The Victorian Parliament passed Land Acts in 1860, 1862 and 1869, which offered settlers land within defined agricultural areas. Settlers paid for half of an allotment on selection at a uniform price of £1 per acre and paid rent on the other half for usually 7 years. By the end of the period, to obtain title to the land, settlers would have had to pay the balance of the purchase price and make certain improvements. Gunpowder is very volatile and can be ignited by the smallest spark. Several horrific accidents resulted in NSW passing legislation to cover the safe storage of gunpowder but initially these laws did not apply to Victoria. this was rectified and the first Melbourne magazine was erected on Batman's Hill in 1845. The Victorian Gunpowder Act (1857) made local councils responsible for the safe storage of gunpowder. The Victorian government made L.909 available for a suitable building in Sandhurst. Built on Camp Hill it was finished in April 1857 and the first keeper, Mr J. F. Kerr was appointed in October 1857. Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. The candle holder on the arm of the bracket cn swivel from side to side allowing the light to be adjusted. This fork was recovered from the wreck of the Loch Ard. It is the Old English design that has been very popular since the 19th century. It has been restored to resemble its original state prior to the disaster in 1878. The for was originally plated with silver, which is when a base metal such as nickel or nickel alloy with copper and/or zinc has been plated or coated with a thin layer of silver. Wear on the metal will cause the base metals to appear through the silver plating. Some manufacturers gave a warranty that the cutlery was ‘white throughout’ but didn’t necessarily say it was solid silver. This light hanging mechanism could have been used for an adjustable chandelier with candle holders. It would likely be attached to the ceiling by its long stem to suspend the light fitting. A chain would have been threaded around each pulley, with one end joined to the top of the light fitting and the other end joined to a counter weight. The four counter weights would allow the light fitting to be raised or lowered to the desired height with little effort, to allow for lighting the candles or change the intensity of the light. This light fitting was once installed on the famous sailing ship, the Loch Ard, which was built in 1873 and tragically wrecked in 1878.The fitting was recovered from the wreck almost 100 years later, at the time it was discovered. Narrow pipe has a three tiered, scallop-edged dome attached to the end. The dome encloses remnants of broken chain length and is attached to a set of four pulley wheels arrayed in a circle with their edge sat right angles to each other. HISTORY OF THE LOCH ARD The LOCH ARD belonged to the famous Loch Line which sailed many ships from England to Australia. Built in Glasgow by Barclay, Curdle and Co. in 1873, the LOCH ARD was a three-masted square rigged iron sailing ship. The ship measured 262ft 7" (79.87m) in length, 38ft (11.58m) in width, 23ft (7m) in depth and had a gross tonnage of 1693 tons. The LOCH ARD's main mast measured a massive 150ft (45.7m) in height. LOCH ARD made three trips to Australia and one trip to Calcutta before its final voyage. LOCH ARD left England on March 2, 1878, under the command of Captain Gibbs, a newly married, 29 year old. She was bound for Melbourne with a crew of 37, plus 17 passengers and a load of cargo. The general cargo reflected the affluence of Melbourne at the time. On board were straw hats, umbrella, perfumes, clay pipes, pianos, clocks, confectionary, linen and candles, as well as a heavier load of railway irons, cement, lead and copper. There were items included that intended for display in the Melbourne International Exhibition in 1880. The voyage to Port Phillip was long but uneventful. At 3am on June 1, 1878, Captain Gibbs was expecting to see land and the passengers were becoming excited as they prepared to view their new homeland in the early morning. But LOCH ARD was running into a fog which greatly reduced visibility. Captain Gibbs was becoming anxious as there was no sign of land or the Cape Otway lighthouse. At 4am the fog lifted. A man aloft announced that he could see breakers. The sheer cliffs of Victoria's west coast came into view, and Captain Gibbs realised that the ship was much closer to them than expected. He ordered as much sail to be set as time would permit and then attempted to steer the vessel out to sea. On coming head on into the wind, the ship lost momentum, the sails fell limp and LOCH ARD's bow swung back. Gibbs then ordered the anchors to be released in an attempt to hold its position. The anchors sank some 50 fathoms - but did not hold. By this time LOCH ARD was among the breakers and the tall cliffs of Mutton Bird Island rose behind the ship. Just half a mile from the coast, the ship's bow was suddenly pulled around by the anchor. Unrestored tea spoon from the wreck of the LOCH ARD. The spoon design has a flattened fiddle-back handle, with a thin stem or shank, flared collar, and elongated bowl. The spoons metallic composition is a thin layer of brass alloy which has partially corroded back to a nickel-silver base metal.
