Gavan Oakley was a successful dentist who helped introduce fluoridation and as a councillor and political candidate helped save a large part of the Blackburn Lake Sanctuary. Also the role of the Lake Reserve and the Blackburn Camp developed by Frederick McCubbin in the history of Australian art.
