the former Missions to Seamen chapel. In 1991 the Office of Major Projects had control of the whole 'Bayside' development site. With the Mission to Seamen Building emptied and proposed for demolition, the Office of Major Projects removed the organ and placed it in storage in various locations - finally, in the Museum of Victoria store in Abbotsford. In 1995-6, enquiries by Jim Hillis resulted in the return of the organ to the control of the Port Melbourne HIstorical & Preservation Society. As the Society had no suitable location for the organ, several churches and schools in Port Melbourne were approached to take the organ with no results. The nearby suburbs were suggested next. Finally the Melbourne Maritime Museum (Polly Woodside) was approached and agreed to place it in their Museum on a long term loan. In 1997 it was on display in no 5 shed South Wharf (23/3/1997). In 2006, the Polly Woodside South Wharf site was to be re-developed, and they could no longer retain the organ. Accordingly, on 4 May 2006, the organ was transferred to the Mission To Seafarers building in Flinders Street Extension as an indefinite loan (refer OL 022) The PMHPS deaccessioned it to finally transfered it in 2018 to MTSV.(See also acquisition details re 21st C finalisation of acquisition) This organ is a tangible reminder of the longevity of the Mission to Seafarers, a link with the original Bethel Union which was instrumental in 1856 calling a public meeting and inviting subscriptions by various non-conformist churches to found a mission to Seamen. Rev Kerr-Johnson delivered the first service in 1857 aboard the Emily. The Mission to Seafarers has been in operation ever since and continues to operate to the same purpose today.Large reed organ that looks like a pipe organ with fifteen elaborately painted pipes bearing a floral motif. The body of the organ is elaborately decorated in carved wood. It has 17 knobs above the keyboard both which can be concealed when the keyboard cover is lowered. Book, G.J. Harrison, Review of Development Plan for the Mount Helen Campus Ballarat, 1975, 1975
In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs. Photograph, Charles Ernest Barrie, Unknown
This document is has been compiled by Wendy Barrie daughter of Ernest (Bon) and Edna Barrie and granddaughter of Charles E and Jessie M Barrie. Ernie Barrie operated a travelling Chaff Cutter in the St Arnaud area where his parents William and Mary Ann had taken up land at Coonooer West in 1873. Ernie commenced his working life with a team of bullocks and a chaff cutter. The earliest connection he had with Melton was in 1887. By the beginning of the 20th century Ernie and his father William and brothers, William, Samuel, James Edwin,[Ted] Robert, Arthur and Albert have been associated with farming and milling in the Melton district. In the early 1900’s Ernie and his brother Ted were in partnership in a Chaff cutting and Hay processing Mill on the corner of Station and Brooklyn road Melton South. The mill was managed by William for a time. By 1906 Charles Ernest and James Edwin were in partnership in the Station Road mill when a connecting rail line across Brooklyn Road for a siding was constructed to the Melton Railway Station. In 1911 the Mill’s letterhead shows C.E. BARRIE Hay Pressing and Chaff Cutting Mills. Melton Railway Station. Telephone No 1 Melton. This Mill as sold to H S K Ward in 1916 and stood until 1977 when it burnt down in a spectacular fire. Ernie built a house at Melton South beside the Chaff Mill at Station Road in 1906 and married Jessie May Lang in August at the Methodist Church. Jessie’s father was Thomas Lang. He came to Melton in 1896 and was the Head Teacher at Melton State School No 430 until he retired in 1917. They had 9 children with 8 surviving to adulthood. Jessie and Ernie had 6 sons and 3 daughters. All the children lived at Darlingsford. In April 1910 the family left Melton for a brief period and moved to a farm in Trundle in NSW. They returned to Melton and purchased Darlingsford in May 1911. For a time during WW1 they lived at Moonee Ponds near the Lang grandparents at Ascot Vale. Mary and Bon attended Bank St State School. The children developed diphtheria in 1916 and their youngest boy, Cecil died of complications. Mary and Bon were taken to Fairfield Hospital and both recovered. At the end of the war influenza broke out the family returned to Darlingsford and shared the home for a short while with the Pearcey family who had been working the farm. By 1922 the family had