This is a framed photograph showing a key event in Warrnambool's history - the proclamation by Sir Arthur Stanley of Warrnambool as a city in 1918. Warrnambool was the fifth non--metropolitan town in Victoria to be declared a city and a large crowd gathered outside the Town Hall to see this event. Sir Arthur Stanley (Lord Stanley of Alderley) was an English nobleman, Parliamentarian and soldier who was the Governor of Victoria from 1914 to 1920. The photographer was Arthur Jordan who, like his father Joseph, was a prominent photographer in Warrnambool at the end of the 19th and the beginning of the 20th centuries and took many official photographs of civic affairs. The donor of the photograph, probably immediately after the event to the Warrnambool Museum at the time under the auspices of the Warnambool Mechanics' Institute, was George Mackay, a prominent Warrnambool lawyer, Councillor and Mayor. This is a match box holder that has been produced as a souvenir of Warrnambool. It was possibly made to commemorate the gazetting of Warrnambool as a city in 1918. The holder features the Warrnambool crest which was designed in the early 1850s by the first teacher of the Warrnambool National School, John MacDonald. He also suggested the motto, ‘By These We Flourish’. The crest has been modified over the ensuing years.This is an important souvenir of Warrnambool as it is a high quality one and features the crest of the City of Warrnambool as used early in the 20th century. This is a gold-coloured piece of metal with the ends folded or sheeted over to form a rectangle with a flat base and an open top to hold a packet of matches. The front of the holder has attached a metal image of the crest of the City of Warrnambool. The image is in gold, white and dark blue. The original owner of the beautiful wardrobe was William Swinton Jr. (1860-1929) and was later given to a friend of the Giles family. It is part of the Giles Collection. William Swinton Jnr. was a Warrnambool Councilor 1903-20 and Mayor 1917-19, during which time Warrnambool declared a City (1918). William's father, William Swinton Snr. (c.1831-1901) arrived in Warrnambool in 1854 from Edinburgh, Scotland. He established the Swinton store in Timor Street in 1865 where it is still located. William Snr's grand-daughter, Doris Swinton (1904-1986) was one of Australia's most highly decorated nurses of World War 2 and for 16 years matron of the Warrnambool and District Base Hospital. There is a street in Warrnambool named after the Swinton family. The Giles Collection: There are many 19th century items of furniture, linen, and crockery donated to Flagstaff Hill Maritime Village by Vera and Aurelin Giles. The items are associated with the Giles Family and are known as the "Giles Collection". These items mostly came from the simple home of Vera's parents-in-law, Henry Giles and his wife Mary Jane (nee Freckleton), whose photos are in the parlour. They married in 1880. Henry Giles was born at Tower Hill in 1858. He was a labourer on the construction of the Breakwater before leaving in 1895 to build bridges in N.S.W. for about seven years. Mary Jane was born in 1860 at Cooramook. She attended Mailor's Flat State School where she was also a student teacher before, as a family legend has it, she became a governess at "Injemiara" where her grandfather, Francis Freckleton, once owned land. Henry and Mary’s family of six, some of whom were born at Mailor’s Flat and later children at Wangoom, lived with their parents at Wangoom and Purnim west, where Henry died in 1933 and Mary Jane in 1940. The wardrobe is also significant for its association with early Warrnambool history, being owned by William Swinton Jnr. who was a Warrnambool Councilor and Warrnambools first Mayor (1917-19) the son of an early colonial family, arriving in Warrnambool in 1854. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. From its beginnings in the late 1840's, Warrnambool progressed through the years from being a town and borough to finally being proclaimed a city in May 1918. The Governor of the day Mr Arthur Stanley officiated at the event on May 23rd, 1918. It was only the fourth such municipality to achieve this status at the time These medallions were a memento of this occasion.These small medals are significant as they are linked to an important event in the growth of Warrnambool. Three similar medallions in the form of a brooch with clasp, all in gilt metal and enamel. Round medallions 25mm in circumference, with blue enamel circular rim of 4mm around most of the outside, except for white enamel decal of 10mm at bottom. Pin clasp on reverse of the medallions. Two medallions donated from a separate source are identical with the others in markings; one with pin clip, one without pin clip. All medals identical, though manufacturers imprint " Bridgland & King " only appears on reverse of two. "City of Warrnambool" appears in gold block letters around blue enamel circumference of medal, "1918" appears in gold lettering in white enamel decal at the bottom. Warrnambool city crest is pressed in gold relief in the centre of the medal, consisting of a ship at sea, a sheaf of wheat, these quartered below the Victorian Coat of Arms. These cuff links were produced for the Warrnambool City Council presumably to give as gifts to visiting dignitaries etc. They may also have been available for the public to purchase. Warrnambool, first settled in 1847, was proclaimed a Municipality in 1856, a Borough in 1863, a Town in 1883 and a City in 1918. These cuff links are of minor interest as an example of an item produced for the Warrnambool City Council – to use either as gifts or to sell to the public as a memento of the city. These are round metal cufflinks (2) outlined in gold with gold