... Victorian Newspapers... Victorian Newspapers Warrnambool History This is a reprint ...This is a reprint of the first edition of The Weekly Times – originally printed on September 11th 1869. The paper was first published by the Daily Telegraph Newspaper Company and was described as ‘a Journal of literature, sport, agriculture, science and politics’. In 1892 it was acquired by the Herald Newspaper group which has been publishing The Weekly Times ever since. The Weekly Times is now regarded as the most important newspaper especially published for those living outside of Melbourne in rural Victoria. This newspaper reprint is of minor interest as it is a copy of the first edition of a newspaper that is widely read in rural Victoria, including Warrnambool and the Western District.This is a reprint of the first edition of the Melbourne newspaper, the Weekly Times (1869). It has 16 pages and includes news items, advertisements, black and white sketches, poems, agricultural information, ladies’ columns etc. The first page has the masthead and motto of the paper – ‘The Liberal Reviseth Liberal Things’. The paper is yellowed with age and some pages are tattered at the edges. Agaves are an introduced species to Australia. Their local propagation in Victoria is mentioned in Victorian newspapers as early as the 1850s. By the 1870s they appear to have become fairly common but still relatively novel. The side by side view of the Holy Trinity Anglican and Saint Andrews Presbyterian Churches forms an interesting frame for this botanical study. On the far right of the image in the background can be seen the Presbyterian Church Manse built in 1858 and demolished in the 20th century.Small sepia 'carte de viste' style unframed photograph on card with gold border framing photograph. Housed in the Jeremeas Family Album which contains photographs of Bacchus Marsh and District in 1883 by the photographers Stevenson and McNicoll. A descriptive report ...In June 1987, the government directed the LCC to carry out a special investigation of the social, recreational, cultural and ecological values of rivers and streams in Victoria, and to make recommendations on the use of these rivers and how their identified values can best be protected. Notices announcing the commencement of the investigation were published in the Victoria Government Gazette and in Victorian newspapers in November 1987. A descriptive report was published in September 1989. The Council received 75 submissions following the publication of this report. After considering these submissions, the Council formulated its proposed recommendations, which were published in November 1990. The Council received 177 submissions commenting on the proposed recommendations. The Council published its final recommendations in June 1991. While welcomed by many, the study cut across the interests of other groups and was perceived to be particularly threatening to water authorities. The investigation resulted in a legislated system of 17 heritage rivers (with significant natural, recreational, scenic and heritage values) and natural catchment areas across Victoria. -

A descriptive resources report was published in August 1991. Council received 1,425 submissions and letters following publication of the descriptive report. The Council considered these submissions and published proposed recommendations in April 1993. A further 1,993 submissions were received in response to the proposed recommendations. The Council published its final recommendations in July 1994. A change to legislation in 1989 enabled the LCC to make recommendations for public land within a ‘town’, though cities and rural cities remained excluded from the definition of public land. Timber resources and water quality and yield from timbered catchment areas remained significant issues in Melbourne’s catchments. Recommendations for the Yarra Ranges National Park were based around the closed Melbourne water catchments and adjoining state forest. A recommended Phillip Island State Park based around the penguin reserve was ultimately implemented as the Phillip Island Nature Park.Shire of Nillumbik DPE/Enviro -