and grown and Edgar, Tom, Horace, Jessie, Joyce and Jim were living a Darlingsford. Ernie continued during the 1920’s working the farm and attend his many civic and community commitments. Two 8 clydesdale horse teams were used to work the land which meant early rising for the horses to be fed and harnessed to commence the days work. In 1916 Ernie also became involved in a Chaff Mill on the corner of Sunshine and Geelong Road West Footscray, which at the time was being run by John Ralph Schutt. It was known an Schutt Barrie. A flour mill was added at a later stage. Other Schutt and Barrie mills were situated at Parwan and Diggers Rest. Another mill was situated beside the railway line at Rockbank. The Footscray mill ceased operation in 1968 Ernie spent a lot of time and energy at the Parwan Mill and travelling around Parwan and Balliang farms, where he came to know many of the families in the district. Ernies commitment to the civic development to the Melton and district was extensive, he was involved with a number of large events during the 1920’s such as the Melton Exhibitions and the 1929 Back to Melton Celebrations. He was a member of the Australian Natives Association at the turn of the century. He was Chairman of the School Committee at Melton State School 430 and the Melton South State School in thw1920s. He donated the land for a Hall for Melton South in 1909, known as Exford Hall and later in 1919 renamed Victoria Hall. The Hall was demolished in 1992. He was a Councillor, JP, and Vice President and President of the Melton Mechanics Institute Hall Committee in 1915- 1916. He was a member of the Methodist Church and later the Scots Presbyterian Church. He was Superintendent of the Sunday School of the Methodist Church to 1910 and later Scots Presbyterian Church until 1931. This is reflected in the theme of children in the stained glass window which was dedicated in his memory by his wife Jessie as a gift to the Scots Church. Charles Ernest Barrie made many generous donations to many charities who supported young people and children. In 1918 Jessie and Ernie made the first donation to a very prominent Victorian charity whose work still continues. Yooralla. In July 1931 Ernie’s untimely death was a major blow to the family and the Melton community. To this day people still vividly recall the day they lined the streets for his funeral. The day of the funeral is recalled as the day Melton stood as two of their prominent citizens who tragically died on the same dayPhotograph of Charles Ernest Barrie taken from Scenes at Melton and Old Residentslocal identities -

Bob (Herman) Hymans (a former member of the Royal Netherlands Navy) was born in Bloemendaal, Holland on 30th September 1922. During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans die on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today. This item is significant because it documents actions taken by the Falls Creek Tourist Area Management Committee in their role overseeing the Tourist Area.A circular to all prospective builders at Falls Creek to advise them that each organisation proposing to erect any building or structure at Fells Creek must furnish satisfactory assurances of its financial ability to complete the development. UMMARY – Charles Ernest Barrie d.1931 Born 1871 Ballarat d 1931 This document is has been compiled by Wendy Barrie daughter of Ernest (Bon) and Edna Barrie and granddaughter of Charles E and Jessie M Barrie. My grandfather was well known in the district and was mostly referred to as Ernie. He shared the same initials as his second son Edgar. His three eldest sons lived and farmed in Melton for their entire lives. His descendants are still associated with farming, engineering and earthmoving in Melton. The Footscray mill ceased operation in 1968. Ernie spent a lot of time and energy at the Parwan Mill and travelling around Parwan and Balliang farms, where he came to know many of the families in the district. In July 1931 Ernie’s untimely death was a major blow to the family and the Melton community. To this day people still vividly recall the day they lined the streets for his funeral. The day of the funeral is recalled as the day Melton stood as two of their prominent citizens who tragically died on the same day. Their eldest daughter Mary had married Keith Robinson in 1930 and had just moved to Heatherdale Toolern Vale with their year old baby son. Bon the eldest son was 22, Edgar 18, Tom 16, Horace 15, Jessie and Joyce 10 and Jim 8 years old. A heavy burden of