pins (two prongs and a bar) for attachment to the shirt sleeves. The cuff links have the City of Warrnambool logo with gold, blue and cream printing and enamelling. The cuff links are in a plastic box which has a white base and a clear plastic lid and red velvet lining. Warrnambool, established in 1847, became a Municipality in 1856, a Borough in 1863, a Town in 1883 and a City in 1918. This bottle opener has most probably been produced by the City of Warrnambool for promotional purposes and may have been given as gifts to notable visitors. The logo used is a version of the original ‘By These We Flourish’ seal which was first adopted by the Council in 1856. On the top portion is the Royal Coat of Arms. On the lower section is a sailing ship and a sheaf of wheat. The seal was designed by John Macdonald, a local schoolteacher and auctioneer. This bottle opener is of some interest as a promotional item produced for the Warrnambool City Council. It may be useful for display. This is a bottle opener made of electro-plated nickel silver. It has a badge with blue, white and gold enamelling with the old logo of the City of Warrnambool. This set was given by the Warrnambool City Council Councillors to Horace Lawson on the occasion of his marriage in 1898. Horace Edward Lawson was the son of Susan and Thomas Lawson. The latter at one time had a drapery business in Liebig Street. Horace Lawson was the Town Clerk of Warrnambool from 1893 to 1918. He was a keen cyclist and a member of the Warrnambool Volunteer Artillery Corps. In 1918 Lawson was appointed the Secretary of the Municipal Association of Victoria, a Melbourne appointment. This set is of considerable interest as it was presented to Horace Lawson, notable in Warrnambool’s history as a long-serving and successful Town Clerk. This silver-plated tea and coffee set has four items – coffee pot, tea pot, sugar basin and milk jug. All have the same etched decorative patterns on the sides and the lids and all have handles attached with a nut and a bolt. The tea pot and the coffee pot have the maker’s marks on the bases and there is an inscription on the side of the sugar basin. The lids of the coffee pot, tea pot and milk jug are hinged. ‘W. This photograph was given to Horace Lawson on the occasion of his retirement in 1918 as Town Clerk of Warrnambool. The photographs are of the Town Clerk, the Town Surveyor, the Mayor and Councillors in June 1918. The Mayor, William Swinton and the Town Clerk, Horace Lawson are in civic robes. Horace Lawson had a distinguished career as the Town Clerk of Warrnambool from 1893 to 1918 (which is actually 25 years, not 30 years as stated on the photograph). Lawson was a keen cyclist and a member of the Warrnambool Volunteer Army Corps. He left Warrnambool in 1918 to take up the position in Melbourne as Secretary of the Municipal Association of Victoria. The photographer, Arthur Jordan, working in Warrnambool at the end of the 19th century and in the early 20th century, was well-known, particularly for his photographs of civic affairs. Ethel Mary Turner Ethel Turner (25th January 1872 – 8th April 1958) was an English-born Australian novelist and children's literature writer. She was born Ethel Mary Burwell in Doncaster in England. Her father died when she was two, leaving her mother Sarah Jane Burwell with two daughters (Ethel and Lillian). A year later, Ethel’s mother married Henry Turner, who was 20 years older and had six children of his own. Sarah Jane and Henry had a daughter, Rose. Henry Turner died suddenly, leaving Sarah Jane with nine children and little income. In 1879 Sarah Jane moved to Australia with Ethel, Lillian, and Rose; within the next two years she married Charles Cope and gave birth to his son Rex. Ethel Turner was educated at Paddington, New South Wales Public School and Sydney Girls High School she was one of the school's original thirty-seven pupils. Ethel started her writing career at eighteen, founding the Parthenon, a journal for young people, with her sister Lillian. Writing as “Dame Durden”, she wrote children's columns for the Illustrated Sydney News and later for the Australian Town and Country Journal. In 1891 the family moved to Woodlands, a large house in Lindfield, now Killara, which was then out in the country. Woodlands still stands today in Werona Avenue and is where she wrote “Seven Little Australians”. In 1896 Ethel married Herbert Curlewis, a lawyer. After living in Mosman, they built their own house overlooking Middle Harbour. The house, Avenel, is where Ethel Turner spent the rest of her years. She survived her daughter Jean Curlewis, who died of tuberculosis, by 28 years. Jean was also a writer of children's books, although not as popular as her mother. Jean's works include “The Ship That Never Set Sail”, “Drowning Maze”, and “Beach Beyond (1923)”. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Warrnambool Art Gallery’s History The Warrnambool Art Gallery began in 1886 when retired police officer Joseph Archibald opened its doors in a building behind the mechanics institute in Liebig Street. The Gallery began with an eclectic mix of artworks and museum curios. Before long Archibald mobilised public support and paid for a new gallery annex. Loans and grants allowed the Gallery collection to grow with significant early acquisitions by French, German, and Belgian artists, which were less expensive than British works. Despite its enthusiastic start the economic downturn of the 1890s brought the Collection to a halt. In 1910 the Council took control of the Mechanics Institute and ran the Gallery there until 1963 when the building was allocated for municipal offices. The Collection was dispersed on loan to galleries in Shepparton and Hamilton and not reunited until 1971.
