The late Robert Ulmann (1927-1999) was a well-known local Warrnambool artist, creating murals, sculptures and art works. The sculpture 'Lady in the Wind' was presented to Flagstaff Hill Maritime Village by Dr Ivor (Ivor Philip Quentin Scott 16-08/1928 - 1/11/2016) and his wife Deirdre Scott (dec.). This sculpture is significant for being a creation of Robert Ulmann, well known local Warrnambool artist. The sculpture titled "Lady in the Wind" by Robert Ulmann. Subject is a robed woman moving forward, long hair streaming behind her, clutching fabric of skirt in each hand. Created in 1975. Made of Mount Gambier stone. Plaque describing the sculpture is on a nearby wall. Bushfire behaviour is influenced by many factors including temperature, relative humidity (RH), forest type, fuel quantity and fuel dryness, topography and even slope. But wind has a dominant effect on the Rate of Spread (ROS), as well as fire size, shape and direction. Wind speed can be measured using a variety of anemometers. This simple hand-held Venitimer was made by Elvometer in Sweeden, probably in the 1960s, and was designed for principally for mariners. Some models have a compass in the handle to measure wind direction. The small inlet hole on the side is faced towards the wind and air pressure lifts small plastic disk inside. The upper tube is tapered so that as wind speed increases more air escapes and stronger winds are needed to raise the disk. Wind speed in MPH is read from the side of the clear plastic tube. The waterproof container has instructions on use and conversion scales. Collection of thirty-nine postcards donated by Jillian Rigby which had been owned by her grandparents, George and Edith Weir, who from c.1917 lived at 84 Princess Street, Kew. The mostly 'mint' postcards were purchased in Victoria and while travelling overseas. The sole dated postcard is dated from 1929. The postcards are numbered sequentially from 2017.0058.01-39. The remainder of the collection donated by Jill Rigby which was once owned by the Weirs of Broken Hill and Kew consist of costumes, costume accessories, photographs, and documents.The postcards in the Weir collection, especially those purchased on a trip or trips to the mother country, i.e. United Kingdom, represent a representative sample of sites that were considered significant to those Australians undertaking a reverse grand tour by member of the erstwhile colonies. After suffering some inevitable delays due to the war, radio VL3AA switched into full operation in October 1945 proudly beaming out 200 watts across the State. But by today’s standards, the technology was primitive and the reception poor unless the user was on a high point somewhere. The radio signal was "line-of-sight" and bounced between fire towers and relay transmitters across the mountains back to the District offices. The advent of solid-state electronics in the 1960s replaced the more delicate valve sets which enabled greater use of vehicle mounted radios. The Commission continued to research, develop and build new radios at its many workshops around Victoria. The network was supported by a large team of skilled radio technicians. The more secure and versatile State Mobile Radio (SMR) digital trunk system came into operation in about 1995. Upgraded Tait Radios were purchased in 2014 after recommendations of the 2009 Bushfires Royal Commission. But it was the convergence of separate technologies such as 5G mobile phones, high-capacity and light-weight lithium batteries, Wi-Fi, the ever-expanding internet, cloud data storage, digital cameras, GPS, personal organisers and hundreds of supporting Apps into powerful smartphones and tablets which revolutionised bushfire communications from the mid-2000s. This device was used to measure surface wind speed and direction. This anemometer was located on a concrete pad outside room 2.15 on a steel pole. The pole was considered unsafe and the anemometer was relocated to it's current position. When lowering the pole it fell over and was badly damaged. The Bureau of Meteorology donated it to the museum. It was then repaired and restored. The central pole on which it is mounted is galvanised iron pipe painted black. The anemometer, a portable device that manually measures wind speed, was a necessary instrument once common to all weather stations. The arms are attached to a vertical rod and as the wind blows, the cups rotate, making the rod spin. The stronger the wind blows, the faster the rod spins. The anemometer counts the number of rotations, or turns, which is used to calculate wind speed, surface wind and direction. They were designed to be durable to withstand the corrosive environment and strong winds expected at coastal sites such as those at Gabo Island. Anemometers existed in the nineteenth century and their design was improved by various experts including John Robinson in 1846, John Patterson in 1926, Brevoort and Joiner in 1935 and Derek Watson in 1991 who added wind direction measurement to its functions. This example was made for the Bureau of Meteorology by the Melbourne instrument company, Synchrotac, which became registered and incorporated on 26 July 1966. It is now displayed inside the building. A good example of its kind, the anemometer has first level contributory significance for its historic value and provenance to the lightstation.Anemometer and tripod stand. This handset appeared via Australia Post Office and was to some degree manufactured in Britain just prior to 1939. During and after World War II these handsets were made in Australia. The handset belonged to the SEC Victoria and later the Kiewa Hydro Electricity Scheme. As this unit has a winder arm (to notify the switchboard) it would have resided in a workshop/machine shop and not in an office. The durability of the bakelite covering gave good protection in any environment. In years later the bakelite came in colours. This type of handset being able to endure rough handling was ideal for the surroundings of the alpine terrain. It would have been at the various outside outposts or foreman posts as swift communications was essential and communications with all sectors of work in the Hydro Electricity Scheme was mandatory, not only for safety reasons but also for efficient operational day to day progress.
