          This album records the counting of votes for the Member of the Legislative Assembly for the Electoral District of Brighton at the Brighton Town Hall on 28 April 1928. The byelection took place to fill the seat caused by the death of Mr. Snowball. The candidates were Henry Armitage Abbott, William Fyfe Finlayson, Henry Earnest Hall, Martin Hannah, Daniel James Hoban, Alured Kelly, Ian MacFarlan, James Morrison Ramsay, Thomas Ryan. Due to there being no absolute majority, the counting of preferential votes to eliminate defeated candidates took place. Ian MacFarlan was elected as Member for the district.

          Councillor William Pummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918. He died on 14 July 1941 in Brighton.

          Cr. John Ferrier-Hamilton (1852-1911) was elected Councillor for the North Ward in Brighton in 1882, becoming Mayor in 1886. Due to ill health he retired from council in 1900 but re-entered council in 1904, becoming Mayor again in 1906. He was commissioner of the Metropolitan Board of Works for five years. He unsuccessfully stood for the Brighton seat in the state elections in 1908 and 1909.

          Thomas Wilson (1838-1923) was a local councillor in Brighton (in its three phases as Borough, Town and City) for 57 years in 1866-79 and 1894-1923 representing the central ward. He was elected as mayor seven times (in 1869, 1895-96, 1905, 1912-13 and 1919). He was also a land speculator and both Wilson and his father William Wilson owned considerable land in the area. William Wilson sold land on the corner of Wilson and Carpenter Streets to the Council for its Town Hall. Thomas Wilson also represented the council on the Melbourne and Metropolitan Board of Works, of which he had been a member for 22 years.

          Sculpture - ceramic, Alnis Ansons, Brighton Council Chambers Mural, 1961

          Alnis Ansons (1928-2015) was introduced to architect Kevin Knight in the lead up to the opening of the Brighton Municipal Offices in 1961. The architect, on seeing some relief work in the artist’s home, asked Ansons if he would attempt an ambitious 70 square metre work within the council building which would wrap around the lift shaft of the three storey building. The tight deadlines and budgetary constraints imposed on the project impacted on the artist’s process, but in adapting to these limitations, Ansons developed a bold and original technique for producing commercial ceramic works. The mural, which symbolises the people of Brighton at work, worship and play, is constructed from hundreds of individual ceramic casts that have been treated with an engobe, similar to an underglaze, to produce a myriad of colours. The pieces were then fired only once, and grouted with copper grouting from top to bottom, creating a three-dimensional effect on the central column in the council chambers. Ansons was assisted during the installation by his future wife, Ralda, who was tasked with holding the pieces in position as they dried, to prevent them from sliding or shifting.

          ‘Quartet’ is designed by the late Junee Gurney (1909-1984), who lived in Bayside for many years and was the wife of Alex Gurney, creator of the 'Bluey and Curley' cartoons. The work made posthumously based on her design and was carved by David Glyn Davies.

          Arthur Walstab (1844-1899) was a member of the Brighton Council representing the South Ward from 1877 until his death. He served for one year as Mayor of the Borough of Brighton in 1883 and then as Mayor of the Town of Brighton in 1890, 1891 and 1894. He represented Brighton on the Metropolitan Board of Works for five years. His brother was George Arthur Walstab, writer and journalist for The Herald.

          Mackay John Scobie Gair (1847-1941) was a Councillor in the North Ward in Brighton, elected Mayor in 1892-93. He was a solicitor and partner in the firm Brahe and Gair and became a member of the Victorian Legislative Assembly for the Bourke East electorate from 1897-1904.

          Jonathan Binns Were (1809-1885) was born in Somerset, England on 25 April 1809. Before he migrated to Australia in 1839, he worked with colonial merchants and bankers Collins & Co. in Plymouth. Initially trading under his own name, he formed Were & Co. with his brother George and his brother-in-law, Robert Stevenson Dunsford, then, after 1861, JB Were & Son. Were’s were importers, exporters and agents for shipping, land, cattle, sheep and wool; gold brokers and buyers (after 1851); and share dealers (after 1853). Were went bankrupt twice in 1843 and 1857, the former connected with his associated with Henry Dendy and the Brighton subdivision. Were lived in Brighton at Moorabbin House and represented Brighton in the Legislative Assembly in 1856-57. In 1865 Were became the first chairman of the Melbourne Stock Exchange; he was the first president of the Chamber of Commerce, and served on the board of many public and private institutions and companies. He was Port Phillip’s first Justice of the Peace; and organiser of the 1881 Melbourne Exhibition. He was knighted by the Kings of Sweden and Denmark.

          John William Satchwell (1853-1935), was a representative of the East Ward in Brighton Council for more than 20 years and was elected Mayor in 1922-23. Satchwell joined the police force as a mounted trooper in 1878 and was awarded valor badge in 1889 for bravery in rescuing drowning people from floods in Newstead. He retired as a sub-inspector after 35 years in the force.

          Sculpture, Charles Douglas Richardson, The Cloud, 1900 (cast 1987)

          Inspired by the opening lines of Percy Bysshe Shelley’s 1820 poem of the same title, The Cloud has grace of line that epitomises the model of classically informed beauty. Richardson’s figure successfully follows the serpentine line of Art Nouveau sculpture while also echoing the influence of British New Sculpture with its focused attention to bodily detail and surface articulation. This bronze version of The Cloud was cast in 1987 from the original patinated plaster version from 1900 which is also in Bayside City Council's Collection. This work can be seen in the formal garden between the Brighton Town Hall and the Brighton Library.