responsibility fell on the shoulders of the two eldest children, Mary particularly for her mother and Bon stepped in assuming head of the family for his mother, brothers and sisters living at the Darlingsford homestead. In the early 1930’s the three eldest sons took on many of the Civic and Church commitments which their father had held. This community involvement extended well into the 1980s. In 1941 Bon married Edna Myers and they moved into a house shifted from Harkness Lane to Harkness Lane on the eastern section of the Darlingford property. Edgar married Margaret Hodgkinson a Primary school teacher at Melton in 1949 and they lived in the Darlingsford house. Earlier Tom married May Ferris and lived on the eastern side of Ferris Lane in the Ferris home. Bon , Edgar and Tom often operated as a team effort, in particular at harvest time when a larger team of workers was needed. The three farms cultivated wheat, barley and oats and supplied the Mill with sheafed hay. They continued using horse teams until mechanisation in the 1940’s made the horses redundant. By the 1960s their five sons continued with farming. Many loads of hay were transported to the Mill in Footscray. Well into the 1960s hired harvest hands along with agricultural university students were involved in bringing in he harvest. Stacking was an art form in itself and Tom held the expertise for building and shaping the sides and roof. The stacks built in the district each had their own unique shape and could be recognized by their builders. The Barrie brothers developed a mechanical fork lift for picking up complete stooks and moving them to be loaded to the elevator to build the haystack. The prototype built by Bill Gillespie was attached to a Bedford truck. Later refinements in a collaborative effort with the Gillespie brothers a multi pronged fork was attached to the front of tractor which was hydraulically operated to raise each stook onto trucks to be transported to the site of the haystacks. This method of handling sheaves significantly reduced laborious pitchforking individual sheaves. This invention was soon taken up by farmers far and wide and was a common sight in the district at harvest time in the stacking season. I recall visiting farmers calling in at the house at Ferris Road farm to inspect this break through invention. The Clydesdale horse teams were used into the 1940s but by the 1950s the Barries’ farms were fully mechanised. When the demand for sheafed hay declined other crops were introduced these included barley, lucerne, wheat and peas. Sheep were added to the mix in the 1950s in an attempt to keep the farms more viable. In the 1970s part of the Barrie’s farms were facing a major disruption with the impending compulsorily acquisition of a strip of land for the construction the freeway bypass, which divided access between the Darlingsford homestead with those on Ferris Lane. Book - Mud Sweat and Snow: Memories of Snowy Workers 1949-1959, Noel Gough, 1994
This book tells the human story of the first decade of building the great Snowy Mountains Hydro-Electric Scheme, with adventures and anecdotes told by the workers themselves, and illustrated with unusual photographs. Appendices give further information about the project and list the workers named in Snowy records. The author began his 10 years with the Electrical and Mechanical Division at the age of 20. The construction of the Snowy Mountains Hydro-electric Scheme is a well-documented part of our nation’s history and a leading example of Australian innovation and ingenuity. As far back as the 1880s, Australians had been considering diverting water from some of Australia’s best-known rivers – the Murray, Murrumbidgee, Snowy and Tumut – to drought-proof parts of NSW and Victoria. It was not until 1944 that Commonwealth and State governments formed a committee to examine the development of water resources in the Snowy Mountains area. As a result of their work, on 7 July 1949, the Commonwealth Parliament passed legislation to establish a Statutory Authority and start construction of the Snowy Scheme. NSW. Construction was completed in 1974 at a total cost of $820 million. On completion, the Scheme consisted of seven power stations, 16 major dams, 80 kilometres of aqueducts and 145 kilometres of interconnected tunnels.non-fictionThis book tells the human story of the first decade of building the great Snowy Mountains Hydro-Electric Scheme, with adventures and anecdotes told by the workers themselves, and illustrated with unusual photographs.
