Victoria was the first Australian colony, and the first legislature anywhere in the world, to adopt the practice of the secret ballot. Victoria's constitution prescribed that the Parliament was to be bicameral, consisting of an upper house, the Legislative Council and a lower house, Legislative Assembly. Men were entitled to vote according to the qualifications described in this book - the right to vote in each house was dependent on status - educational qualifications, income and for either literacy. Two names are registered for the Orbost district: James Dickson and J.C. McLeod.This item is a useful research tool.A 16 pp paper back book which has a clear plastic cover. The covers are beige coloured with the title "Gippsland Electoral Rolls for 1856 and Stock Assessment Payable" in blak print. On the left hand side is a vertical pattern in black print. The choice was between a Raglan Parade site (the present Swan Reserve Children’s Services centre and an Allansford Road site east of the Old Bryen Boiroimhe Hotel (Corner of japan Street and Raglan Parade. The Raglan Parade site at the corner of Kepler Street was the preferred site polling 373 to 222. These saleyards were moved to the present site in Caramut Road in 1970. The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. Loch Ard was bound for Melbourne in 1878 loaded with passengers and cargo when it ran into a rocky reef at the base of Mutton Bird Island, near Port Campbell. Of the 54 crew members and passengers on board, only two survived: an apprentice, Tom Pearce and a young woman passenger, Eva Carmichael, who lost all of her family in the tragedy. The wreck of Loch Ard still lies at the base of Mutton Bird Island and much of the cargo has been salvaged. Some was washed up into what is now known as Loch Ard Gorge following the shipwreck. Cargo and artefacts have also been illegally salvaged over many years before protective legislation was introduced. The photograph is significant for its association with the wreck of the Loch Ard. This wreck has been protected as a Historic Shipwreck since 11 March 1982, under the Commonwealth Historic Shipwrecks Act (1976) Flagstaff Hill’s collection of artefacts from Loch Ard is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register. The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the Loch Ard. The Loch Ard collection is archaeologically significant as the remains of a large international passenger and cargo ship. The Loch Ard collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the Loch Ard, which was one of the worst and best known shipwrecks in Victoria’s history. The Loch Ard collection meets the following criteria for assessment: Criterion A: Importance to the course, or pattern, of Victoria’s cultural history. Criterion B: Possession of uncommon, rare or endangered aspects of Victoria’s cultural history. Criterion C: Potential to yield information that will contribute to an understanding of Victoria’s cultural history. Black and White photograph of Thomas Pearce. Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. Herbert Chambers retired from the Kew Asylum in c.1970 after working there for almost thirty years.Representative example of certification required to work as a Mental Attendant in Victoria.Certificate issued by the Department of Mental Hygiene (Victoria) declaring that Herbert Joseph Chambers has completed training and passed examinations required to work as a 'Mental Attendant. Victoria HOWLETT (b. 1945- ) Born London, United Kingdom Arrived Australia 1946 Victoria Howlett studied Ceramics at RMIT. She lectured at Prahran College for several years before travelling to Canada, The United States of America, Mexico, Africa and England. She began working as a potter full time in 1977, establishing a studio in Melbourne. In 1985 Victoria Howlett won the Stuart Devlin Award, Melbourne. She is a practicing artist in Apollo Bay, Victoria. The ceramic work of Victoria Howlett draws on the Oribe tradition of painted surface designs. During the 1980s, she moved from rounded vessels and lidded jars to the platter as the form to be decorated, using a well-charged brush and slips coloured with oxide. Wheel thrown stoneware jar with dipped and painted glaze decoration. The ceramic works of Victoria Howlett are impressed 'TOR' or painted or incised 'Victoria Howlett'. This work is part of the Jan Feder Memorial Ceramics Collection. Jan Feder was an alumna of the Gippsland Campus who studied ceramics on the campus. She passed away in the mid 1980s. Her student peers raised funds to buy ceramic works in her memory. They bought works from visiting lecturers who became leading ceramic artists around the world, as well as from many of the staff who taught there.