In October 1922, he married Muriel Gladys ...In 1948, the citizens of Kew presented this jewellery box to the outgoing Mayor and Mayoress of Kew, Cr & Mrs W D Vaughan. In 2021, it returned to Kew, thanks to the generous donations of our Friends of the Collection. William David Vaughan to whom the jewel box was presented in 1948 was a publisher, politician and historian, born in 1897 at Heathcote. By 1922, he had become a publisher and Secretary of Victorian Newspapers Ltd. In October 1922, he married Muriel Gladys Frazer in Bendigo. He purchased 'Elsfield' in Cotham Road, renamed it 'Carramar', and resided there for almost fifty years. His wife, the Mayoress, was an accomplished pianist and entertained the wives of councillors and supported many charitable works from her home. In 1926, Vaughan founded a local newspaper, the Kew Advertiser. During his second term as Mayor, he was elected president of Melbourne Suburban Newspapers’ Association, In April 1947, he was appointed to and later became chairman of the Free Library Services Board. In 1960, he published his history of Kew - 'Kew's Civic Century'. Vaughan’s third term as Mayor in 1962-63 saw the erection of the pavilion at Victoria Park and the final clean-up of the Outer Circle Railway. He died in September 1976. This inlaid and engraved jewellery box was part of a larger donation made to the Mayor and Mayoress of Kew in 1948 by the citizens of the municipality. It is the only 'civic award' in the collection given to a former civic leader and complements the large collection of civic portraits in the collection. The box is additionally significant because of its association with William David Vaughan - newspaper proprietor, local politician, and local historian. A presentation jewellery box, she-oak with barber pole inlay adorned with an Australian silver plaque.Engraved inscription on silver plaque - "Presented to Cr & Mrs W.D. This photograph is recorded as depicting the presentation by Mr Alan Dunlop to Cr Val Mason, Shire President, of a 2.86-gram solid gold nugget found in the area more than 100 years ago, at the Burke Museum. The gold is reported as attached to a small amount of milk quartz mounted onto a tie pin. The photo and an article about the donation appeared in the Border Morning Mail on Friday 14th May, 1979. Alan Dunlop, pictured, was Sir Edward 'Weary' Dunlop's older brother. The tie pin artefact being donated in this photo is entered into the Victorian Collections database as follows: 'This nugget was found on the Beechworth Goldfield in the late 1800s by Mr Fred McIntosh (Alan & Edward Dunlop's Uncle by marriage, husband of Elizabeth (Bessie) Dunlop), who had made it into a tie pin and presented it to the Dunlop family'. Furthermore, Val Mason was the first female president of the former Beechworth Shire for two terms and a councillor for nine years. This photograph is of historic significance as it depicts known individuals who have connections to key Australian figures. Alan Dunlop is the brother of famous war doctor Edward 'Weary' Dunlop, and both men are Beechworth locals. The object Alan holds is a tie pin made from gold found by the Dunlops' uncle. It's also significant as it documents visually the origin of the tie pin artefact in the Burke Museum collection, via donation by Alan Dunlop. In addition, it depicts Val Mason, the first female president of the former Beechworth Shire for two terms and a councillor for nine years. It is of social significance as it depicts two well-known and respected Beechworth locals handling a key artefact of significance to the Beechworth Goldfields, and therefore Beechworth local history. Mrs. Vanessa McDonald was born in Beechworth in 1917. Christened, Agnes Bertha Collins, Vanessa changed her name in 1960. Mrs. McDonald's family's connection with gold mining in the district reach back to the first of Beechworth's gold rushes, when her great grandfather, a Dutchman who adopted the name Charles Collins, arrived in 1851-1852. Mrs. McDonald spent her childhood in the isolated hamlet of Stanley, in the area known as 'Little Scotland', where she recalls helping her mother to raise younger siblings, picking apples and walnuts on the family farm, and roaming the hills for wildflowers. As a young woman Mrs. McDonald attended religious and social gatherings in the local community. In 1940 she went to Melbourne to work as a mothercraft nurse during the Second World War. She met her husband at a Beechworth football match and was married at the Stanley Methodist Church in 1941. The gold diggings known as the 'Nine Mile' became the hamlet of Stanley, after the British Prime Minister, Lord Stanley, in 1858. By the late 1850s, Stanley boasted schools, an athenaeum, a church, a weekly newspaper and several hotels and other civic infrastructure to cater for a growing population. The area attracted large numbers of Chinese miners, whose presence was frequently resisted. Like other early Victorian mining settlements, Stanley was a hotbed of political and racial tensions during the gold rush. One side of the Nine Mile Creek was known as 'Little Scotland’, the other, 'Little Ireland'. A number of Christian denominations built congregations and churches in Stanley, including the Church of England, Methodist Church, the Catholic Church, and Presbyterian Church. Stanley became part of the United Shire of Beechworth in 1871. By 1880 timber was being cut and two sawmills were established by 1887. River-dredged gold mining consumed vast amounts of timber from the forests in the area, and in 1931 the first of several softwood plantations began. