A branch line from the Outer Circle Line was built for the delivery of coal and paper pulp to the Australian Paper Mill at Fairfield. It operated as a branch from the Hurstbridge line until the 1970s, when the Australian Paper Mill plant changed to power by Bass Strait oil.
