This badge has been produced as a fund-raiser for the Red Cross in Victoria. Swiss-born Henri Dunant founded the Red Cross in the 1860s and it has now become an international humanitarian organization and a community service charity assisting particularly in times of war and natural disasters. The Red Cross in Victoria dates from 1914 and each year funds are collected from the public to assist the organization.
