In 1916 students were examined by the Victorian Education Department and not by the local school. This included small rural schools and involved mail delivery.

Large brown thick cardboard envelope with traditional triangle flap for opening and broken red seal. Yellow/brown with black writing and x2 pale green 3d stamps on the top right-hand corner (green kangaroo inside white map of Australia). In black writing: OHMS Examination Papers Only / Not to be Opened till 9 am on 21-11-1916. Addressed to: The Head Teacher / School No" 3403 / Mongan's Bridge / Via Dederang" (" to " hand written in grey lead on ruled line) At bottom left of envelope: 0 x2 and underneath
M x2 / Education Department / Melbourne. On back: Seemingly unrelated and hard to read writing and figures.
