Made by using Rotring ‘Rapidigraph’ drafting pens with Rotring ink on Rapidigraph polyester drafting film, double matte. Trained as a cartographic draftsman within the mining industry, Margaret Picken is an artist who worked producing property illustrations for real estate agencies in eastern suburbs of Victoria from 1983-2005. Retiring from the industry as technological changes favored coloured photography over illustrations, and commissioning companies over sole contractors.This artwork is of Historical Significance as a record of local domestic architecture.A black ink line drawing on drafters film by Margaret Picken, of 20 Husband Rd., Forest Hill, depicting a single story brick house, with driveway leading to a connected carport on the left. The Torpedo Manual was created in 1889 presumably as part of the training program of the Victorian Naval Torpedo Corps.This item is significant partly because some of the information in the manual is not found elsewhere but also as it the only known copy of this manual. The manual is also evidence that a more professional approach to training was undertaken by the Victorian Naval Forces after the mid 1880s. Gunner/Instructor Corkle's of the Port Melboune Naval Brigade written in the manual is evidence of the manual's strong provenance.Victorian Naval Forces Manual printed in 1889 with 62 pages with a burgandy cover. It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment. This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. While the Warrnambool Breakwater is a demonstration of the engineering skills of the nineteenth century, it also demonstrates the limitations of knowledge relating to sedimentology at the time and the confidence apparent in a number of nineteenth century plans which assumed that natural forces could be overcome or contained by engineering.Plan of Warrnambool Harbour, Port of Warrnambool, dated 28 Feb 1879. David Miller (Dave) Mair (1879-1938) married Lily Vipond Deakin (1890-1945) in 1910. They had 5 children: Geoffrey David (1913-1970), Beryl (1916-1976), Gwynneth (1917-1997), Isabel Lillian (1921-1997) and Shirley Inez (1928-1968). His parents were Isabella Brown (1856-1944) and William Mair (1850-1924). Personal communication from Laurie Newton, Beryl's daughter: Dave and Beryl initially lived in East Melbourne after they married. Geoffrey, Beryl and Gwynneth were born in East Melbourne. They subsequently moved to Louise Avenue, Mont Albert and Isabel may have been born while they were there. Later they purchased 20 Barton Street, Mont Albert. Shirley was born after they moved to Barton Street. The children attended Mont Albert Central School. Dave was an extremely keen sportsman (particularly bowls and cricket). 'After training as a Cartographic Draftsman within the mining industry, I worked as a property illustrator for real estate firms in the eastern suburbs of Melbourne for 23 years from 1983. I initially photographed houses with a Polaroid camera and made a 'thumbnail' sketch while there. The photos were used to scale off a sketch in pencil and then that sketch was overlaid with drafting film and the 'pen and ink' completed. The pens I used were the Rotring ‘Rapidigraph’ drafting pens. The ink was also made by Rotring (German).The film was ‘Rapidraw’, polyester drafting film, double matte. It takes a very fine line and doesn’t bleed. As well as house sketches, there were often floor plans and site plans ordered. Aerial sketches were ordered when the property needed an overall view.' The reports were produced and readily distributed annually to a number of organisational stakeholders and included reports from the Committee, Chaplain, extracts of letters, Ladies auxiliary and a list of subscribers. In the Argus (Melbourne, Vic. : 1848 - 1957), Saturday 24 February 1900, page 15: VICTORIAN SEAMEN'S MISSION The annual meeting of the Victorian Seamen's Mission was held in the institute at Port Melbourne last night. There was a fair attendance, the large proportion being ladies, and the chair was occupied by Sir Frederick Sargood MLC. Mr Hugh R Reid, the president of the institute, was also president. The annual report, which was lead and adopted, stated that the Seamen's Institute at Port Melbourne, and also the Sailors' Rest at Williamstown, had sustained their reputation for usefulness and attractiveness. The attendances had been very large at each place and 114 seamen had taken the pledge at the Port Melbourne Institute. Regreat was felt that owing to the preliminary steps having met with opposition in Parliament the building of the long contemplated additional institute near the Melbourne wharves was deferred but the project had not been abandoned. Large parcels of literature had been distributed gratuitiously among ships' crews and the concerts held for the entertainment of seamen had been very successful. The mission had been in existence for over 40 years. It aimed at promoting the temporal and spiritual welfare of seamen. It had been the means of completely eradicating "crimping" and the sailors' "boarding masters" curie, and otherwise removing many of the abuses which still exist in other ports. The Chairman, in moving the adoption of the report and balance sheet, referred to the great benefits which seamen derived from the institute. He was particularly struck by the fact that during the past year close on 2,000 letters had been written by visiting seamen from the institute namely, 1,720 at Port Melbourne, and 261 at Williamstown. It was also a very note-worthy feature, which perhaps the residents of Williamstown might be able to explain that, whilst out of 49,567 attendances at the Port Melbourne institute 114 had taken the pledge there, there was not a single instance on record of the pledge having been taken at the Sailors' Rest, Williamstown, out of 8,218 attendances. (Laughter) Referring to the projected new institute near the wharves, he was amazed to find that its construction had been, according to the report, orefused by some of the labour members. He did not know the details of the matter, but was of opinion that there was no institution more deserving of the support of labour members than the one advocated. In his opinion, the representatives of labour should disown the action of their delegates in Parliament in this matter. (Cheers ) Selections of vocal and instrumental music were given during the evening.These reports were produced annually and include a number of smaller reports from the Executive Committee, Chaplain and auxiliary. They sometimes included photographs and a list of subscribers and amounts pledged.