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: 'Listen to what they say: voices of twentieth century Beechworth'. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Following the decline in the mining and associated industries during the early-mid-twentieth century, the Beechworth district experienced a period of general economic decline. On the east side of the Dingle Range, Mrs. McDonald's father, William Henry Collins, felled timber and the family were pioneer apple orchardists. The establishment of apple orchards in Stanley reflects changes to how land was used and contributes to our understanding of the historical development of rural communities following the gold rush. Mrs. McDonald's recollections are significant for understanding family and social life in a small rural town in years leading up to the Great Depression and prior to the Second World War. This oral history recording may be compared with other oral histories and items in the Burke Museum's collection. This oral history account is socially and historically significant as it is a part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth-century Beechworth.' While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the 20th century, many of which will have now been lost if they had not been preserved.This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. The Association was formed in 1860 and held its first individual competition at the end of that year. These programs were used by C. Newspaper clippings and a typed sheet regarding shipwrecks in South West Victoria. (1) The first clipping is titled Wrecks of the Last Half Century, page 12 of the Warrnambool Centenary Supplement, The Warrnambool Standard, Saturday, March 22, 1947. The ships mentioned are FREE TRADER, LA BELLA, FALLS OF HALLADALE, CASINO and CARAMBA. (2) The second clipping's main article Divers Find old shipwreck from Geoff Clancy has a handwritten date Circa Jan 30, 1960, and is possibly from a Melbourne newspaper, as it mentions non-local events. It tells of the then-current finding of the 52-year-old wreck of the Falls of Halladale near Port Campbell by skin divers. (3) Type is written 2-page article The Romance of the Clipper Ships by Basil Lubbock sub-title Falls of Halladale. The iron-hulled, four-masted barque, the Falls of Halladale, was a bulk carrier of general cargo. She left New York in August 1908 on her way to Melbourne and Sydney. In her hold, along with 56,763 tiles of unusual beautiful green American slates (roofing tiles), 5,673 coils of barbed wire, 600 stoves, 500 sewing machines, 6500 gallons of oil, 14400 gallons of benzene, and many other manufactured items, were 117 cases of crockery and glassware. Three months later and close to her destination, a navigational error caused the Falls of Halladale to be wrecked on a reef off the Peterborough headland at 3 am on the morning of the 15th of November, 1908. The captain and 29 crew members all survived, but her valuable cargo was largely lost, despite two salvage attempts in 1908-09 and 1910. ABOUT THE ‘FALLS OF HALLADALE’ (1886 - 1908): - Built: in1886 by Russell & Co., Greenock shipyards, River Clyde, Scotland, UK. The company was founded in 1870 (or 1873) as a partnership between Joseph Russell (1834-1917), Anderson Rodger and William Todd Lithgow. During the period 1882-92 Russell & Co. they standardised designs, which sped up their building process so much that they were able to build 271 ships over that time. In 1886 they introduced a 3000 ton class of sailing vessel with auxiliary engines and brace halyard winches. In 1890 they broke the world output record. Owner: Falls Line, Wright, Breakenridge & Co, 111 Union Street, Glasgow, Scotland. Configuration: Four masted sailing ship; iron-hulled barque; iron masts, wire rigging, fore & aft lifting bridges. Size: Length 83.87m x Breadth 12.6m x Depth 7.23m, Gross tonnage 2085 ton Wrecked: the night of 14th November 1908, Curdies Inlet, Peterborough south west Victoria Crew: 29 The Falls of Halladale was a four-masted sailing ship built-in 