These Merit badges were to be attached too a 2.5 inch square of royal blue fabric with a pin attached, the four badges forming a square, to be worn on the regalia above the sign of office. Girls up to sixteen years could work for badges, provided that there was no Comrade branch to which they should have been promoted.
