THE DEPARTMENT OF PUBLIC WORKS PUT THE CONTRACT OUT TO TENDER, LEWIS AND ROBERTS OF BALLARAT, CONTRACTORS, WON THE TENDER AT A PRICE OF 4099 POUNDS. THE FOUNDATION STONE WAS LAID BY GOVERNMENT OFFICIALS ON FRIDAY 25TH OCTOBER 1878