1886 in Glasgow, Scotland, for the long-distance cargo trade and was mostly used for Pacific grain trade. She was owned by Wright, Breakenridge & Co of Glasgow and was one of several Falls Line ships, all of which were named after waterfalls in Scotland. The lines flag was of red, blue and white vertical stripes. The Falls of Halladale had a sturdy construction built to carry maximum cargo and able to maintain full sail in heavy gales, one of the last of the ‘windjammers’ that sailed the Trade Route. She and her sister ship, the Falls of Garry, were the first ships in the world to include fore and aft lifting bridges. Previous to this, heavily loaded vessels could have heavy seas break along the full length of the deck, causing serious injury or even death to those on deck. The new, raised catwalk-type decking allowed the crew to move above the deck stormy conditions. This idea is still used today in the most modern tankers and cargo vessels and has proved to be an important step forward in the safety of men at sea. On 4th August 1908, with new sails, 29 crew, and 2800 tons of cargo, the Falls of Halladale left New York, bound for Melbourne and Sydney via the Cape of Good Hope. The cargo on board was valued at £35,000 and included 56,763 tiles of American slate roofing tiles (roof slates), 5,673 coils of barbed wire, 600 stoves, 500 sewing machines, 6,500 gallons of oil, 14,400 gallons of benzene, plumbing iron, 117 cases of crockery and glassware and many other manufactured items. The Falls of Halladale had been at sail for 102 days when, at 3 am on the night of 14th November 1908, under full sail in calm seas with a six knots breeze behind and misleading fog along the coast, the great vessel rose upon an ocean swell and settled on top of a submerged reef near Peterborough on south-west Victoria’s coast. The ship was jammed on the rocks and began filling with water. The crew launched the two lifeboats and all 29 crew landed safely on the beach over 4 miles away at the Bay of Islands. The postmistress at Peterborough, who kept a watch for vessels in distress, saw the stranding and sent out an alert to the local people. A rescue party went to the aid of the sailors and the Port Campbell rocket crew was dispatched, but the crew had all managed to reach shore safely by the time help arrived. The ship stayed in full sail on the rocky shelf for nearly two months, attracting hundreds of sightseers who watched her slowly disintegrate until the pounding seas and dynamiting by salvagers finally broke her back, and her remains disappeared back into deeper water. The valuable cargo was largely lost, despite two salvage attempts in 1908-09 and 1910. Further salvage operations were made from 1974-1986, during which time 22,000 slate tiles were recovered with the help of 14 oil drums to float them, plus personal artefacts, ship fittings, reams of paper and other items. The Court of Marine Inquiry in Melbourne ruled that the foundering of the ship was entirely due to Captain David Wood Thomson’s navigational error, not too technical failure of the Clyde-built ship. The shipwreck is a popular site for divers, about 300m offshore and in 3 – 15m of water. Some of the original cargo can be seen at the site, including pieces of roof slate and coils of barbed wire.The newspaper articles are of historical significance, retelling the stories of shipwrecks along the South West coast of Victoria. The Falls of Halladale shipwreck is listed on the Victorian Heritage Register (No. S255). She was one of the last ships to sail the Trade Routes. She is one of the first vessels to have fore and aft lifting bridges. She is an example of the remains of an International Cargo Ship and also represents aspects of Victoria’s shipping industry. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much-loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The constitution states that the object of the Society is to relieve the wants of the poor -especially women and children- by suppyling them with clothing ,boots, food, fuel and other necessaries. The members of the Society to be councillors wives and representatives of Religious organisations.The President shall be the Mayoress. the positions of Treasurer and Secretary shall be Honorary. Mrs. McCaskill , whose husband was a Councillor at that time was the first President, a position she held for many years. There were 32 Ladies Benevolent Societies in the metropolitan area at this time. By the early 2000s there only a few left and Ringwood was one of the last to close about 2008 when it was absorbed into the Citizen's Advice Bureau.
